A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO
AMEND THE SCHEDULE OF FEES FOR THE CITY'S
RECREATIONAL PROGRAMS, MEMBERSHIPS AND RENTALS
AND PROVIDE FOR THE IMPLEMENTATION OF A FEE
REDUCTIONIWAIVER PROGRAM FOR CITY RESIDENTS FOR
THE FEES ASSOCIATED WITH THESE PROGRAMS;
PROVIDING AN EFFECTIVE DATE
WHEREAS, the schedule of fees established for recreational programs in the City of
South Miami was adopted by the City Commission on September 2, 2003; and
WHEREAS, the City Commission has requested a review of the established fees by the
Recreation Ad Hoc Committee; and
WHEREAS, the Recreation Ad Hoc Committee has reviewed the current fees and has
recommended the addition of several fee categories; and
WHEREAS, the Recreation Ad Hoc Committee has also recommended that a fee
waiver /reduction policy be implemented for South Miami residents who cannot afford the
established fees.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI:
Section 1. That the City Manager is authorized to establish the user fees contained in
the attached fee schedule that are associated with the use of South Miami recreational facilities
and programs.
Section 2. That the City Manager is authorized to implement a fee waiver /reduction
policy for South Miami residents, following the guidelines established in the attached "Pee
Waiver /Reduction Calculator."
Section 3. This resolution shall take effect immediately upon execution.

RENTALS AND PROVIDE FOR THE IMPLEMENTATION OF A FEE
REDUCTIONMAIVER PROGRAM FOR CITY RESIDENTS FOR THE FEES
ASSOCIATED WITH THESE PROGRAMS; PROVIDING AN EFFECTIVE DATE
BACKGROUND & ANALYSIS
The attached schedule of recreation program, membership and rental fees was
unanimously adopted at the September 2, 2003 City Commission meeting. The
schedule establishes fees for all of the City's current recreational programs, and
includes a resident rate and a non - resident rate for all programs. The Recreation Ad
Hoc Committee established by the City Manager at the request of the City Commission
has reviewed the fees contained in the fee schedule and determined that the fees are
fair and reasonable for the average South Miami resident.
However, the Ad Hoc Committee was concerned that there are some South Miami
residents who are below the average income levels and should be- eligible for a
reduction in these fees. Therefore, the Finance Department was asked to prepare a
chart that could be used by staff to determine the amount of fee reduction that a family
or individual would be eligible for. The Finance Department developed the attached
"Fee Waiver /Reduction Calculator" based on the Miami -Dade County Public Schools
Free and Reduced Lunch program guidelines. Although there was some discussion
about more closely duplicating the Free and Reduced Lunch program's income
eligibility guidelines for the City's fee reductionlwaiver program, the majority of the
Committee members were in favor of implementing the Finance Department's Fee
WaiverlReduction Calculator. The Recreation Ad Hoc Committee concluded that the
Finance Department's guidelines would enable a greater number of residents to
participate in City recreational programs.
The "Multipurpose Center" membership category is being changed to "Fitness Center„
membership to more clearly denote that access to the Fitness Center is by
membership only, Access to the gymnasium will be permuted at times when basketball
leagues are not in play. In addition, it is being recommended that two new Fitness
Center Membership classifications be added to the previously existing fee schedule —
Senior Resident and South Miami Board and Committee members. Each category is
being recommended at a rate of $160.00 per year.
RECOMMENDATION
We recommend that the City Manager be authorized to establish the attached schedule
of fees as well as implement the Fee Waiver /Reduction program for qualifying South
Miami residents.
