A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA RELATED TO 2002-2003 FISCAL
YEAR BUDGET;AUTHORIZING THE CITY MANAGER TO FILL THREE
RECENTLY VACATED POSITIONS,PAYROLL TECHNICIAN,PERMIT
FACILITATOR AND CODE ENFORCEMENT OFFICER,NOTWITHSTANDING
THE CURRENT HIRING FREEZE;PROVIDING AN EFFECTIVE DATE.
WHEREAS,the City Commission had directed the City Manager to place a hiring freeze onall non-
critical life saving positions due to current revenue conditions (Resolution no.103-01-11251);and
WHEREAS,any requests to hire new employees must be authorized bytheCity Commission;and
WHEREAS,staffing is below minimum levels which makes it critical tostafffor these positions;and
NOW,THEREFORE,BEIT ORDAINED BYTHEMAYORAND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI,FLORIDA:
SECTION l.That theCityManagerisherebyauthorizedto fill the following positions:
a.PayrollTechnician(effective immediately).
b.Code Enforcement Officer (effective immediately).
c.Permit Facilitator (effectiveimmediately).
SECTION 2.
This Resolution shalltakeeffectimmediatelyuponapproval.

CITYOF SOUTH MIAMI,FLORIDA,RELATING TOCURRENTAND
NEXTFISCALYEARBUDGETS;DIRECTINGTHECITY MANAGER
TO FREEZE HIRING OF NON-CRITICAL LIFE SAVING NEW
EMPLOYEESUNTIL THE CITY REVENUE CONDITIONS IMPROVE
SIGNIFICANTLY;PROVIDINGAN EFFECTIVE DATE.
WHEREAS,the City Manager recently informed the City Commission of the
potential shortfall in our revenue due to reduction in property assessment for the Shops
At Sunset Place;and
WHEREAS,the City is using $600,000.00 from its cash reserve to balance the
currentfiscalyear's budget;and
WHEREAS,the City Commission wants tobe proactive in terms of budget
deficits by minimizing the actual amount of cash reserve used by the City in the current
and next fiscal years.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.ThattheCity Manager is hereby directed tofreezehiringof non-
criticallifesaving aew-emplovees inthecurrentandnextfiscalyears,oruntiltheCity
revenueconditions improve significantly.
Section 2.The City Manager is hereby directed nottohireanynew non-critical
life saving employees without the proper authorization of the City Commission.
Section3.This resolution shalltakeeffect immediately upon approval.
