Res No 027-15-14366RESOLUTION NO.027-15-14366 A Resolution endorsing the Green Task Force letter regarding City Hall, establishing goalsfor the City regarding environmentally connected design of City Hall and other City facilities and authorizing the City Manager to take certain actions. WHEREAS,theCity of South MiamiGreen Taskforce believes that theCity must be readyforthe significant challenges thatlieaheadwithregardtoclimatechange;and WHEREAS,South Miami should meetthe environmental challenges of ourtimeand becomeamodel of asustainability,resiliency,walkability,anddiversity;and WHEREAS,theCity of SouthMiamiGreenTaskforcerequestedthattheCity Commissionimmediatelybeginworkonthedevelopment of plansthatmeetthesegoals,andthat akeypart of theseplansshouldbetheinvestigation of theredevelopment of ourCityHallintoa civicbuildingthatreflectstheenvironmentalvaluesandnaturalrealities of theCity;and WHEREAS,thisisanopportunetimetoinvestigatearedevelopment of CityHall;and WHEREAS,thecurrentCityHallisinextremelypoorcondition.Thereareproblems withwaterleaks,requiringconstantrepairandcontinualpiecemealrefurbishmentofthe facilities.TheCitystaffis unhappy withthe antiquated officespacesandthemoldy condition of CityHallis creating healthissuesthatare affecting the staffs work.Theseareall significant issuesthatneedtobe addressed inthe immediate future;and WHEREAS,additionally,the 2nd floor of the building is not ADA accessible,making it unavailable for public use;and WHEREAS,theGreenTaskForce,believes thatCityHallshouldbe updated to become a benchmark for environmentally connected design forour region and the state and something of whichour citizens canbeproud;and WHEREAS,the City should reduce its burden onthe environment andadd value tothe redevelopment of City Hall by voluntarily seeking a Florida green designation bythe Florida Green Building Coalition,Inc.(FGBC).By doing so,the City would setan example for our community tobe earth-friendly,affordable to operate,and a pleasant place to live and work;and WHEREAS,FGBC's Green Development Standard isa tool that can guide theCity's design teamthroughtheprocessof selecting green features thatbenefitthe environment while providing long-term value tothe project.The standard has been developed so that itis achievable by everyone who is willing to make an effort yet stringent enough thatit will be recognized asa statewide standard for the industry,as verified by an independent organization (FGBC);and Page 1 of3 Res.No.027-15-14366 WHEREAS,theCityis,andhaslongbeen,committed to addressing issues impacting energy,waste reduction,urban design,nature,transportation,environmental health,and water levels,quantity and quality;and WHEREAS,to ensure a viable future,theCityhasa responsibility tosetan example and shouldtakea leadership roleforitsresidentsandcommunityby addressing theimpactsplaced onthe environment by urbanization andagrowingpopulace.Theseimpactsincludeairand waterpollution,climatechange,andhabitatloss.Agreenandsustainablecityisacommunity of residents,neighbors,workers,andvisitorswhostrivetogethertobalanceecological,economic, andsocialneedstoensureaclean,healthyandsafe environment forallmembers of societyand for generations to come;and WHEREAS,a public-private partnership(PPP)isagovernmentserviceorprivate businessventurewhichisfundedandoperatedthroughapartnership of governmentandoneor more private sector companies;and WHEREAS,some25states,includingFlorida,haveenacted legislation thatallowsfor public-private partnerships.ThebenefitsofPPPscanbe compelling.Public-private partnerships don't simplyprovidemuch-neededcapitalforprojects;theycanalsoserveasmodels of efficiency andreliabilityandbe champions ofhighlevelsof accountability and transparency. PPPscanbe cost-effective andtime efficient.PPPsaresuitedforlarge,complexprojectsthat havethe capacity for meaningful risk allocation tothe private sectoraswellasthe potential for the private sectortoearnafairreturnonits investment.PPPs,when structured correctly,can produce situations that benefit boththe public sector andthe private sector through a combination ofpublic-sector governance and private-sector capitaland efficiency. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA: SectionI:TheCity Manager is hereby authorized to immediately execute aplanto realize the recommendations ofthe Green Task Force letter which are hereby embraced and endorsed bythis Commission.The City Manager shall also investigate the feasibility ofa public-privatepartnershiptohelptheCityrealizethesegoals. Section2:It shall bethe goal and policy ofthe City of South Miami that City Hall should be updated or replaced to become a benchmark for environmentally connected design for our region and the state of which our citizens can be proud.The plan for the redevelopment of City Hall should:(1)efficiently use energy,water,and other resources;(2)protect occupant health and improve employee productivity;and(3)reduce waste,pollution,and environmental degradation. Theplanshouldalsofollowstringentenvironmentalstandardsrelatedto renovation and construction processes inan attempt to connect with local natural systems and ecologies.The plan should attempt tomeet measurable standards that include FGBC standards,the LEED Platinum standard developed bytheUS Green Building Council,andthe Platinum standard as developed bythe Sustainable Site Initiative.
