No. 056-03-11605RESOLUTION 56-03-11605 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO FUNDING FOR EVENTS AND USE OF CITY PROPERTIES,ESTABLISHING PROTOCOL AND GUIDELINES TO BE USED FOR PURCHASE OF TABLES FOR EVENTS AND USE OF CITY COMMISSION CHAMBERS FOR SPECIAL EVENTS;PROVIDING AN EFFECTIVE DATE. WHEREAS,the City Administration often receives invitations from various event organizers requesting the City's participation through the purchase of event tickets or guest tables for the different functions;and WHEREAS,Administration also receives requests from other governmental agencies asking for the use of the City Commission Chambers for non-city business;and WHEREAS,inan effort tobe inclusive ofall,the City Commission wishes to create protocol and guidelines to be used by the City consistently whenever there isa request for the use of City Commission Chamber for non-day-to-day City business,and purchase of tickets or guest tables for functions. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA THAT: Section 1.The City Manager is hereby directed to obtain City Commission approval when using City funds to purchase tickets or guest tables for events. Section 2.As a matter of protocol,when tickets or guest tables are purchased,the City Commission members shall be considered guests at such events and given the option of declining attendance,at which time administrative staff shall solicit participation from City staff. Section 3.The City Manager shall notify City Commission members when requests are made by other governmental entities for theuse of the City Commission Chambers for non-regular City business. BACKGROUND &ANALYSIS Often times,theCity receives invitations to purchase guest tables for special functions that requires the use of City funds.In addition,there have been requests made to the City for theuse of the Commission Chamber for activities that are outside the normal City business.Inthe past,the approval or denial to purchase these tables oruse ofthe Commission Chamber hasbeenmadebytheCity Manager withoutCityCommission approval.In an attempt to establish a consistent guideline tobe used inall cases involving these requests inthe future, Commissioner Bethel has requested that the attached resolution be prepared for theCity Commission approval. RECOMMENDATION Approvalis recommended.
