A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA, ACCEPTING THE PUBLIC
SWIMMING POOL FEASIBILITY STUDY (MURRAY PARK MASTER
PLAN UPDATE); PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, as a result of community requests and completion of phase two of the
City of South Miami Community Center (Multipurpose Center), it was necessary to update the
Murray Park Master Plan; and
WHEREAS, the City received $20,000 funding from Miami-Dade County Office of
Comm-unity and Economic Development (OCED) to prepare a feasibility study (preliminary
plans and cost estimate) for a proposed public swimming pool; and
WHEREAS, Miami-Dade County and the City wish to provide for distribution of
Surtax proceeds to the City according to the terms and conditions provided in the agreement; and
WHEREAS, in accordance with Resolution number 103-03-11652, the City secured
the services of MCHarry Associates to prepare the Public Swimming Pool Feasibility Study -
Murray Park Master Plan Update.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1: That the Mayor and City Commission accept the Public Swimming
Pool Feasibility Study - Murray Park Master Plan Update, reviewed and accepted during the
second public workshop on April 29, 2004.

FEASIBILITY STUDY (MURRAY PARK MASTER PLAN UPDATE);
PROVIDING FOR AN EFFECTIVE DATE
A Master Plan for Murray Park was prepared in February 2001 and was adopted by the
City Commission. The completion of the new City of South Miami Community Center
marked the completion of phase two of that Master Plan. One of the future phases
includes a swimming pool. Subsequent to the adoption of the Master Plan, there was
some discussion about the location of the pool with respect to the new center, the type of
pool, the construction and operating costs. With assistance from Miami-Dade County
Office of Community & Economic Development, we received funding for a swimming
pool feasibility study.
Via resolution number 103-03-11652, the City secured the services of MCHarry &
Associates to perform the feasibility study. Since November of last year, MCHarry &
Associates has been working on the study, which included several meetings with staff,
meeting with the City's Ad Hoc Committee, individual meetings with Commission
Members and two public workshops. As a result of these meetings, four final alternatives
are presented in the report. Each proposed alternative is organized, in part, around the
City's interest in capturing a meaningful playing field capable of hosting youth oriented
field games at Murray Park. The options for the pool site have, therefore, been limited to
the northwest and southwest comers of the site, preserving the largest possible open green
space for this purpose. It is important to recognize that the full build-out of the park, as
proposed, is significantly constrained by the limited amount of park property available.
This report will be used as a tool to seek grant funding for the proposed pool.
