Commissioner,RebecaSosa,forseeking Amendment 1Fundstocoverthe
purchase and development of the Ludlam Trail
WHEREAS,on November 4,2014,Florida voters overwhelmingly approved Florida
Constitutional Amendment 1,the Florida Water and Land Conservation Initiative,which
authorizes no less than 33 percent of net revenues collected from the existing excise tax on
real estate documents tobe used to acquire,restore,and manage conservation and recreation
landsthroughoutFloridaforaperiodof20 years;and
WHEREAS,the revenues collected pursuant to this amendment may be used to finance
the acquisition and improvement of land and outdoor recreation areas,including recreational
trails,parks,andurbanopen space;and
WHEREAS,Miami-Dade County has developed a Countywide Parks and Open
Space System Master Plan which contains a 50-year guide to future park and trail
development,including an emphasis on offering transportation alternatives,reducing traffic
congestion,andcreatingnewrecreation opportunities;and
WHEREAS,thepurposeofthe Florida WaterandLand Conservation Initiative
amendment isto fund projects such as the Ludlam Trail corridor that stretches from SW 80th
Street to the southern entrance of Robert King High Park on Flagler Street;and
WHEREAS,Miami-Dade County Commissioner Rebeca Sosa sponsored a resolution
passed by the Miami-Dade County Commission urging the Florida Legislature to provide
funding for the acquisition and improvement of the proposed Ludlam Trail pursuant to the
Florida Water and Land Conservation Initiative,Florida Constitutional Amendment 1.
WHEREAS,the development of the Ludlam Trail corridor,as open park land and as an
extensive trail upon which the residents of the City of South Miami and of adjacent
municipalities and unincorporated Miami-Dade County can enjoy by walking and cycling,will
beofgreat benefit to everyone.
NOWTHEREFORE,BEITRESOLVED BY THE MAYOR AND CITY
COMMISSIONERS OF THECITY OF SOUTH MIAMI,FLORIDA:
Section 1.The City Commission of the City of South Miami hereby expresses its
appreciation of Commissioner Rebeca Sosa's efforts in seeking Amendment 1 Funds to cover the
purchaseanddevelopment of theLudlamTrail corridor.
Section 2.Severability.If any section clause,sentence,or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction,the holding shall
not affect the validity ofthe remaining portions of this resolution.
Section 3.Effective Date.This resolution shall become effective immediately upon
adoption byvoteoftheCity Commission.

from Miami International Airportatits northern terminus to Downtown Kendall atits
southernmost point;and
WHEREAS,the land comprising the 6.2-mile trail,including right-of-ways,is
currently owned by Florida East Coast Industries,LLC ("FECI");and
WHEREAS,theCountyhasdeterminedthatthetrailcanconnectmorethan
32,000 people tofive greenways,five schools,four parks,andtwotransit hubs;and
WHEREAS,the County has determined thatthe trail can provide a safe
passageway forcyclistsand pedestrians,including 3,700 students,totravelto schools,
work,and shopping locations;and
WHEREAS,the County alsohas determined thatthetrailmay reduce 860,000
vehicletripsannuallyfromMiami-DadeCountystreets;and
WHEREAS,the County has determined thatthetrailcan provide approximately
60acres of greenspace,connectionstofourexistingparks,reducecarbondioxide
emissions bynearly 10,000 tonsover25years,increase localproperty values,andcreate
an economic impactofmorethan$540 million overa25-yearperiod;anel
WHEREAS,theCountyhas determined thatthe toil helpstoachievethegoals
statedwithinthe Miami-Dade County Transportation Plan,the Miami-Dade County Bike
andPedestrianPlan,andthe Miami-Dade County ParksandOpenSpace System Master
PlanbyprovidingincreasedtransportationandrecreationoptionsforCountyresidents;and
WHEREAS,the purpose of theFloridaWaterandLand Conservation Initiative
amendment istofund projects suchastheLudlamTrail;and
WHEREAS,the revenues collected pursuant to Amendment 1maybeearmarked
to help offsetthecosts of acquiring andimprovingthelandfromFECI;and

WHEREAS,thisBoardhaslongsupportedprojectsgearedtowardsenhancingthe
livelihood ofMiami-DadeCountycitizenswhile improving the environmental footprint
and economic impact of ourCounty,
NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MIAMI-DADE COUNTY,FLORIDA,thatthisBoard:
Section1.UrgestheFlorida Legislature toprovidefundingforthe acquisition and
improvement of theproposedLudlamTrailcorridorpursuanttotheFloridaWaterand
Land Conservation Initiative,Florida Constitutional Amendment 1.
Section 2.Preliminarily identifies the issue setforthin Section 1 above asacritical
Countypriorityforthe 2015 statelegislativesession.
Section 3.Directs theClerkofthe Board to transmit a certified copy of this
resolutiontotheGovernor,SenatePresident,HouseSpeaker,andtheChairandMembers
of the Miami-Dade StateLegislativeDelegation.
Section 4.Directs the County'sstatelobbyiststoadvocatefortheissuesraisedin
Section 1 above,and authorizes and directs the Office of Intergovernmental Affairs to
amend the 2015 State Legislative Package to include this item andto preliminarily identify
thisitemasa critical priority whenthe Board determines priorities forthe 2015 session as
provided in Resolution No.R-764-13.
