56-06-12197 RESOLUTION NO. A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,SUPPORTING THE FLORIDA DEPARTMENT OF ELDER AFFAIRS'COMMUNITIES FOR A LIFETIME INITIATIVE;PROVIDING FOR AN EFFECTIVE DATE WHEREAS,The City of SouthMiami supports the Florida Department of Elder Affairs' Communities for a Lifetime initiativetomakeFloridaafriendlierplacetoliveforpeople of all ages,thattheymaybeasindependentaslongaspossible,andremainintheirhomesandinthe communities they love;and WHEREAS,the State of Florida hasthe highest percentage of elders of any state in the nation and our elder population will continue to increase,reaching numbers without precedent in thefirstpart of theXXI Century;and WHEREAS,in order toallowall residents to maintain their dignity,security and independence,communities must evaluate,assess and modify their infrastructures to create a Community for aLifetime;and WHEREAS,The City of SouthMiamiandthe Florida Department of Elder Affairs sharethe vision and responsibility to improve thelife of all citizens so they can prepare forand enjoy aging in place throughout their life;and WHEREAS,in order to achieve outmutualgoals,citiesand counties should begin to build together a place free of physical,emotional andsocial barriers;and WHEREAS,the Commission for Senior Citizens willbethe committee designated to work on this project. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA THAT: Section 1.Our community willmakeeveryefforttofirst evaluate and later remove barriers to create a Communityfor aLifetime. Still,Iam concerned that communities arenot properly preparing so individuals can age in place with asense of dignity,security and purpose.For this reason,I challenge you and your community,during Older Americans Month,to follow the examples of more than77 other Florida communities andpassa resolution in support ofthe Governor and Cabinet's statewide initiative,Communities for aLifetime (CFAL). Communities for aLifetime serves asa catalyst and provides information and technical assistancefor communities tobegin addressing a variety ofchallenges they will facewiththefuture ofan aging population -challenges and opportunities in areas suchashousing,health care,transportation,community development,senior employment,volunteer education opportumties and recreation.The Florida League of Cities and the Florida Association of Counties both endorse this initiative,and asa respected community leader,your helpisneeded! Elder residentsare extremely valuable assetstoyour community,both socially and economically.Annually,Florida's elderpopulationcontributesandrepresents: •7.5 million volunteer daystoour communities, •$135billionin spending power, •$3.5 billion in donations to charities, •$2.8 billion in net tax benefit, •$1 billion in local school taxes,and •VOTES (inthe2002statewidegeneral election,39 percent oftotalvoters were age 60 and older). Creatinga Community for a Lifetime isaprocessthatideallywillinvolvetheentire community,butthe first stepintheprocessbeginswith you.By passing aCFAL resolution,youwilldemonstratetotheseniorsandotherresidents of yourcommunity that youarecommittedto making adifferenceinthelives of not only the older adults,but all residents in your community. http://elderaffalrs.state.fl.us Communities for a Lifetime Page 2 How doyou begin theprocess of creatinga Community foraLifetime!Your localgovernment: •Passesa resolution insupport of the initiative and notifies the Department of Elder Affairs (DOEA); •Formsa committee toassessand inventory quality of life elements thatareimportant forsenior independence andcare,andencouragesresidentstoremaininthe community throughout theirentire lifetime (this inventory can be used to market the community tocurrentresidentsandpotential newcomers); •Identifies areasin need of attention and incorporates them into a community action plan with a timeline for completion; •Sends completed inventory to DOEA for review andrecommendations;and •Develops strategiestoinitiatepartnershipsandcollaborationstoaddress identified needs.
