A Resolution of the City of South Miami supporting the
Friends of the Ludlam Trail in the implementation of the
Ludlam Trail,a six (6)mile linear park along the former
FECI rail tracks,requesting Florida East Coast,Inc.to
temporarily withdraw its application to amend the County
Development Master Plan,and directing the City Clerk to
transmit a copy of this resolution to the designated officials
herein.
WHEREAS,the Friends of the Ludlam Trail ("Ludlam Trail")support the
creation of asix (6)-mile walking,biking exercisepathand linear park,from NW 7Street
to Dadeland South Station;and
WHEREAS,the Ludlam Trailwill provide a world-class mobility corridor with
widepaths,safecrossingsandabundantvegetation;tietogetheranetwork of bikeways
andgreenwaysaroundMiami-DadeCountyanddirectlyimpactingthousands of South
Miami residents and businesses;and
WHEREAS,theFloridaEastCoast,Inc.(FECI)corporationisseekingtoamend
the County Development MasterPlan (CDMP)to receive bonuszoningcapacitywithout
providing any benefit forthe public good or having undergone any public planning
processtoshowhowtheyplantousetheadditionalcapacity;and
WHEREAS,theFriends of theLudlamTrailseekstoengagetheFECIinarobust
and transparent planningprocessthat balances thegoalsoftheFECIwiththevision of the
community;and
WHEREAS,theCityof South Miami urges FECI to withdraw its application fora
CDMPamendmentduringthisamendmentcycle,andworkwiththeFriends of the
Ludlam Trail to establish a consensus plan for the corridor prior to changing land use or
rezoning.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OFSOUTH MIAMI,FLORIDA,THAT:
Section 1.TheCity Commission supports theFriendsoftheLudlamTrailin
the creation ofasix (6)mile linear park and bike path,and urges FECI to withdraw is
current application to increase the zoning capacity of the land until a master plan is
producedwithpublicinput.
Section 2.The City Clerk is directed to transmit a copy ofthis Resolution to
Governor Rick Scott,members of the Miami-Dade Delegation of the Florida Legislature,
Mayor Carlos Gimenez and the Board of County Commissioners,the Florida Department
of Transportation,and FECI.

Section 3.If any section clause,sentence,or phrase of thisresolution isfor
any reason held invalid or unconstitutional bya court of competent jurisdiction,the
holding shallnot affect the validity of the remaining portions of this resolution.
Section 4.This resolution shalltake effect immediately upon adoption.
