D7Uf ff—C4o Tyfifff CITY OF SOUTH MIAMI, FLORIDA: Section 1. That the City Manager is hereby authorized to purchase police uniforms and gear from Florida Police Products as the primary vendor and Lou's Gunshop as the secondary vendor, and to disburse an annual amount not to exceed $30,000.00 for the next two years to these vendors, with two annual renewal options Section 2. That these budgeted disbursements be charged to Account 1910-521.5220 (Police Uniforms) with a current balance of $4,628. Section 3. This resolution shall take effect immediately upon approval. PASSED AND ADOPTED this 8th day of June 2004. ATTEST: APPROVED: A— CITY CLERK M,46 OR READ AND APPROVED AS TO FORM: I'MA r 'ORNEY REQU-EST W-Ner.1 RW 1*1 The City of South Miami has always taken pride in the professional dress code of our Police Officers. For the past years we have used Harrison uniforms who were the only authorized dealer of Fechheimer uniforms in Miami-Dade County for all police officer uniforms. In an effort to save money and maintain an equal quality • uniforms, we requested quotes from different vendom 2. Lou's Gunshot, previously used for years by the City, also provided Fechheimer brand at a lower price than Harrison, Testing of this uniform was not required. This vendor presented the best price for the Police gear. I Martin Uniforms was also contacted. Martin's prices where the lowest, however, their uniform shirts were tested by one of our officer with negative reviews. In addition, this vendor does not carry uniforms in stock and will require 14 days for delivery. The department is requesting that Florida Police Products be used as a primary vendor for police uniforms, with Lou's Gunshop as a secondary vendor for the gear. Funds for the remainder of the irst et. under account 001-1910-521.52-20, Police Uniforms, and will not be exceeded. The current Balance on the account for 2003/2004 is $4,628. RECOMMENDATION uti*n is recommended. I ley I It To: Orlando Martinez Date: May 17, 2004 Chief of Police From, Hakeem Oshikoya Finance Director i am attaching several spreadsheets that will explain the different steps taken in this process that will conclude in my recommendation. First spreadsheet The first step was to request quotes from different vendors within our area. All the vendors th responded are currently uniform vendors that have been awarded contracts or bids from differe municipalities and cities. After receiving these quotes from the different vendors, I compileilt them in a spreadsheet by item to allow me to visually compare the -prices. Meanwhile, since three companies had different uniform brand names, I had officers "test we these and submit their opinions in writing t o t he Chief 11IF11111 III 0 1 11 1. Martin Uniforms was the lowest quote in uniforms, however the "test wearil officer was not satisfied with the Martin shirts wash and wear test This vendor does not carry all the items in stock. Orders of uniforms would be available for delivery within 14 working days. We have used this vendor in the past for catalog orders only. I believe it would be beneficial in the final selection process, if you or your assignee can visit the locations to deten-nine if these facilities can provide you with your department's needs. The attached analysis based on last years item purchases will show potential savings • nearly $4 5 000.00 a year. This is based on using Florida Police Products as our primary uniform vendor and Lou's Gunshop as our secondary vendor for the gear. I have prepared a draft resolution and cover memo for your completion pending on who you choose. If you have any questions, or need to view all the back up information, please call me.
