1926-05-04 MINUTES TOWN COUNCIL MTG4 t'r v � May '4th, 1926. -Minutes of the Regular Meeting of the Town Council of the Town of South Miami, Florida, held in the temporary town hall on Sunset ,Drive,, Tuesday Evening, May' ,4th, '1926 at 8 P. M. '- Meeting was called to order by Presidents Paxson. The roll was called by the Town Glerk and all members of the council answered to roll call. The Clerk was then instruoted to read the minutes of the last meetin 't- , �., o and Aldermanwere W. G. Stang made motion that th _,. e� following :'resolution be rl' adopted by the town council. ��• "Row therefore be it resolved that W. A. Foster and George A. Airey,, t Mayor and Town Clerk respectively of the town of South Miami, Florida be wand they are hereby appointed, authorized and directed to negotiate with and secure from the said Commercial Bank & Trust Company of Miami, Florida, a loan in the amount of One Thousand Dollars and to execute and deliver to thewsaid Commercial Bank & Trust Company a promissory note in said amount evidencing said indebtedness, which; note shall be executed by the Mi or and Town Clerk aforesaid, and they -are hereby authorized and directed to affix: to said promissory note the seal of this Corporation, " Alderman R. L. Martin seconded the motion and on•beng put to vote if was carried,. all votes being in the af�eirmative. Alderman Barre, Committeeman on Buildings and Parks asked for an ex- pression from the board as to what his duties as Committeeman were, and was advised that.he had general supervision over all construction or al teration work earr'ied- on in the town of South Miami and it was his duty to bring before the board, all matters pertaining to that department shish required any section on the part of the town Council. 9 Alderman Barrs,,as Chairman of the Committeemen which had been"•appolnt- J „ad to check up and work out an ordinance setting aside a zone as a negro district, submitted a= sketch which outlined a, certain part of the to%vn of South Miami which he cOnaidered would be the proper territory to be C restricted, to negro residents only. After a general discussion of the subject by all members of the board President Paxson asked the Committee to continue the investigation of the subject and report back to the board at the next meeting. Alderman Stang as Chairman of the Committee appointed to formulate" parking Ordinance reported that he had made an efrort to learn the wishes of the business 'men of the town and would like some additional time in which to work out an Ordinance that would take care of the Parking situa- tion President Paxson requested all members of that committee to continue with the work of trying to formulate a plan and report results at the next meeting. The Town Clerk made a`report of his interview with a representative of the Florida Motor Lines regarding the question of increased 'transporta- tion facilities for the town of South Miami and int3,)duced Mr. R. G. Burr' who stated his company was ready and willing to work with the town Council in formulating some plan to give the town of South Miami more desirable buss service to Miami. Mr. Burr agreed to take the matter up with his oompany and report back at the nest meeting, home proposition from 'them. ., Alderman Stang Committeeman on Police made a report to the board of Alderman of a. complaint filed by the Chief of Police of Coral Gables, in which he stated that Marshall Flemming had been guilty of mim!nduct while in the City Limits of Coral gables Sunday night, ? "Ay '2nd. Marshall Flemming was called on to make a statement of what had oecured and he olaimed the charges made by the Coral Gables police were false. C c. c Q f'+ r .fi u No.2 May 4th,1926, After a general discussion of the matter by the Aldermen a motion was made ,_by Alderman Heyers that affidavits be obtained from interested parties on both sides of the controversy in order to substantiate the statements which hadq been made and have the matter brought up for final bearing at the next meeting. Motion was seconded by Alderman Dorn and when put to vote was ° carried all votes being in the affirmative- 7 Alderman Martin,Committeeman on Sanitation reported that the sanitary conditions in some partsxof South Miami were in a deplorable shape and re- g1fired immediate attention. He was asked to take the matter up with the Health officer and try to work out some plan to improve `the situation. .Alderman Martin reported that an agreement had been reached with the City of Miami whereby they would take care of the disposal of garbage from South Miami at ,$1.50 per load if hauled to the inoinerating plant at Coco nut Grove. A motion was made by Alderman Barre and seconded by H Yd. Dorn that the Mayor be instructed to call for the resignation,of 12. E. Godwin, as a Special Officer The Clerk then read the following mentioned bills for approval and authority to pay., James Bruce, driving truck .........�.,....,..Q12.75 Aaron Jones, gathering trash,,, ... ..... 13.50 Simmons Service Station, Gas for April:..... 30.88 LT. Flemming, salary to 5- 2- 26........... 75.00 James`Koon, " ^ April '31- 26...... 75.00 i Motion was made by Alderman Martin and seconded by Alderman Barre that vouchers,be drawn by the Clerk in payment of bills just presented. Motion was ;put to vote and carried, all votes being In the affirmative. The question of fees to be collected for issuing permits was brought up by Alderman Barrs, and the Clerk was instructed to read the Ordinance drawn up by the town engineer to cover this question. The Ordinance is number ten (10) and the title is as follows; An Ordinance fixing the amount of fees for permits issues for various purposes by the town of South Miami. The Clerk read this Ordinance word for word and section by section, and each section was approved as read. By unamnous rote of the Council the Clerk was instructed to read Ordinance number ten (10), by title, this being the second reading of said Ordinance. (Board approved payments) President Paxson instruoted the Clerk to make refund to Boone Brothers the Cocupatonal tax lleense of ?7.50 which had been paid by them. A motion was made by Alderman Janes and seconded by Alderman R. L. Curtin that the President appoint a Committee to confer with Mr, Telfair` Knight of Coral Gables in regard to having the Florida Light and Power Company extend the street oar line to South Miami. Motion was voted on and oarried. All votes being in the affirmative. President Paxson asked Mayor Poster to appoint the Committee and act as Chairman of the same. There being no further business to come before the board a notion was made by John Meyers to adjourn to a special meeting to be held at the Town, Hall on Sunset Road Tuesday Evening*, May 11th at 8 Motion was seconded by Alderman Janes and upon being put to vote, was carried, all votes being in the affirmative. 7st Approved, , Town Cler Preaiden or, the Couno
