No. 114-04-11893RESOLUTION NO.114-04-11893 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR A GRANT IN THE AMOUNT OF $112,500.00 FOR IMPROVEMENTS TO PALMER PARK;PROVIDING AN EFFECTIVE DATE WHEREAS,theCity of SouthMiamiParksandRecreationDepartmentoperatesandmaintains Palmer Park,a 10-acre Community Park adjacent toSouthMiami Middle School;and WHEREAS,PalmerParkisinneed of variousimprovementsduetothehighvolume of use of the facility by youth and adult baseball,softball,football and soccer leagues;and WHEREAS,theParksand Recreation Department hasappliedfor grant funding through the Florida Department of Environmental Protection's Florida Recreation Development Assistance Program for improvements to Palmer Park;and WHEREAS,theFloridaLegislaturehasfundedthe2004-05FRDAP priority listandtheCityhas been approved fora grant inthe amount of $112,500 forthe Palmer Park project. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI: Section 1.That the City Manager is authorized to execute a grant agreement withthe Florida Department of Environmental Protection inthe amount of $112,500.00 for improvements to Palmer Park. ATTEST: l^Ch^Q>t^rvJU y clerk;r READ AND APPROVED AS TO FORM: cit^aTtorney APPROVED: Commission Vote:5_o Mayor Russell:Yea Vice Mayor Palmer:Yea Commissioner Birts-Cooper:Yea Commissioner Sherar:Yea Commissioner Wiscombe:Yea South Miami CITY OF SOUTH MIAMI INTER-OFFICE MEMORANDUM 2001 To:Honorable Mayor,ViceMayor&Date:July27,2004 City Commission From:Maria V.Davis fj0K*/O/}l£Subject:Agenda Item# City Manager rU*Authorizing the City ^Manager to Execute a Grant Agreement with the Florida Department of Environmental Protection RESOLUTION A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA,AUTHORIZINGTHECITYMANAGERTO EXECUTE A GRANT AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR A GRANT IN THE AMOUNT OF $112,500.00 FOR IMPROVEMENTS TO PALMER PARK;PROVIDING AN EFFECTIVE DATE BACKGROUND AND ANALYSIS In September 2003,the Parks and Recreation Department submitted a grant application to the Florida Department ofEnvironmental Protection (DEP)fora grant through the Florida Recreation Development Assistance Program (FRDAP).The application was for fundingtoimproveexistingfacilitiesandaddnewfacilitiesto Palmer Park.The planned improvements include new playground equipment,new picnic tables,a new exercise trail,new bleachers and park signage as well as renovations to the ballfields,lighting, restroom,parking lot and landscaping.InJuly,the Parks and Recreation Department received notice from the DEP that the State Legislature has funded the 2004-05 FRDAP priority list and that the City has been approved fora grant in the amount of $112,500 for the Palmer Park project.The Cityis required to make a matching contribution of $37,500 providing a total of $150,000 in improvements to Palmer Park. The attached resolution would authorize the City Manager to execute an agreement with the Florida Department of Environmental Protection for the FRDAP grant program. The City of South Miami has utilized FRDAP funding in the past for several other projects including Dante Fascell Park and the Community Center.Aswith most grant programs the FRDAP program isa reimbursement program requiring the Cityto pay for expenditures and request regular reimbursements from the State. RECOMMENDATION We recommend that the City Manager be authorized to execute this grant agreement with the Florida Department of Environmental Protection.
