A Resolution instructing the City Managertopledgea contribution tothecost of the
development of the "Underline"Master Plan.
WHEREAS,thereisaninitiativetotransformthe underutilized landbeneaththeMetrorailintoa
10-mile linearparkandbicycleandpedestriancommuter/exercisetrail;and
WHEREAS,thisproposedlinearpark,waspreviouslyknownasGreenlink,hasnowbeen
renamed and branded as the "Underline";and
WHEREAS,the"Underline"isaproposed 10-mile pathway/linearparkdesignedforpedestrians
andbicycliststotravelfromtheMiamiRivertoDadelandSouthbeneathandalongsidetheMetrorail
pathway ("M-path");and
WHEREAS,the Underline is intended tobea 20-foot wide lighted pathway with seating and
parknodesatvariousintervalsalongtheUnderline;and
WHEREAS,a master planneedstobedevelopedinordertobuildtheUnderline;and
WHEREAS,theUniversity of MiamiSchool of Businessandthe Miami-Dade CountyEconomic
Development Department are scheduled tocommenceworkingonanimpactstudyinthefall of 2014;and
WHEREAS,theCity of SouthMiamiaswellasthecities of Miami,Coral Gables andthe
Village of Pinecrest have endorsed the project;and.
WHEREAS,the county has scheduled a resolution endorsing the Underline for October 7,2014;
and
WHEREAS,the endorsing cities,and Miami-Dade County,estimate that the potential positive
economic and health impact of the Underline on their communities will benefit nearly 400,000 residents
withina 10-minute walk of theparkandtrail;and
WHEREAS,by investing intheUnderlineproject,all of our communities bordering the
Underlinewill join theranks of leadingcitiesthathaveinvestedinanetwork of greatparks;and
WHEREAS,the Underline project will transform nearlytenmiles of underutilized Metrorail
right-of-wayintoone of thefew world's greatlinearurbanparksthatisfullyintegratedintotransitwhile
transforming theregion through itseconomic,environmental andhealthbenefits;and
WHEREAS,the Underline's masterplanningprocessisscheduledtobeginin 2015,providedall
theaffected municipalities andtheCountydonatetheirfairshareofthe financial costforthislinearpark
master plan;and
WHEREAS,theinitialestimate of thecosttocompletethemasterplanisbetween$500,000and
$600,000;and
WHEREAS,theCity of Miamihasapproveda contribution of $100,000,CoralGablesis
proposingacontribution of $50,000tentativelysetforapprovalonOctober14,2014,Miami-Dade

County is being asked to contribute approximately $100,000 to $125,000 andthe Knight Center has
pledged to donate one dollar for every two dollars thatare contributed;and
WHEREAS,oneandone half miles of the 10 miles of the Underline willrunthroughtheCity of
South Miami;and
WHEREAS,a representative of the Friends of the Underline estimates that aninitial $200,000 is
neededto commence the master planning process.
NOW THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSIONERS OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section1.TheCityManagerishereby instructed topledgefundthesumof $25,000,tobepaid
to Friends ofthe Underline whenthe Underline MasterPlanhasatotalof $200,000 in pledged funded
contributions,tobeusedexclusivelyforpayment of consultantstoproduceanUnderlineMasterPlan,and
tobereturnedtotheCity if aMasterPlanisnotproduced.
Section2.Severability.Ifany section clause,sentence,or phrase ofthis resolution isforany
reason held invalid or unconstitutional byacourtof competent jurisdiction,the holding shallnot affect
thevalidity of theremainingportions of thisresolution.
Section 3.Effective Date.This resolution shall become effective immediately upon adoption by
vote of theCity Commission.
