A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI,FLORIDA,RELATING TO THE CITY'S 2004/2005 FISCAL
YEAR BUDGET;ADVISING THE MIAMI-DADE COUNTY PROPERTY
APPRAISER OF ITS PROPOSED MILLAGE RATE OF 7.373 MILLS,ITS
ROLL-BACK RATE OF 6.524 MILLS AND ANNOUNCING THE DATES OF
PUBLIC HEARINGS TO CONSIDER THE PROPOSED MILLAGE RATE AND
TENTATIVE BUDGET;PROVIDING AN EFFECTIVE DATE
WHEREAS.FloridaStatute200.065requiresthatwithin35days of Certificate of Value,"each
taxing authority shall advise the property appraiser of its proposed millage rate,ofits rolled-back rate
computed pursuant to sub-section (l)of Florida Statute 200.065:and of the date,time and place
wherein a public hearing will be held to consider the proposed millage rate and tentative budget";and
WHEREAS,the Certification of Value was made on July l,2004;and
WHEREAS,theCity Administration has computed the proposed millagerateandthe rolled-back
rate;and
WHEREAS,theMayorandCity Commission wishtocomplywiththeaforesaidStatute.
NOW,THEREFORE,BEIT RESOLVED BYTHE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI,FLORIDA THAT:
Section1.TheCityAdministrationadvisesthepropertyappraiserthattheproposedmillagerate
oftheCityof South Miami,Florida forthe 2004/2005 fiscal year budget is 7.373 mills.The rolled-back
rate computed pursuant to sub-section (1)of Florida Statute 200.065 is6.524 mills.
Section 2.Thedates,timesandplaceatwhichpublichearingsshallbeheldto consider the
proposed millage rateareasfollows:

BACKGROUND AND ANALYSIS
Theattachedresolutionrelatestothe2004/2005fiscalyearbudget.Itisbeingsubmittedtoseekyour
approval forthe tentative millage that the Finance Department will forward tothe Miami-Dade County
Property Appraiser's office to support our 2004/2005 fiscal year budget.This year,in accordance with
theFloridaStatestatute,thedeadlinefortheCityto inform thePropertyAppraiser of itsproposed
millageisAugust 4,2004.
Atthis time,Iamstillinthe process of compiling our proposed budgetfornextyear.From my initial
review ofthe requests bythe departments,Iam proposing thatwe tentatively leave the millage atthe
samerate (7.373 mills)asthisyear.This tentative millage represents thepossible maximum property tax
rate,notthe actual rate,theCitymaylevynext fiscal year.Thefinalmillagewillbedeterminedafter
deliberations and approval ofthe budget bytheCity Commission in September.Statelawallowsthe final
millage tobe reduced toalowerrate than the approved tentative millage;however,it cannot be increased
unlesstheCityengagesinseveralcumbersomeprocedures.
RECOMMENDATIONS
Inmy opinion,your approval ofthe proposed tentative millage will provide usthe assurance thatwewill
have theright funding necessary to continue providing our citizens withanefficient level of government
services nextyear.Iwanttoassurethe Commission thatifIseethatwecanaffordtoreducethemillage
nextyearaftermyfinalreview of thedepartments'requests,Iwillbeforwardinga recommendation to
youtodosointhe proposed budget.Atthis time,however,without knowing whatthe final budget
numberwillbe,andinordertobeincompliancewiththeStatestipulateddeadline of August4,2004,1
recommend thatweforwardthetentativemillage of 7.373 tothePropertyAppraiser.Finalmillagefor
nextfiscalyearwillbe determined laterinSeptember.
