This assessment is also required byMiami-DadeCountyin order for the Cityto receive the $1,343,000.00 from the Building Better Communities Bond Program designated for this purchase. The environmental assessment will be completed intwo phases.The Phase I Assessment will follow standards established by the American Society for Testing and Materials (ASTM Practice E-1527)and will include an analysis of historical information available for the property.The Phase II Assessment will include soil borings,sampling and laboratory analysis to check for contaminants (including petroleum products, chlorinated solvents,pesticides,methane gas,etc.)in the soil.The Parks and Recreation Department has solicited quotations for this work,and the lowest responsive quotation was submitted by Ardaman &Associates,Inc.in the amount of $5,800.00. The attached resolution would authorize the City Manager to disburse funds in the amount of $5,800.00 to Ardaman &Associates,Inc.for this work.Funding is available in the Non-Departmental YMCA Debt Service account #001.2100.519.9927 that currently has a balance of $84,000.00. The primary objective ofthe Phase I isto formulate andrenderan opinion concerning any obvious indications ofsoil and/or groundwater contamination which,if present,wouldindicatethe need forfurther,more in-depth and sophisticated procedures of exploration.The scope ofwork listedbelowis designed toprovidea standard ofcare accepted bymajorlending institutions,the Florida Bar Association,and the Florida Association of Environmental Professionals.Our report will beprepared following thecurrent ASTM Practice E-1527 "Environmental SiteAssessment: Phase I Environmental Site Assessment Process"guidelines. Thepurposeofthe Phase II istoinvestigatethe potential thatthesoilandgroundwateratthe subjectpropertyhasbeenaffectedbythe historic activities atthe site.Toinvestigatethetype ofmaterial disposed onthe subject propertyArdaman will complete8 auger boringstothewater table.The auger cuttings(soil)will be visually inspected and screened with anorganic vapor analyzer (OVA).The auger cutting interval with thehighest OVA reading will besampledand analyzed atananalyticallaboratory.Ifthe OVA indicatesnoorganic vapors inthe auger cuttings thenthe auger cuttingthat visually appears tohavethehighestpotentialtobeimpactedbya containment will be selected for laboratory analysis.A groundwater monitoring well will be installed in the same location the soil sample was collected for laboratory analysis.A groundwater sample will becollectedfromthis well and analyzed. Note that the investigation forthe Phase I mayfindadditional environmental issues.Ifadditional environmental issues are discovered,youroffice will be contacted as soon as possible. Ail samples will beprovideatoa National Environmental'LaboratoryAccreditationConference (NELAC)certified laboratory foranalysis.The asbestos survey proposal will besubmitted under separate cover. ANTICIPATED SCOPE OF WORK 1.Phase I:Site reconnaissance tovisually observe conditions that may indicate present or past generation,use,storage,or discharge of hazardous materials withinthe limits ofthe site;oron adjacent properties withina%mile radius of the site.We will require acopy ofa survey illustrating the boundaries ofthesite,as wellasitslegal description,priorto beginning our work. 2.Phase I:Review the site ownership history totryto determine.tf previous owners of businesses that have occupied the subject site may be suspected ofhandling',storing,or generating hazardous materials.Achain-of-title should be provided by the clientortheir legal representatives for use by Ardaman &Associates,Inc.Note that we can obtain a 50-year chain-of-title,if necessary,atan additional cost. 2200 North Florida Mango Road,Suite 101,West Palm Beach.Florida 33409 Phone (561)687-8200 FAX (561)640-7375 Offices in:Bartow,Cocoa.Fort Myers.Miami,Orlando,Port Charlotte,Port St.Lucie,Sarasota.Tallahassee.Tampa,W.Palm Beach Proposal FileNo.05-P-7584 Page 2 South Miami YMCA PRoperty 3.Phase I:Review historical aerial photographs showing the subject site and surrounding area in an attempt toidentify any obvious indications of past sources of contamination. 4.Phase I:Review information providedby federal,state,and local regulatory agencies to determine if any citations or enforcement actions have been filed against the current or previous site owners;or adjacent property owners withina V*mile radius of the subject site. 5.Phase II:Eight auger borings will be completed on the western portionof the subject property.The auger cuttings (soil)will be visually inspected and screened with an OVA. 6.Phase II:Asoil sample will be collected and analyzed for purgeable halocarbons/aromatics usingEPAmethod 8021,polynuclear aromatic hydrocarbons using EPA method 8310,organochlorine pesticides usingEPA method 8081A and ifsoil staining is evident,Total Recoverable Petroleum Hydrocarbons (TRPH)using the FLPRO method, if the OVA indicates the concentration ofvolatile organics is below 100 ppm EPA method 8021 will not be run. 7.Phase II:Install one temporary groundwater monitoring well to approximately 5 feet below the groundwater table.A groundewater sample will be collected and analyzed for purgeable halocarbons/aromatics using EPA method 8021,polynuclear aromatic hydrocarbons using EPA method 8310,organochlorine pesticides using EPA method 8081A and TRPH using the FLPRO method. 8.Prepare and submit a Phase I &Phase II report documenting results and recommendations for additional assessment,if necessary.The results of the water quality sample analysis will be included inthis report. TheClient recognizes that the above anticipated scope ofworkislimitedbytheClient'sbudget for these services,and that a more detailed and extensive scope ofwork,ata greater cost to the Client,may be necessary if conditions observed during the Phase I Environmental Assessment indicate possible contamination.Assessment ofairquality,surface water quality ofoff-site surface water bodies,asbestos containing building materials,lead-based paint,mold,radon,and protected species of flora and fauna are not within the scope of this authorization. SCHEDULING AND ACCESS Afterproposal acceptance,we estimate thattheproject will take approximately20-25 working days to complete,provided that achain-of-title search isnot desired.The property owner isto be informed of the nature of our work and must give permission for site access and the performance of our studies. ENGINEERING ANALYSIS AND REPORT The final Phase I &Phase II Environmental Site Assessment report (3 copies)will present our findingsand conclusions,legaldescriptionand/orpropertyinformation,historicalrecords documentation,regulatory records documentation andsite photographs if applicable. CLOSURE The Phase I &Phase II Environmental Site Assessment will be performed for the sole use of the CityofSouth Miami Parks and Recreation,theirlegal counsel,andlendinginstitution. Beforeanywork will begin,please signandreturnthe Proposal/Project Acceptance (PPA)form which authorizes usto proceed.When returning the PPAform,please complete the entire form tohelpus set upyour file correctly.Also,please provide us with the County Tax Collector property identification number,as well as the names and addresses of all parties who should rely on or receive copies of the report(s)for this project.In the event a reliance letter is requested after the project (report)has been completed and delivered,anadditional cost of $100 per entity will be charged for each relianceletter completed after thefact. Thecostfortheabovescope of services inTask2arebasedonthe contract ratesisasfollows: Geoprobe(2days)$3,200.00 Mobilization/Field Supplies '.$540.00 Soiland Groundwater Sampling (includingHASP,prep,project management)$900.00 LaboratoryAnalyses $9,729.00 Report Preparation $1,010.00 Cost Estimate for Task 2 ^$15^379.00^ Task 3:Asbestos Survey •Site Visit and Observations The survey for asbestos-containing materials will initially involve our review of building specifications,blueprints,andpreviousasbestossurveyreports,totheextentavailable. •Wewill then conduct asitevisitand observations of surfaces with spray-applied finishes, ventilation systems,areasabovesuspendedceilingsandmechanicalareas.Wewillobserve at convenient locations forthe presence offloortilebelowexistingcarpet.Afterthevisual survey is completed,wewill delineate areas that have suspect materials.Although the emphasis ison detecting friable materials,wewill sample and analyze suspect non-friable materialsforthepresence ofasbestos. •Duringoursite visit,we will field verify the information included in previously conducted asbestos surveys,tothe extent provided to us.Verification will include reviewing the location,extent andtypeof asbestos-containing materials (ACM)identified.In addition,we will review the sampling protocols employed relative to those included in the recently revised Occupational Safetyand Health Administration (OSHA)regulations. •The next step isthe selection of sample areas and sampling locations.The process will begin with the delineation of sample areas.A sample area is defined asa homogeneous area of suspect materials,which isof the same type and applied during the same general period oftime. •Once sample areas have been determined and recorded,we will take representative samples.The Environmental Protection Agency (EPA)has developed guidelines for acquiring samples and we will adhere to those guidelines inour survey when appropriate. The number of samples obtained will be based on the AHERA protocol specified in40 CFR 763.86. City ofSouth Miami -PhaseIandPhaseIIProposal July 7,2005 MA CTEC Engineeringand Consulting,Inc.Proposal Number:PROP05MIAM Task379 Laboratory Analysis Samples willbe returned toour National Voluntary Laboratory Accreditation Program (NVLAP)state accredited laboratory and analyzed using Polarized Light Microscopy (PLM)coupled with dispersion staining.PLM isthe mandated analytical method used by theEPAandOSHAforthe identification of asbestos inbulksamples.We anticipate the collectionandanalysis of upto25bulkmaterialsamplesbyPLM. TheEPArequires confirmation analysis using thePointCountprocedureto confirm materials found tocontainless than ten percent asbestos byinitialPLM analysis.If additionalsampleswarrant analysis bythePointCount procedure,wewill provide this servicefortheadditionalfeeof $100 persample,subjecttoyourauthorization. Exposure Assessment Wewill perform an exposure assessmentonareasthathavebeen identified to contain ACM.Thefollowingassessment factors havebeenjudgedbytheEPAtobeusefulinthe evaluation:evidence of deterioration or delamination;evidence of physical damage; evidence of water damage;proximity ofair plenum or direct airstream;exposure,activity andthedegree of activity;andchangeinbuildinguse. Experiencedinterpretation of information willbe required foratechnicalassessment of fiber release in order to reach decisions on abatement strategies.MACTEC has adopted the seventh draftofthe EPA's "Guidance for Assessing and Managing Exposure to Asbestos in Buildings"asa guideline for assessments. •Report Preparation •We will prepare the final report after completion of the survey,sample analysis and exposureassessment.Theapproximatequantities of materialsfoundtocontainasbestos willbeoutlinedinthereport.
