ORDINANCE NUMBER 33-05-1855 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,LEVYING THE MILLAGE OF 1-3A1 6.681 WHICH EXCEEDS THE ROLLBACK RATE BY US2 83%AND RESULTING IN 0%INCREASE 7.38%DECREASE IN PROPERTY TAX RATE IN THE CITY OF SOUTH MIAMI,FLORIDA, FOR THE FISCAL YEAR 2005/2006;PROVIDING FOR SEVERABILITY;ORDINANCES IN CONFLICT AND AN EFFECTIVE DATE. Be aware that some of these low-life individuals set up websites hours after the hurricane struck.Thankfully, some were shut down . immediately by attorneys general across the country. Charity fraud occurs when an individual or group deliberately misrepresents its fundraising intentions or solicits funds for phony causes.Fraudulent fundraisers use many of the same techniques as reputable fundraisers but they may doso ina questionable orillegal way,such asa telephone call witha high-pressure appeal or a mailing that promises special favorsfromlocal firefighters or police in exchange fora donation. Some charities operate just inside the law but outside of the ethical boundaries, spending an excessive amount on fundraising and administrative costs but still contributing a legally acceptable percentage of' donated funds to the programs. Let's look at some of the techniques that are questionable and,in some cases,illegal: ®Prize offers:Potential donors are told that they have won a contest andare eligible fora prize —usually worthless —if they make a donation toa charity. ©Donated-back tickets: Potential donors are encouraged to buy tickets and then donate them back so that they can be passed onto those who could not otherwise attend the event.Often the tickets never reach the needy. o Chain letters: Unsolicited appeals,usually in the form of e-mails,ask potential donors not only to contribute to an organization but also to forward the e-mail to friends and family members. CALDWELL Usually just tokens,these "gifts"are enclosed in direct mail solicitations to make the 'recipient feel obligated togive something back. ©He'gh-pressure tactics: A solicitor urges the potential donor togivemoney,usually cash,immediately,before he or she has a chance to review information. o Like sounding names: Fraudulent charities take names that very similar to those of high-profile charities that are known and trusted by the public.
