WHEREAS,pursuant to Florida Statute287.055forCCNA,TheCorradinoGroupwasone of thefirmsselectedto
provide professional engineering services;and
WHEREAS,theCity negotiated hourly rateswiththefirmand entered intoa professional service agreement with
The Corradino Group to perform engineering services fortheCity;and
WHEREAS,the Mayor and City Commission wishto provide traffic calming tothearea known as Twin Lakes,

NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI,FLORIDA THAT:
Section 1:TheCity Manager is authorized tonegotiatethetermsand conditions andto execute a contract with
TheCorradinoGroupfortheTwinLakesTrafficCalmingDesignforanamountnottoexceed$26,609.48.Acopyofthe
proposal is attached.
Section 2:The expenditure shallbechargedtothe People's Transportation Planaccountnumber124-1730-541-
6490whichhasabalance of $712,942.09,beforethisrequestwasmade.
Section3:Ifanysectionclause,sentence,orphrase of thisresolutionisforanyreasonheldinvalidor
unconstitutional byacourtofcompetentjurisdiction,theholdingshallnotaffectthevalidityoftheremainingportionsofthis
resolution.
Section 4.Thisresolutionshalltakeeffectimmediatelyuponadoption.

Background:A traffic study was performed toassessthe magnitude of cut-through traffic in
the neighborhood depicted as Twin Lakes,bounded by SW 62nd Avenue and
SW 67th Avenue between SW 48th Street andSW 64th Street,andalsothe
neighborhood depicted as Bird Estates,between SW 61st Avenue and 64th
Avenueand between SW 40th StreetandSW 44th Street.Forlocation of
neighborhoods see Exhibit 1 "South Miami Traffic Calming Neighborhood"
map.
Based onthe results of thestudy,traffic calming measures suchas speed tables
and a traffic circle are recommended.
In accordance with pursuant to Florida Statute 287.055 for CCNA,The
CorradinoGroupwasone of thefirmsselectedtoprovideprofessional
engineering services.TheCity negotiated hourly rates with thefirmand entered
intoaprofessionalserviceagreementwithTheCorradinoGrouptoperform
engineering services fortheCity.

The Corradino Group,Inc.proposes to provide the services identified below for the project entitled
"Twin Lakes Neighborhood Traffic Calming",pursuant toits Professional Service Agreement with
the City of South MiamiforCivil Engineering services for Roadway Projects,dated June 28,2013 .
I.GENERAL
The general objective for the Consultant isto provide all project management and professional
engineering services required for the design and preparation ofa complete set of construction
contract plans foratraffic calming devices (Roundabout and Speed Tables),at the following
locations:
•S.W.63rd Avenue and S.W.42nd Terrace -Roundabout
•S.W.44th Street fromS.W.64th Avenue toS.W.62nd Avenue -1 Speed Hump
•S.W.63rd CourtfromS.W.58th Street toS.W.62nd Terrace -2 Speed Humps
•S.W.65th Avenue fromS.W.64th Street toS.W.61st Terrace -1 Speed Humps
Elements ofworkshallinclude roadway analysis,topographic survey,signingand pavement
markings,and drainage and geotechnical activities as required.All existing features,i.e.sidewalks,
driveways,etc.,requiring repair or replacement,shall also be addressed accordingly.
All plans and design documents are tobe prepared with Standard English values in accordance with
all applicable engineering manuals and guidelines.
II.SCOPE OF WORK
Project Activity 4:Roadway Analysis
Task No.4.4 Horizontal/Vertical Master Design Files
Includes allefforts required for establishing the master design filesfor the horizontalandvertical
geometry,existing drainage features,utilities(includingconflict location identification and
adjustment),etc.Alsoincludesallworkto create elements showing the alignmentforthehorizontal
geometry in the plan sheets andalleffortsrequiredtoplacelabelsandrequired information inthe
master design file.In addition,throughthe use of AUTOTURN,thevehiclepathforallroundabouts
will beincluded as requested,to ensure maneuverability.
Task No.4.11 Cost Estimate
Includes all work required to prepare a construction cost estimate for each submittal.
Task No.4.14 Field Reviews
Includestraveltimefor field visitsinordertoobtainthe necessary data fordesign.

In response to your request regarding afee estimate for surveying and mapping services forthe above referenced
project.LONGITUDE SURVEYORS,LLC (LS)is pleased to submit thefollowing proposal for your consideration.
A.Scope of Services:
LONGITUDE will perform a full Topographic Survey including the following information;
A Digital TerrainModel (DTM)willbeprepared.
Right-of-Way and property lines for the project area and adjacent properties will beshown graphically.
A graphical baseline will be created and included.
Location ofall overhead utilities,sidewalks,curb and gutters,paved roads,fences,signs,manholes,catch basins,valves/valve boxes
andanyother aboveground improvements within the project area,withelevations,
invertandgrate elevations forallprojectareastormandsanitarymanholes andcatch basins.
Elevations will be taken at edge of pavement,center of pavement,right-of-way limits and approximately 5feet beyond wherever
possible.In addition,cross section elevations willbe taken at 25-foot intervals.
LS will collect shotstodelineatethe driveways beyond the right-of-way whenever possible.
All elevations will bereferencedtothe National Geodetic Vertical Datum of1929 (NGVD29).
Control pointswill besetoutsidetheproject limits,in locations wheretheycanbeusedbythecontractor during construction.
All controlpointswill have Northing and Easting coordinates referenced tothe Florida State Plane Coordinate System,basedonthe
North American Datum of1983/90and elevations referenced tothe National Geodetic Vertical Datum of1929(NGVD29).
B.Survey Limits:
City ofSouth Miami intersectionofSW63 Avenue andSW42Terrace approximately 250feetineachdirectionoftheintersection.
C Deliverables:
LS will deliversignedandsealedoriginalsoftheresultingMapofSurveyandanelectroniccopyoftheresultingcadfile.

AGREEMENT FOR PROFESSIONAL SERVICES

OF SOUTH MIAMI through itsCityManager,bothofwhomshall hereinafter be referred toas
the "CITY"where applicable;and The Corradino Group withanofficeand principal placeof
business located at 4055 NW 97th Ave#200,Doral,FL 33178 (hereinafter called the
"CONTRACTOR").
WITNESSETH:
WHEREAS,the CITY isin need of all project management and professional engineering
services required for the design and preparation ofa complete set of construction contract
plans fora traffic calming devices (Roundabout and Speed Tables),at the following locations:
•1 Roundabout at S.W.63rt Avenue and S.W.42ftd Terrace:
•1 Speed Hump at S.W.44th Street fromS.W.64th Avenue to S.W.62nd Avenue
•2 Speed Humps at S.W.63rd Court from S.W.58th Street to S.W.62«*Terrace
•1 Speed Hump at S.W.65th Avenue from S.W.64th Street to S.W.61 *Terrace
The elements of work shall include roadway analysis,topographic survey,signing and pavement
markings,and drainage and geotechnical activities as required.All existing features,i.e.
sidewalks,driveways,etc.,requiring repair or replacement,shall also be addressed accordingly;
and
WHEREAS,the CITY desires to retain the CONTRACTOR to provide the required good
and/or services based on the CONTRACTOR'S representations that itisqualifiedandcapableof
providingsaid goods and/or services ina professional and timely manner andin accordance
with the CITY's goals and requirements;and
WHEREAS,the CONTRACTOR has agreed toprovide the services identified inits August
24,2014 proposal for the project entitled "TwinLakesTrafficCalming",pursuant to its
ProfessionalService Agreement with the City ofSouthMiamifor Civil Engineeringservicesfor
Roadway Projects,dated June 28,2013.Acopyof the Proposal and the Professional Service
Agreement is attached.
NOW,THEREFORE,in consideration of the mutual covenants and agreements herein
contained,the parties agree as follows:
1)Therecitals set forthabovearetrueandcorrect representations of the parties
and they are hereby made a part ofthis agreement by reference.
2)ENGAGEMENT OF CONTRACTOR:Basedon the representations of the
CONTRACTOR as set forth above andas set out in the following "checked"documents (checkthe
boxprecedingthe document toindicatethatsuch document ispartofthiscontract):

4)Date of Commencement:The Contractor shall commence the performance under
thisContractona date tobespecifiedinaNoticetoProceed,orPurchaseOrder("Work
Commencement Date"),and shall complete the performance hereunder within !^°
daysor the length of time set forthin the ContractDocuments,whichever is the shorter period
of time.Time is of the essence.
5)PrimaryContacts:ThepersoninchargeofadministeringthisAgreementonbehalf
of the CITY is the CityManagerorsuch other personas the City Managermay designate in

6)ScopeofServices:Thegoods and/or servicestobeprovidedareas set forthin the

7)Compensation:TheContractor'scompensationfor the performance ofthis contract
(hereinafter referredtoastheContract Price)shallbeas set forthinContractor'sresponseto

the City's written solicitation,if any,or,if none,then as setout in Contractor's proposal or
quote,whicheverisapplicable,andas modified bytheContractDocuments.
8)Hours of Work:In theeventthatthiscontract requires the performance of services,
it is presumed thatthe expenses of performing Work after regular working hours,and on
Sunday and legal holidays is included in the Contract Price.However,nothing contained herein
shall authorize workondaysandduringhours that are otherwise prohibited byordinance
unless specifically authorized orinstructedinwritingby the City.
9)Time Provisions:ThetermofthisAgreementshallcommenceonthe Work
Commencement Date and shall continue for fio **><»v:>untilit expires frtf ^C >T X^X,
unless earlier terminated according to anyof the terms of this Agreement.Notwithstanding
the foregoing,this Agreement maybe extended byan additional 3£>period if the extension
isin writing and signed by the City Manager.An extension of the term of this Contract isat the
CITY's sole and absolute discretion.
10)Termination:This contract maybe terminated without cause by the Citywith30
days of advanced written notice.This provision supersedes and takes precedence over any
contrary provisions for termination contained in the Contract Documents.
11)Applicable Law and Venue:Floridalaw shall apply to the interpretation and
enforcement of this contract.Venue for all proceedings shall be in Miami-Dade County,Florida.
12)Insurance,Indemnification &Bonding:CONTRACTOR shall comply with the
insurance,indemnification and bonding requirements set forth in the Contract Documents.
Any provision in any contract document that provides for indemnification by the Cityis subject
to the City's right to sovereign immunity and the protection provided byFlorida Statutes,
including Section 768.28.Furthermore,nothing contained in any contract documents shall
waive or limit such immunity or protection.
13)Liquidated Damages:In the event that the Contractor shallfailto complete the
Work within the time limit set forth in the Contract Documents,or the extended time limit
agreed upon,in accordance with the procedure asmore particularly set forthin the Contract
Documents,liquidated damages shall be paid attherateof$(M/V dollars perday
until the Work is completed.
14)JuryTrial Waiver:The parties waive their righttojurytrial.
15)Entire Agreement,Modification,and Non-waiver:The Contract Documents
constitute the entire agreement ofthepartiesand supersedes anyprior agreements,writtenor
oral.TheContractDocumentsmaynotbe modified or amended exceptinwriting,signedby
bothpartieshereto.TheContract Documents,ingeneral,andthisparagraph,in particular,shall
not bemodifiedor amended byanyactsoromissionsof the parties.Nofailuretoexerciseand
nodelayinexercisinganyright,power orprivilegeshall operate asawaiver.Nowaiverofthe

Contract Documents,in whole or part,including the provisions ofthis paragraph,may be
implied by any act or omission.
16)Public Records:CONTRACTOR and all of its subcontractors are required to comply
withthe public recordslaw (s.119.0701)while providing goods and/or Services onbehalfofthe
CITY andthe CONTRACTOR,under such conditions,shall incorporate this paragraph in all ofits
subcontracts forthis Project.
IN WITNESS WHEREOF,the parties,have executed this Contract on or prior to the
date firstabove written with full knowledgeofits content andsignificanceandintendingtobe
legally bound by the terms hereof.
