A RESOLUTION OFTHE MAYOR ANDCITY COMMISSION OFTHECITYOF
SOUTH MIAMI,FLORIDA TO PURCHASE VIDEO EDITING,SURVEILLANCE
AND COMPUTER EQUIPMENT FORTHESOUTH MIAMI POLICE DEPARTMENT
FOR A TOTAL COST OF $15,000 TO BE PAID FROM ACCT.NO.1910-
5450 ENTITLED:LAW ENFORCEMENT TRUST FUND (FORFEITURE FUND).
WHEREAS,upon recommendation of the Police Chief,the
City Administration deems it in the public interest to purchase
equipment forthe department;and
WHEREAS,the City Administration is recommending that
the equipment be purchased from government bid.
,THEREFORE,BEITRESOLVEDBYTHEMAYORANDTHECITY
COMMISSIONOFTHECITYOFSOUTHMIAMI,FLORIDA:
Section 1.That the City purchase video editing,
surveillance and computer equipment specified on Exhibit "A"hereto
for the Police Department,this equipment to be purchased from Government
bid at a total cost of $15,000.00 to be paid from Account No.1910-5450
entitled:Law Enforcement Trust Fund (Forfeiture Fund).

The Lav.7 Enforcement Special Trust Fund (sometimes called the
forfeiture fund)consists of monies forfeited by subjects involved
in felony criminal activities.The utilization cf this fund is
by virtue of legislated guidelines.The following items are
forecasted needs cf the South Miami Police Department whose funding
is permissible as per the legislated guidelines.
I.Criminal Investigation Division-the vice,intelligence,and
narcotics unite This unit is the major source cf this fund.The
undercover narcotics cases worked by the VIN unit detectives is
the manner in which this agency has received the vast majority of
its current fund balance.The old economic saying of "in order to
make money-you must spend money"applies here.The South Miami
Police Department's share of the cases worked would have been much
greater if we had not needed to share the investigation (therefore
the forfeited funds).The necessity to bring in other law
enforcement agencies arose dueto the lack of sophisticated
surveillance equipment by this agency.Many times when undercover
detectives work these cases their only lifeline isa body bug system
whereby his/her backup officers can monitor their well being.This
is just one example of the type of equipment needed.-The amount
of money needed to effectively equip this unit is $40,000.The
projected "figure includes:»
1.surveillance equipment such as VHS recorder,infrared light-
system,body bug system,body bug recorder,etc,is
approximately $9,000.
2.video editing and duplicating equipment approximately $5 ,,000
3.computerization of electronicequipment,approximately $4,500
4.surveillance vehicle annual leasing approximately $5,500
5.physical plant ancillary equipment such as lease office
space and telephone systems,approximately $6,000
6.confidential informant payments and field operational costs,
approximately $10,000
II.The SWAT Team mobile field command post and transportation van
will be the last anticipated expenditure to make the South Miami
Police Department SWAT Team fully functional „This unit with its
ancillary equipment will be approximately $12,000.This would cover
the purchase ofa used 14'step van and equipment.
III.In the near future the Dade County Police Communications System
will change to an 800 megahertz type.The two options this leaves
the South Miami Police Department with are:1)provide our own police
communication system.The estimated cost of this option is
approximately one and one half million dollars.2)continue to
allow Metro Dade County to provide police communications for the
South Miami Police Department.The estimated cost of this option
is $300,000.The approximate breakdown of communications equipment
is:

IVo Computerization of the South Miami Police -Department is a
necessity for our continuing growth into 20th century law
enforcement.An estimate of the cost of this process is
approximately $100,000.The approximate breakdown of the computer
system is:
1.main frame $24,000
2.workstations(approx 20)20,000
3.printers(approx 4)10,000
4.modem «1,000
5.software-general 10,000
6;software law enforcement specific 15,000
7.ancillary support equipment &install 15,000
8.maintenance 5,000
V.A police department fleet plan is a long term cost saving goal
of this agency.While initial expenditures of monies is large,
the resulting plan maturity reaps ..large savings.The feasibility
andworthof this program has been tested and-proven in municipal
law enforcement agencies.Utilizing the existing fleet and expanding
itforswornpersonnelwillrequireapproximately $270,000.The
current police department fleet of25 vehicles wouldneed to be
increased by 30 vehicles.A complete outfitting ofeach vehicle
wouldcost approximately $9,000 per car.We would purchase used
vehicles usually formerFHP patrol cars.Thisplanisusedbymany
cities such as North Miami Beach.
