A resolution of the Mayor and Commission of the City of
South Miami urging the Miami-Dade Board of County
Commissioners to maintain the current Wellfield Protection
Areas in the West and Northwest Wellfields,and implement
such recommendations as stated herein.
WHEREAS,themajority of thepotablewatersupplyinMiami-Dade
CountyisfromtheBiscayneAquifer,aporousshallowgroundwateraquifer
vulnerable to infiltration by surface landuses;and
WHEREAS,defined Wellfield Protection Areas serve to protect the water
supplyfromlanduseandotheractivitiesthatputthewatersupplyatriskfrom
contamination;and
WHEREAS,mining activities must be regulated in accurately defined
Wellfield Protection Areas,as such activities enable rapid vertical mixing of
waters that can facilitate contamination of wellfields by hard-to-kill human
pathogens,including Cryptosporidium and Giardia;and
WHEREAS,Miami-Dade County Division of Environmental and Resource
Management (DERM)has developed a proposed Wellfield Protection Ordinance,
which would significantly reducethesize of theWest Wellfield protection area
and alter the contour lines for the Northwest Wellfield;and
WHEREAS,the Northwest andWest Wellfield supply a significant portion
of Miami-Dade County's watersupplyfromtheBiscayneAquiferandarecritical
tothe region's water supply needs;and
WHEREAS,theUSGSreportusedtodefinethe proposed Wellfield
ProtectionAreasfortheWestandNorthwestWellfieldslikelyunderestimates
horizontaltransitspeedthroughtheMiamiFormationlimestone of theBiscayne
Aquifer;and
WHEREAS,use of modelstopredict transmissivity and horizontal transit
speedthroughkarstaquifers,suchastheBiscayneAquifer,dependsonaccurate
data and model calibration;and
WHEREAS,only through collection of accurate data from tracer studies can
horizontalwatertransittimesbeidentifiedtoinformcontours of protectionareas
withadequateconfidencethatthewatersupplywillbeprotectedbythewellfield
protection areas defined contours;and
WHEREAS,tracer tests have not been conducted in the West Wellfield
Protection Areaand therefore data from theareadonotexistto adequately inform
modelingandcontourdesigntosafelyreducerisk of contamination of thewater
supply;and

WHEREAS,the West Wellfield Protection Area currently protects upto 140
milliongallonsaday of potablewatersupplyandtheproposedWellfield
Protection Ordinance would reduce the water supply protected inthe West
Wellfield to25 million gallons perday;
WHEREAS,The permit forthe West Wellfield andan agreement with
Everglades National Park,which cap current drawdowns fromthe West Wellfield,
canbe changed anddonot provide long-term assurance that additional pumping at
the West Wellfield,uptothe wellfield's true capacity of 140 million gallons per
day,will not occur inthefuture;and
WHEREAS,wellfields in Miami-Dade County are vulnerable to
salt-water intrusion connected to sea level rise,and the West and Northwest
Wellfields arethe most inland of these wellfields.Thus,theyaretheleast
vulnerable tosealevelriseandthemost important to protect from
contamination as they maybethelast source of fresh water inthe future;
and
WHEREAS,freshgroundwaterfromtheBiscayneAquifer,currently
unused,may be the best source of water to meet future demands;and
WHEREAS,reverseosmosisproduction of potablewaterisanexpensive,
high-energy technology,which may make itan unfavorable alternative for treating
water supply thatmaybe contaminated bysaltwater intrusion intheforeseeable
future;and
WHEREAS,if protections are reduced,contamination willlikelybe
irreversible especially as land use designations around the wellfield will change,
leavingwaterqualitypermanentlycompromisedandvulnerable;and
WHEREAS,the proposed Wellfield Protection Ordinance wouldallowdry
manufacturing,garment manufacturing and agricultural useswithintheWellfield
ProtectionAreas,each of whichmayposeariskof wellfield contamination;and
quantityhazardouswaste generators intheWest Wellfield ProtectionArea,inthe
portionwhichisoutsidethebasic wellfield protectionarea;and
WHEREAS secondary containment can fail,therefore generation of
hazardous waste within a wellfield protection area,even in small quantities,poses
athreattothedrinkingwater supply;and
WHEREAS,theCity of South Miami,after careful consideration of the
matter,deems it advisable andinthebest interest ofthe general welfare of Miami-
Dade County andallits residents to incorporate the recommendations stated
herein.

NOW,THEREFORE,BEIT RESOLVED BY THE MAYOR AND COUNTY
COMMISSION OF THE CITY OF MIAMI,FLORIDA,THAT:
Section 1,TheCityofSouthMiamiherebysupportstheadoptionof
resolutionsfavoringthemost conservative protections of thewatersupplyand
endorses the recommendations proposed below.
Section 2.TheCity of SouthMiamiurgestheBoard of County
Commissioners tomaintaintheexistingWellfieldProtectionAreamapsuntil
furtherstudiescanbecompleted,includingtracerstudiesintheWestWellfieldand
anyadditionaltracerstudiesneededintheNorthwestWellfieldtoaccurately
determinerates of flowatdifferentdepths.Thewellfield protection areaforthe
West Wellfield shouldbedefinedtoprotect140 million gallonsperday of water.
Both the West Wellfield and Northwest Wellfield protection areas contour lines
should be defined based on a 97%confidence interval that the designated contours
capturetraveltimes.Theseestimatesshouldbebasedontracerstudies.
Section 3.TheCity of South Miami urgesthe Board of County
Commissioners to remove the exception inthe proposed ordinance,which would
allow small quantity generators of hazardous waste within the West Wellfield
protection area,outside thebasic Wellfield Protection Area but within the Urban
Development Boundary.
Section 4.TheCity of South Miami urges the Board of County
Commissioners to include additional qualifying restriction of the land uses allowed
inthe Wellfield Protection Areasincluding agricultural use,dry manufacturing and
garment manufacturing.Dry Manufacturing and garment manufacturing should be
limited to activities thatdonotinvolvetheuse of potential wellfield contaminants
or hazardous materials.The Agricultural use provided forinthe proposed
ordinance shouldrequirebestmanagementpracticesfor wellfield protection.
Section 5.If anysectionclause,sentence,or phrase of this resolution is
foranyreasonheldinvalidorunconstitutionalbyacourt of competent jurisdiction,
the holding shallnotaffectthevalidity of theremainingportions of thisresolution.
Section 6«Thisresolutionshallbecomeeffective immediately upon
adoption by vote of the City Commission.
