NOW THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA: Section1.ThatSection 11-21.(c)of ChapterEleven of theCode of Ordinances ishereby amended as follows: Sec.11-21 Extent of Service and Points of Collection. (c)Other domestic trash.Domestictrashthatcannotbecontainerizedorbundledshallbeneatly stackedorplacedatthecurbinfront of the owner's propertyforspecialmechanizedcollectionatthe convenience of theCity.Domestictrashexceedingthemaximumallowablevolumemaybepickedupatan extracosttotheowner of thepremisesassetforthinsection 11-23 of thischapter.Pick-upservicesforthe City's PublicWorksDepartmentshallprovideSpecialBulkTrash.SpecialBulkTrashshallbedefinedas Refrigerator,Stove,AirConditioner,Washer,Dryer,Microwaves,WaterHeater,Paintcans,Furnitureand otherGoodsdesignatedbytheCityMangerorPublicWorksDirector.Propertyownersandresidentsshall contactthePublicWorksDepartmenttoarrangeforspecialpick-upservicesbeforeplacingspecialbulktrashat curbside. (c-1)Propertyownersorresidents of propertyhavetwooptionsforthedisposal of SpecialBulkTrash: (a)Special Bulk Trash can be picked upbythe City atan extra cost tothe owner or resident of the property assetforthinsection 11-23 of thischapter. (b)Propertyownerscanusetheservices of aprivatecontractorforthedisposal of suchitems. However,property owners or residents of the property shall notify the Public Works Department of theoptionselectedandthePublicWorks Department shallspecifythedate toplacetrashoutforprivatecontractorstopick-up. Sofar,theSpecialBulkTrashpick-upprogramhasbeenworkingwellwithappliances. TheCitypicks-upanddisposesappliancesat resident's request,withafee of $50per appliance.Residentsalsohavetheoption of callingprivatecontractorsforthepick-up services.The furniture pick-up program,onthe other hand,has created several challenges,to include: •Residentsplacingfurnitureonthecurbsidewithoutcallingforpick-up. a Sinceprivatecontractors(forservicewithoutfee)donotprovidefurniturepick upservices,itmakesitcostlyforresidentstopaythecityforfurniturepick-up anddisposal.Asaresult,furnitureisillegallydumpedalongcurbsides throughout the city, a Enforcingthecodeforfurnitureleftalongthecurbsideillegallybecomesmore expensivethanthespecialservicefeeandthe City's expensefordisposal. Withthesechallenges,itisnotcosteffectivetocontinuethespecialbulkpickupservice forfurniture.Especially,since theCityhad only sixteen pickup services foratotal of $800 since the program started in February.Asa result,itis recommended that "furniture"bedeletedfromitemslistedasSpecialBulkTrash.If approved,furniturewill be picked-up anddisposed of aspart of regular trashpickup,atnoadditionalcostto residents.Thecost of this additional service may increase tipping feesbyan estimated amount of $6,000. (c)Other domestic trash.Domestic trash that cannot be containerized or bundled shall.be neatly stacked or placed atthecurbinfrontoftheowner's property for special mechanized collection atthe convenience ofthe city.Domestic trash exceeding the maximum allowable volume may be picked up at extra cost to the owner of the premises asset forth in section 11-23 of this chapter.Pick-up services forthe City's Public Works Department shall provide Special Bulk Trash.Special BulkTrashshallbe denned as Refrigerator.Stove.Air Conditioner.Washer.Drver.Microwaves.Water Heater.Paint cans.Furniture and other Goods designated bv the City ManserorPublic Works Director.Property owners and residents shall contact the Public Works Department to arrange for special pick-up services before placing special bulktrashat curbside. (c-D Property owners or residents of property have two options forthe disposal of Special Bulk Trash: (a)Special BulkTrashcanbe picked upthe City atextracosttothe owner or resident ofthe propertyassetforthin section 11-23 ofthischapter. (b)Property owners canusethe services ofa private contractor forthe disposal ofsuch items. However,property owners or residents of the property shall notify Public Works Department of the option selected and Public Works Department shall specify datetoplacetrashoutfor privatecontractorsto pick-up.
