RESOLUTION NO.38-03-11587
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI,FLORIDA,RELATING TO CITY MANAGER;
EXTENDING APPOINTMENT OF SANFORD A.YOUKILIS AS ACTING
CITY MANAGER UNTIL A PERMANET CITY MANAGER IS SELECTED,
OR FOR A PERIOD OF TIME NO LONGER THAN 90 DAYS;PROVIDING
AN EFFECTIVE DATE.
WHEREAS,pursuant toart.HI,sec.4 of thecity charter the Mayor andCity
Commission of theCity of South Miamihavethe authority to appoint an acting city manager to
serveforaperiod of no longer than90daysuponthe resignation or during theleave of absence
of thecity manager;and
WHEREAS,the City Commission by Resolution No.200-02-11549,adopted December
17,2002,appointed Sanford A.Youkilis asActingcity Manager fora90dayperiod;and
WHEREAS,the Mayor andCity Commission desireto extend that appointment of
SanfordA.Youkilis as Acting City Manager untila permanent city manager is selected,of fora
period of time of no longer than 90days.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA;
Section 1.The appointment of SanfordA.Youkilis as Acting City Manager ishereby
extendedtoserveuntilapermanentCityManagerisselected,orforaperiod of time of nolonger
than90days.Asactingcitymanager,Mr.Youkilisshallhaveall of thepowersand
responsibilitiesasthecitymanagerunderthecitycharterandthelaw.Theactingcitymanager
shallnotbeeligibleforappointmentasthepermanentcitymanager.Theactingcitymanager
shallhavetheauthoritytoco-signchecksonbehalf of thecity.Theactingcitymanagershallbe
paidafee of $85,000peryearfortheperiodoftimeheserves,andnobenefits.
Section2.Thisresolutionshalltakeeffectimmediatelyuponapproval.

citymanager,Mr.Youkilisshallhaveall of thepowersand responsibilities asthecitymanager
under thecity charter andthelaw.Theactingcity manager shallnotbeeligiblefor

Appointed asthe city's first Urban Conservator in July,1980.Responsibilities included the creation and
