No. 095-05-12074RESOLUTION NO.95-05-12074 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,AUTHORIZING THE CITY MANAGER TO PROCEED WITH ESTABLISHING A LANDSCAPED BUFFER MEDIAN IN COMPLIANCE WITH THE "HOMETOWN PLAN"AREA 2;PROVIDING FOR AN EFFECTIVE DATE. WHEREAS,twourbandesign charrettes wereheldintheearly 1990's which resulted inSouthMiami's adopted "Hometown Plan"Area2;and WHEREAS,amongthefundamentalsintheplan accepted bytheCityisthestatement,"Streetsmustbe shadedand beautiful:thetreecanopyoverthestreets should be restored whereabsent,usingnativetrees with regular spacing";and WHEREAS thefirstofthe listed "Specific Proposals"addresses Sunset Drive from 62'"'Avenue to DixieHighway,recommending thecreation of plantingstripsandthe planting of street treesand planting "trees in the median";and WHEREAS,creating alandscapedmedian wil1(accordingtothe "Plan")slowtraffic "making Sunset Drive safer for motorists and pedestrians"because "trees accentuate the sense of speedand wil I cause drivers toslow down,"and "Street trees are crucial tothe City's imageand energy efficiency." NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,THAT: Section 1.The City Manager ishereby authorized to contact FDOTto obtain authorization and/or to take whatever steps necessaryto ensure that agency's cooperation. Section 2.TheCity Manager isalso authorized toproceedwiththe budgeting and planning of a landscaped median on Sunset Drive from 62nd Avenue to Dixie Highway,and shall bring to the Commission for their approvalan estimate of the related costs. BACKGROUND &ANALYSIS Two urban design charrettes heldintheearly 1990's resulted in South Miami's adopted "Hometown Plan"Area2.Amongthe fundamentals intheplan accepted bytheCityisthe statement,"Streetsmust be shaded and beautiful:thetree canopy overthe streets should be restored where absent,using native treeswith regular spacing." The first of the listed "Specific Proposals"addresses Sunset Drive from 62nd Avenue to Dixie Highway, recommending the creation of planting strips andthe planting of"treesinthe median."The creation ofa landscaped median will,according to the "Plan,"slow traffic "making Sunset Drive safer for motorists and pedestrians"because "trees accentuate the sense of speed and will cause drivers to slow down."The "Plan"alsostatesthat"Streettreesarecrucialtothe City's imageandenergyefficiency." The proposed resolution would authorize the City Manager to contact FDOT in order to obtain authorization and/ortotake whatever steps necessary to ensure thatagency's cooperation in establishing the landscaped median.It would also authorize her to proceed with the budgeting and planning to bring tothe Commission an estimate of the related costsfor approval. RECOMMENDATION Approvalisrecommended.
