A RESOLUTION OFTHEMAYORAND CITY COMMISSION OFTHECITY
OF SOUTH MIAMI,FLORIDA RECOGNIZING APRIL 22,1990 AS
"EARTH DAY"INTHE CITY OF SOUTH MIAMI AND PROCLAIMING
A DECLARATION OF ENVIRONMENTAL RIGHTSAND
RESPONSIBILITIES.
WHEREAS,all human beings have the right to clean and
healthful air,to clean and healthful water,tothe maintenance of
productive soils,andtoan organization of human activities with
respecttotheenvironmentthatpreventsextinctionofformsof
life and degradation of the living and non-living resources of the
earth,and that promotes the sustainability ofthe use of the
earths resources,sothatampleresourceswillexistfor
generations to come;and
WHEREAS,in order to achieve the rights declared herein,
The United States Conference of Mayors recognizes the following
responsibilities,which the Mayor and City Commission of the City
of South Miami hereby endorses.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.That April 22,1990 ishereby recognized as
"Earth Day"in the City of South Miami.
Section 2.TheCityof South Miami hasthe
responsibility to contribute to solving regional and global
environmental andmaterialresourceproblemsandthatalllocal
governmentscanandshouldadoptprogramsandpolicieswhich
conserveresourcesandavoidthegenerationofwasteswhichpollute
our water,land and air.
Section 3.That local government programs and policies
should address,ata minimum,(a)energy conservation and renewable
energy production;(b)solid waste reduction,reuse and recycling;
(c)reduction intheuseof hazardous substances andthereuseand
recycling of hazardous wastes;(d)increased useof mass transit
'
and the reduction of transportation needs through improved land use
planning.
