No. 032-03-11581RESOLUTION NO.32-03-11 581 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA RELATED TO 2002-2003 FISCAL YEAR BUDGET;AUTHORIZING THE CITY MANAGER TO HIRE FOUR NEW POSITIONS FOR THE PURPOSE OF STAFFING THE MULTI-PURPOSE CENTER;PROVIDING AN EFFECTIVE DATE. WHEREAS,theCity Commission had directed theCity Manager to place a hiring freeze onall non-critical life saving positions duetocurrentrevenue conditions (Resolution no.103-01- 11251);and WHEREAS,any requests tohirenewemployeesmustbe authorized bytheCity Commission;and WHEREAS,theCityisprojectingthattheopening of the Multi-Purpose Centerwillbein June 2003 ;and WHEREAS,currentstaffinglevelsmustbeincreasedto provide minimal staff tooperate this new facility;and WHEREAS,itiscriticalthatthisnewfacilitybe professionally managed andadequately staffed;and NOW,THEREFORE,BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA: SECTION 1.ThattheCityManagerishereby authorized tofillthefollowingpositionsforthe purpose of staffingthe Multi-Purpose Center: a.One Recreation Superintendent (effective5/12/03). b.Three Recreation Supervisors (effective 6/9/03). BACKGROUND The City Commission had directed the City Manger to freeze all positions that were considered non critical life saving personnel.Any request to hire for new positions,had tobe approved by the Commission.In December 3,2002,the City Commission was informed that certain positions were tobe exemptfromthehiringfreeze. The City is anxiously anticipating the long awaited opening of the Multi Purpose Center.We must address the critical staffing needs.In Fiscal Year 2002-2003 we have budgeted for four (4)full time positions that are ofthe utmost importance to the management and supervision offacility and programs. The monetary funding for these four positions are included in the current budget.The City's Summer Camp begins June 16th,2003 and we are looking at a Grand Opening prior to Summer Camp. These much needed positions must be in place with a window to provide orientation and training for them. The Director of Parks and Recreation has managed tofindthe needed dollars tobringonthree Recreation Supervisors on June 9th and the facility Manager/Recreation Superintendent for May 12,2003. We are looking at the Multi -Purpose Center to provide the highest level of quality recreational cultural and educational programs.The professionalism of sound staff will provide a tremendous opportunity to generate revenue and safely operate this facility. WHEREAS,the City Manager recently informed the City Commission of the potential shortfall in our revenue due to reduction in property assessment for the Shops At Sunset Place;and WHEREAS,the City is using $600,000.00 from its cash reserve to balance the currentfiscalyear's budget;and WHEREAS,the City Commission wants to be proactive in terms of budget deficits by minimizing the actual amount of cash reserve used by the City in the current and next fiscal years.
