WHEREAS,dueto deadlines imposedbytheStateitisvitalthatthis survey be conducted
expeditiously,therefore theCitywillusethe contract between thesame firm andthe City of Miramar,
Florida (piggybacking)in order tocarryouttheproposedEARcitizensurvey;and
WHEREAS,fundingforthesurvey consultant willbeasfollows:$10,000fromthe Planning

Associatesinthe amount of $15,000 fortheprovision of professional servicestocarry out a randomized
citizenphonesurveyfortheCity of SouthMiamiaspart of the Comprehensive PlanEvaluationand

BACKGROUND
The City of South Miami is required to submit to the State of Florida an Evaluation and Appraisal
Report (EAR)onits Comprehensive Plan.The data collection,research and documentation needed for
the preparation ofthe Evaluation and Appraisal Report requires thatthe Planning Department use
professional consultant personnel.A major part of the Evaluation and Appraisal Report is citizen input
obtained through public workshops,hearings and surveys.Attached isthe report "Summary of EAR
Citizen Input."
CITIZEN SURVEY-MAIL-OUT
InAugusttheCity's newsletter wassenttoall households.It included a19 question "Planning Issues
Survey"which household members candeliverormailbacktothe City.The questions are similar
(updated)tothe survey donein 1988 aspartofthe Comprehensive Plan research phase.Attached isa
copy of theupdatedsurveywhichwassentout.
RANDOMIZED PHONE SURVEY
Inordertoget maximum useof citizen input,a scientific random phonecall survey will confirm the
results of comments/priorities andissuesbroughtoutatpublicmeetingsthathavebeenheldwithvarious
Boardsand committees.TheEARphonesurveywillincludeslightlydifferentquestionson future
development and quality ofCity services,which willaidin determining appropriate LOS (level of
service)standards.

PROPOSAL
Thefirm of Adkins and Associates has served asa consultant tothe City inthe past.Attached isa copy
ofa proposal (proposed contract and questions)submitted bythesamefirminordertocarryouta
randomized phone survey for South Miami.Thefirmis currently carrying outsimilar services forthe
City of Miramar,Florida (P.O.#05009578).Duetothe deadlines imposed bythe State itis vital thatthis
survey be conducted expeditiously.Itis recommended thattheCityusethe Miramar contract
(piggybacking)in order to carry outthe proposed EAR survey.The survey willcost $15,000 andbe
completedwithin30days.
FUNDING
Funding forthe survey consultant willbeas follows:$10.000 fromthe Planning Department's
Contractual Services Account No.001-1620-524-3450,which account has a current balance of $25,905;

RECOMMENDATION

community.While dty staff and elected officials hear directly from community activists friends
and neighbors,survey research is designed to measure public opinion ofa random sample of
residents that is statistically representative ofthe entire population.
The information gathered in this poll can help the City better understand which services Or issues
the public is satisfied with or which services or issues need improvement,and how they would
liketo see the City plan for the future.
The first step is to examine the precincts and match them against zip codes to determine a
representative sampling ofthe City's citizens.During that same time,the questions are formatted
based on information provided by the City.It is important that the questions are worded in a
manner to avoid bias or prejudice for or against an issue;otherwise,the integrity ofthe sampling
will suffer.After the questions are approved by the City,citizens are contacted by call center
representatives under the supervision of research professionals.The calls are made until the
desired sampling is achieved.The gathered information is then assimilated and examined by
research professionals.Within 7-10 days,the City is presented with an analysis ofthe results of
the survey that includes a summary.The City will then possess a guide for determining future
