A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI,FLORIDA,AUTHORIZING THE CITY MANAGER TO
ESTABLISH A SCHEDULE OF FEES FOR THE PARKS AND RECREATION
DEPARTMENT FOR VARIOUS RECREATION PROGRAMS,MEMBERSHIPS
AND RENTALS;PROVIDING AN EFFECTIVE DATE
WHEREAS,theexistingschedule of fees established for recreational programsintheCity of
SouthMiamiwasadoptedbytheCityCommissiononSeptember2,2003andrevisedonMay 18,2004to
provideafeewaiverandreductionpolicyforlow-incomeSouthMiamiresidents;and
WHEREAS,theParksandRecreationDepartment,alongwith other CityDepartments,hasa
commitmenttoproviderevenuestothe City's GeneralFundbudget;and
WHEREAS,userfeeshavelongbeenacomponent of theuse of SouthMiamirecreational
facilitiesandprogramsbySouthMiamiresidentsandnon-residents;and
WHEREAS,fromtimetotimetheParksandRecreation Department willreviewthefeeschedule
todetermine whether anyfeesneedtoberevised.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI:
Section 1.ThattheCity Manager isauthorizedtoestablishtheuserfeescontainedinthe
attachedfee schedule that are associated withtheuse of SouthMiami recreational facilities and programs.
Section 2.No change willbemadetothefee waiver/reduction policy established by
Resolution #84-04-11863.
Section 3.This resolution shall take effect immediately upon execution.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI,FLORIDA,AUTHORIZING THE CITY MANAGER TO ESTABLISH A
SCHEDULE OF FEES FOR THE PARKS AND RECREATION DEPARTMENT FOR
VARIOUS RECREATION PROGRAMS,MEMBERSHIPS AND RENTALS;PROVIDING
AN EFFECTIVE DATE
BACKGROUND AND ANALYSIS:
Thecurrentscheduleof recreation program,membershipandrental fees was
unanimously adopted at the May 18,2004 City Commission meeting.The schedule
includes fees for all ofthe City's current recreational programs,and includes a resident
rateanda non-resident rate for all programs.Thefeesalso included a policy whereby
residents would be allowed to participate in programs through useoffee waivers and
reductions.
Theattachedfeeschedulecontains changes toseveral existing fees,andthe addition
ofseveralnewfees.In accordance with therevenue increase approvedbythe City
Commission during the budget hearings for the 2005-2006 fiscal year,we have adjusted
therental fees forthefieldsatPalmerPark.Thisisan increase of20%overthe
previous rate for rental of the fields at Palmer Park.We have also included fees for the
newly acquired fields at the old YMCA property.And we are recommending new fees
forcourttimeandannualmembershipsattheDanteFascellParkTennisCenter;anda
newcategoryofmembershipfeesfortheFitnessCenter.
Dante Fascell Tennis Center Fees:
As provided for in the agreement between the City andthe Tennis Center manager,
staff conducted a meeting with the contractor anddiscussedseveralitems including
courtmaintenance,court usage andcourtfees.During themeeting,thecontractor
madeseveralsuggestions concerning annual memberships astheyrelatetoDante
Fascell Park.The contractor voicedhisoppositiontocontinuingwith annual
memberships,mostly duetothesizeofthe facility.With only six courts available,and
thedemandforcourttime from somany different kindsoftennis enthusiasts
(recreational,league players,group lessons,individual lessons,etc.),it is not
uncommon for a relatively small group ofmemberstobeabletooccupya majority of
the open court time.This is particularly true when membership feesare extremely low.
The existing resident fees at Dante Fascell Park have been in effect since 2001,when
the fees were increased from $2.00to$3.00perhour,from $101.00to$150.00foran
individual membership and from $151.00 to $200.00 for a family membership.Since
that time,the courts at Dante Fascell Park were completely renovated,with the old clay
courts being replaced with a fast-dry surface.This new surface allows the courts to
drain much more quickly following a South Florida rainstorm,drastically reducing
downtime due toweather,andincreasinghoursof availability.However,the fast-dry
courts also require much more intensive maintenance including daily watering,rolling
and brushing to maintain payability.
A survey of similar clay court facilities (Salvadore Park,Key Biscayne Tennis
Association,CrandonParkTennisCenterand Flamingo Park)wascompleted,andit
showsthatthe City's existing ratesare well below almost all oftheratesat these other
facilities in Miami-Dade County (see attached).Theonly facility comparable in size to
DanteFascellParkisthe Key BiscayneTennisAssociation.The proposed new fees for
Dante Fascell Park take into consideration the size,location and make-up of the facility
ascomparedtotheseother similar facilities in the county.Theproposed changes tothe
Tennis Center fees are as follows:

Although the hourly rate would increase by$1.00,the rate fortwo hours ofplaywould
remain unchanged.The new hourly court fees would also provide an additional option
for players wishingtoplayfor VA hours.Currently,players are required to pay fortwo
hours of court time for VA hours ofplay.This rate will be reduced by $1.00 per hour.
The proposed hourly rates wouldbring the City's fees inlinewith the other publicclay
court facilities in Miami-Dade County.
The Annual Memberships being offered will benefit the player who utilizes the courts
more than once per week.A resident that plays two days per week for1 Vz hours each
day would pay $520.00 if they paidanhourly court fee.Purchasing an Annual

Membership would savethat resident $120.00 peryear in court fees.A husband and
wife playing two days per week would save $440.00 by purchasing an Annual Family
Membership.You will note that in addition to proposed increases in the Annual
Membership fees,weare proposing a new category of Annual Memberships for "Non-
Prime Time"play -a much lower membership ratethat still provides for free play from
7:30to9:00 AM and 11:00 AM to4:00PMMondaythroughFriday,and from 11:00 AM
toclosingon weekends and holidays.
Fitness Center Membership Fees:
In aneffortto increase usage oftheSouth Miami Community Center Fitness Center,we
arerecommendingthatamembershipcategorybeimplementedfor businesses within
the City ofSouth Miami.You will notethatwearerecommendingtwonewFitness
Center membership fees -one forthe"BusinessOwner"and one for "Business
Employee".The City issues over3,000occupational licenses onanannualbasis.We
feelthatbymarketing directly to these businesses located within the City thatwe will be
able to increase usage ofthe Fitness Center as well as increase General Fund
revenues.The recommended fees take into account the probability that a business
owner is also a property owner and should qualifyfora rate between the resident rate
and the non-resident rate.As further incentive to have business owners encourage
their employees tojoin the Fitness Center,thenew "Business Employee"rateisalso set
below the non-resident rate.The Parks and Recreation Department will work closely
with the Finance Department's Occupational License Clerktoverify business ownership
status.And "Business Employees"will be requiredto submit proof of employment such
as a paycheck stub ora signed affidavitfrom the business owner.
We believe that the fees that are being recommended are fair and reasonable when
compared to other publicfacilitiesinthe area that offersimilar services.However,we
will continue to review all of the fees on the attached fee schedule from time to time to
ensure that the fees remain competitive with the local market.
RECOMMENDATION:
We recommend that the City Manager be authorized to establish the attached schedule
of fees and to continue to provide the Fee Waiver/Reduction program for qualifying
South Miami residents.
