table:
"Mr. President and membors of the Council:
It is a recognised and concerted fact that harmony, produced by a spirit
of fairness, is necessary in all .legislative and deliberative bodies to enable
them to realise and enjoy tho full benefits of their labors, and It is .a further
fact ,velL knonm to all of you that ti-e present ino unbent of 4,:he office of Presi-
dent of this Council has by his continous raid 'systematic selfish, erroneous and
arbitrary rulings contrary to t'-io ,judgement and v.ishes o ' o majority of it's
me7bers, deprived this council of' all senblence of harmony, to the hurt and damage
of the best: interests of the City and comrunitr.
