A Resolution acknowledging Commissioner Josh Liebman's (Group Seat II)
appointment of Donna Shelley,as the representative of Group Seat II,to
serve on the Green Task Forcefora two-year term ending November 5,
2016.
WHEREAS,Article II,Section8,Sub-section A of theCity Charter provides that:
***WhenaBoardorCommitteeiscomprised of fivemembers,each City
Commissioner shall appoint one person toserve asa representative onthe
BoardorCommittee.When there are more than five(5)members ona
BoardorCommittee,each City Commissioner shall appoint onepersonto
serve asa representative on the Board or Committee,and all members of
suchBoardorCommittee inexcess of five(5)shallbe appointed by three
(3)affirmative votes of the City Commission based on recommendations
submitted byanyCity Commissioner.When a Board or Committee hasless
thanfive(5)members,thentheselection of allmembersshallbebythree(3)
affirmative votes of theCity Commission from recommendations submitted
byanyCityCommissioner.(Amended 2-09-10)
WHEREAS,theMayorand Commission recognize theimportant contributions madeby
thosewhoserveonthe various city boards and committees,andwishtohaveafull complement
to each of the active boards and committees;and
WHEREAS,thereisnocurrent representative forCity Commission Group SeatIIonthe
Green Task Force;and
WHEREAS,Commissioner Liebman nowdesirestoappointDonnaShelleytoserveon
the Green Task Force,ashis representative.Therefore,Donna Shelley's appointment shall expire
November 5,2016 oruponher removal or until a successor isduly appointed and qualified;and
WHEREAS,commencingwithappointmentsmadeafterJanuary1,2009,Sec.2-22
"Term Limits"ofthe Code of Ordinances provides that,appointees are limited totwo(2)
consecutivetwo-yeartermsofmembershiponaspecificcommission,board,orcommittee.
After serving a maximum oftwo(2)consecutive year terms,an appointee shall notbe
reappointed tothe same commission,board or committee unless at least one year has elapsed
between the term limited position and the effective date of commencement ofthe proposed
appointment for a new term;and
WHEREAS,Ms.Shelley servedonthe Green Task Force inthepast (2007-2009);
and
WHEREAS,pursuanttoSec.2-22 "Term Limits"oftheCodeof Ordinances,thiswillbe
considered tobe Ms.Shelley's first,two-year term forthe purposes of Term Limits.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OFTHE CITY OFSOUTH MIAMI,FLORIDA,THAT:

Section 1.The City Commission hereby acknowledges Commissioner Liebman's
right to appoint Donna Shelley toserveontheGreen Task Force asthe representative of Group
Seat II pursuant to the terms of the City Charter.
Section 2.The expiration date of this appointment shall be November 5,2016,
oruponher removal,or until a successor isduly appointed and qualified.
Section 3.Effective Date.Thisresolutionshallbecomeeffectiveimmediatelyupon
adoption by vote of the City Commission.
