No. 24-95-1597ORDINANCE'NO. 24-95-1597 WHEREAS, on January 18, 1989, the City Commission of the City of South Miami adopted the South Miami Comprehensive Plan, in accordance with Chapter 163, Part II, F.S. , and Chapter, 9J-5, F.A.C.; and, WHEREAS, the Mayor and City Commission desire to accept, ratify and adopt the recommendations of the Planning Board regarding the Evaluation & Appraisal Report. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. Some. of these amendments comprise of new issues not necessitated by the Evaluation & Appraisal Report results, but do comprise the future vision of the City. The proposed amendments are identified in the section below: Transportation Oriented Development District (TODD) This comprehensive plan amendment will include policies and objectives to encourage development of this district. The location of this district will be included as part of the Future Land Use Map (Attachment F). Transportation Element This new element will replace the existing traffic circulation element. The City does not expect any major problems in development of this element since there no airports Or seaports within the boundaries of the City. Future Land Use Map and Categories This comprehensive plan amendment is based upon the finding of the report and the new vision ♦ the City. 7-he section titled Future Condition Maps describes the changes that are proposed for the maps and the categories. (December 1, 1995) New Intergovernmental Coordination Element Amendment This amendment will be adopted in accordance with the rules and regulations of Florida Statutes and Florida Administrative Code. New Transportation Element Amendment The amendment will be transmitted in the middle • 1996 and adopted • December 1, 1991 Future Land Use Map and Categories Amendment The amendment will be transmitted in the middle of 1996 and adopted by December 1, 1996. Staff proceeded with their presentation to the Board, which concerned proposed changes to the City's Future Land Use Map. I Mr. Michael Milleri 6796 SW 62 Avenue, urged the City to establish zoning that would permit small businesses to be located along SW 62 Avenue, particularly near the intersection with SW 64 Street. Mr. Miller opined that such a-change would encourage growth and speed improvement along SW 62 Avenue. Mr. David Tucker Sr., 6556 SW 78 Terrace, spoke of the importance for czens to be involved in their community, particularly during a consequential undertaking such as the EAR process. Public hearing was closed. Upon Mr. Basuls inquiry, staff elaborated on agenda item numbes PB-95-012, Redevelopment and Infill District Amendment, which would establ sh a transportation concurrency management area i South Miami, as elucidated in the Board's information packet4 I Mr. Basu directed the 86ard0s attention to Page 1 of the Evaluation and Appraisal Report, the page that contains "Future ons" and "Community Goals". Mr. Basu and Mr. Eisenhart suggested several changes to the language comprising the Community Goals section, changes which staff agreed to make. The Board then discussed several properties included inj surrounding the boundaries of, the TODD, Mr. Eisenhart'suggested expanding the boundaries of the TODD, by including several blocks at or near the Hotel Vila And the South Miami post office. Mr. Eisenhart expressed concern that these particular areas may be excluded from any benefits Achieved by the TODD designation. Mr. Tucker stated that the Cityj with its current Charrette n review process, must carefully consider the uses that will be put to the areas covered under this review. Mr. Michael Miller also spoke again before the Board. Mr. Miller thanked the City for all its efforts undertaken with the EAR process. Public hearing was closed a second time Following further discussion of the properties surrounding the TODD, Mr. Lefley opened the floor for a motion. Motion: Mr. Basu moved to approve the transmittal of the EAR document to the City Commission and to the Florida DCA, inclusive of the modcations to the language, as suggested • the Board, contained in the "Community Goals" section • Page i • the document.
