RESOLUTION NO.1 18-05-12097 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA RELATING TO THE ISSUANCE OF A CERTIFICATE OF APPROPRIATENESS FOR EXTERIOR IMPROVEMENTS TO A DESIGNATED HISTORIC BUILDING LOCATED AT 6282 SW 56 STREET (CAMBRIDGE LAWNS HISTORIC DISTRICT);PROVIDING AN EFFECTIVE DATE. WHEREAS,Application No.HPB-05-003 was submitted tothe Historic Preservation Board at its July 25,2005 meeting,said application requesting a certificate of appropriateness to permit the installation of hurricane shutters fora designated historic building located at 6282 SW 56 Street within the Cambridge Lawns Historic District;and WHEREAS,Section 20-5.19(E)(3)of the South Miami Land Development Code requires the CityCommissionto conduct apublichearingon certificates of appropriateness andtoapprove,deny approvein modified form,ordefera subject application;and WHEREAS,the Historic Preservation Board atits July 25,2005 meeting adopted a motion bya 3aye0nayvote recommending approval of the subject application;and WHEREAS,the Mayor andCityCommission of theCity of SouthMiamidesiretoacceptthe recommendation of the Historic Preservation Board. (1)Certificate Required as Prerequisite to Alteration,Etc.Pursuant toa recommendation by the Planning and Zoning Director of the need for an appropriateness review,no building,structure,improvement,landscape feature,or archeological site within the City of South Miami which is designated pursuant to this Code shall be erected, altered,restored,renovated,excavated,moved,or demolished untilan application for a "Certificate of Appropriateness"regarding any architectural features,landscape features,orsite improvements hasbeen submitted toand approved pursuanttothe procedures in this Section. (2)Standards for Issuance.The Historic Preservation Board shalladoptand may,froin timetotime,amendthestandardsby which appHcations foranycertificateof appropriatenessmaybeevaluated.Inadoptingtheseguidelines,it shall be the intent ofthe board to promote maintenance,restoration,adaptive reuses appropriate tothe property,and compatible contemporary designs that are harmonious with the exterior architectural and landscape features ofneighboring buildings,sites,and streetscapes. These guidelines may also serve as criteria for the Planning and Zoning Director to make decisions regardingtheneedforanapplicationforacertificate. (3)Procedures. (a)An applicant for a certificate of appropriateness shall submit an application to the Planning and Zoning Division and accompany such application with full plans and specifications,site plan,and samples of materials as deemed appro priateto fully describe the proposed appearance,color,texture,or materials,and architectural design ofthe building and any outbuilding,wall,courtyard,fence, landscape feature,paving,signage,and exterior lighting. Theapplicant shall provideadequateinformationtoenable visualization of the effect ofthe proposed action on the applicant's building and its adjacent buildings and streetscapes. If suchapplicationinvolvesadesignatedarcheologicalsite,the applicant shall provide full plans and specifications ofwork that may affect the surface and subsurface of the archeologicalsite. (b)TheHistoricPreservationBoardshallholdapublicmeetinguponanapplication foracertificateof appropriateness affecting designated properties inorderto make recommendations to the CityCommission. (c)The City Commission shall act uponan application within sixty (60)daysof receipt of application materials adequately describing the proposed action. TheCityCommission may approve,deny,orapproveinmodified form an application,subject to the acceptance of the modification by the applicant,or suspend action onthe application for a period notto exceed thirty (30)daysin order to seek technical advice from outside its members orto meet further with theapplicanttoreviseor modify the application.Noticeandprocedureofthe public hearingbytheCity Commission shallbe given tothe property owners)by certified mailandtootherinterestedpartiesbyadvertisementinanewspaperof generalcirculation at least ten(10)dayspriortothepublic hearing. Action:TheBoardand staff discussedtherequest.Mr.O'Donniley presentedthe staff report.He explained thaton October 5,2004 the City Commission adopted anew zoning district,the"HP- OV"HistoricPreservationOverlay.ThesubjectpropertyiswithintheCambridgeLawnsHistoric District.PursuanttoSection 20-1.19(E)oftheLandDevelopmentCode,a"Certificate of Appropriateness",is required for applications affecting the exterior (renovation,repair,painting demolitionor landscaping).Additionally,heinformedtheBoardthatbesidesthestaffreportthe HPB Minutes July 25,2005 Page2 of2 applicant has provided documentation describing the thirteen openings,hurricane shutters manufacturer,survey of the property,and photographs.The purpose of the proposed aluminum type shutters isto preserve the existing decorative wood panels on the side of the windows.The accordion type shutters are being proposed forthe remaining portion of the building,those windows that do not have decorative wood on the sides. Ms.Clyattopenedthe public hearing. TheapplicantMs.SoniaGonzalezstatedherproposaltoinstallthealuminumpanelshuttersfor thefront facade and indicated herintentto maintain the current appearance of the building. Ms.Clyatt closed the public hearing.
