The clerk than oalle,d the roll, the 'following mentioned aldermen being present; J.L.Paxaon, John Myers, R.L.Martin, W. G. Stang, H. W. Dorn, and J.W-Barrs. Alderman J.B.Janee was absent. MreC.F.Brundage the town engineer and Me. y J.0 Sullvan' attorney for the town was in attendance. The minutes of the last meeting of tke Board were read by the Town Clerk and approved as; read. 4 A motion was made by Alderman R.L.Martin that tke Larkin Realty Co „ be instructed to cover the new Motorcycle with Liabibity and. Property, Damage Insurance, Motion was seconded by J.W'Barrs, and upon being put to °o> vote was carried all voted being in the affirmative. The question of having an ordinance drawn up to restrict the negro' resi;denta to certain zones was discii issod by all the aldermen present. Alderman &L- Martin made a motion that a Committee b• appointed by the President of the Board to investigate thepossbillty of having such an Ordinance forr lated and report back to the Town Council at the neat meeting the result of their Investigation. The motion was seconded by Alderman Myers,; and °when put to vote was carried all votes being in the �. off rMative resident Paxson then appointed Alderman Myers, Martin, Barra an rn'on That Committee and Alderman Barre was selected as Chairman of the Committee. The Clerk presented a number of 'bills and asked that he be autho- rized to 'Issue vouchers In payment of same. The bills were as follows; : -r • Chas. Duncan for Road Signs 86.00 C.F. Brundage for Cash paid Typist 35.00 " C.F. Brundage " " " " 16.55 Laura Sohmaeker Stenographic Work 20.50 ,Larkin Realty Co. Premium on Motorcyele Insurance 21.32 Total Alderman Martin made a motion that the Clerk be authorized to Issue vouchers in payment of bills as read. Motion was eeoonded by W.G. - 3tang and upon being put to vote was oarried all votes being in the affirm- ative* The Clerk then brought up the question of issuing licenses to Fish Peddlers and'asked the members of the Board for a ruling- He was Instructed to be governed by the town Ordinance covering this matter.; A mo #ion was made by Alderman Martin that Dr. Underwood be appointed as health Officer of The Townof South Miami. Motion was seconded by Alderman Dorn and 'upon being voted on was carried all votes being in the affirmative. Dire Underwood was invited into the meeting and informed the Board that kc would accept the appointment and would be willing to perform t the duties of Health officer without pay for a while. A motion was made by Alderman Martin and seconded bynAlderman 1yers that the Committeeman on Finance Alderman H.We Dorn make an applioati to The Commercial Bank & Trust Coo of kiami,Por: credit of from one to two thousand dollars. Motion wasput to vote and carried all votes being ye A request was made by Mr. Sullivan of the Sunset Shoe Repair Shop for permission to post small signs on the streets of South Miami, and was r informed that a town Ordinance prevented the Council from granting such a D:m The town clerk was authorized by the town 'Council to issue Ossupational Taw Lissnse to Dr. Underwood free of obarge in consideration of kis services as Town Health Officer, �i _ _ Q,. -- ai fr ... ` l c " rJ A motion was,made b Alderman Stang ng and seconded by Alderman J.EN. "�3arrs that the President of the Board appoint a Committee *a of three to r formulate and draw up an Ordinanoe to cover Automobile parking rules for " the Town of South Miami, President Paxson appointed Alderman Stang, Byers, c+ ° and Martin on this Committee and selected Alderman Stang as Chairman.- Health Officer Underwood reported. that Mr. Allen Health Officer of Coral Gables held a conference with him regarding the handfing of 7 o cases of (Poommunioatible deseases and,,informed him that the Sanitary a officers of Coral Gables would be glad,to oo- operate °with our Health Depart- = ment in the care of suok oases. q ng some arrangments for the improvemenj of ^° The uestion of maki transportation facilities of South Miami was brought to the attention of the Board of Aldermen and a general dissuasion of the subje'at,was entered in- to. by the members. Alderman Dorn made a motion that Town Clerk George A.,,' Airey be instructed to call on the General !tanager of the Florida Motors Co - at Miami for the purpose of trying to arrange for additional bus service for our town. Alderman Stang seconded the motion and upon being put to vote " it was earrie'd all votes be'ing`in the affirmative, President Paxson stated that a complaint had been filed that the Town marshal was using his authority.,to enforce payment of grocery bills by a negro. The Committeeman on police' ' was asked to take the matter up with the Marshal with a view tom eliminate any further possibility of other complaints along that line. The question of considering a, group of Ordinances drawn up by that _ town Engineer was taken up by the Board and the Clerk was instructed to read such Ordinances as he had on hand for consideration. " The, clerk was instructed to read Ordinance No. 9 - section by soot# ion and worl for word the--.title of this Ordinance being as follows; Li Ordinance relating to and vl;e mo•v:LL6 of buildings upon the Streets, avenues, and alleys of the Tawnof South Miami, and providing ,penal ties for the violation thereof *ll As each section of the Ordinance was read it was passed on wl, approved by the Board of Aldermen. The clerk was then instructed to read the Ordinance by title, this being the second reading of said Ordinance, The clerk was then instructed to read Ordinance No. 11 section by section and word ifor word , the title of this Ordinance being as follows; "An Ordinance fixing the Widtk of Permanent Parking Grounds and Permanent Roadways in the Town of South Miami. As each section was read by the clerk it was passed on and approved by the Aldermen present. The clerk, then read the above mentioned -Ordinance by title which represented the second reading of said Ordinance. The clerk was then ;instructed to read Ordinance No. 12 word for word and section by section the title of this Ordinance being ; An Ordinance prohibiting trespassing upon the parking Grounds in the Town of South Miam except as hereinafter provided, and providing penalties for violation there- of, He then read Ordinance,No,12 by title this constituting the second reading of this Ordinance. The clerk was then instructed to read Ordinance No 13 word for u word and section by section the title of this Ordinance being; An Ordinance regulating the planting of shade trees to and the protection of same in the parking grounds of the town of South Miami. providing for the assessment of tite cost thereof against private property. The Ordinance.was then read by this representing 'the second reading of this Ordinance. ,,title The clerk was then insfraeted to read Ordinance No l* word for word and section by section the title of this ordinance being;An ordinance regulating the installation of plumbing or house drainage inthe Town of !ss South Miami, and imposing penalties for the violation thereof.
