BACKGROUND &ANALYSIS:
As one ofour selected professional general engineering consultants,Milian Swain &Associates,
Inc.(MSA)will provide survey &testing services,design bid and construction phase
professional services for Manor Lane Traffic Calming and Drainage Improvements.The
professional services will be provided for the project area defined as:Manor Lane from about SW
63rd Avenue tothe intersection of SW 66th Avenue and SW 79th Street and SW 63rd Avenue from SW 72nd
Street to Manor Lane (note that SW 63rd Avenue turns into Manor Lane at 7530 SW 63rd Avenue).
The proposed traffic calming is the implementation of some ofthe recommendations of the
approved Manor Lane Traffic Intrusion Study prepared in February 2001.After the study,Miami
Dade County Public Works Department,Traffic Engineering Division reviewed the report and
expressed noobjectiontothefollowtwo traffic calming devices:
1.A landscaped traffic diverter with texture concrete at the Manor Lane &SW 78th Terrace
intersection.
2.A traffic calming device at the intersection of SW 74th Street &SW 63rd Avenue
By implementing these calming devices,we intend to eliminate the excessive traffic intrusion to
theManorLane neighborhood and prevent continued degradation ofqualityoflifeandsafety.
Inadditiontothetrafficcalmingelement,weareproposingimprovementstothedrainagesystem
alongtheproposedprojectcorridor.Ourrecordsindicatethatsome of theexistingdrainage

structures within the estimated 3,500 lineal feet project corridor are old and sub-standard.As part
of this professional service,5 percolation tests will be performed by a geotechnical engineer to
assist in the design of adequate drainage systems needed along the corridor.The proposed
improvements will include the design for required catch basins,exfiltration trenches,piping,
pavement restoration,landscaping and pavement marking.This professional service will be
funded through the People's Transportation Tax Fund account number 124-1730-541-3450,with
an account balance of $356,848.22,before thisrequest.
RECOMMENDATION:
Itis recommended thattheCity Commission approve the resolution.

PROJECT DESCRIPTION
Theproject consists ofthe preparation ofconstruction documents fortheconstructionof traffic
calmingandroadwayand drainage improvementstoManorLanefromtheintersectionwithSW
79th Streettothesouth right of way ofSW 72nd Street(Sunset Drive).Seeattached Exhibit Afor
reference.Milian,Swain &Associates,Inc.(Consultant)proposes the following Scope of
Services:
PHASE 01:SURVEY
a.The Consultant will retain the services of a professional land surveyor registered in the
State ofFloridatoperformaspecific purpose survey of the ManorLaneroadrightof
way,within the limits depictedinattached Exhibit A(±3,500 If.).
b.The Surveyor will locate all utility castings,existing driveways (identifyif asphalt,
concrete,etc.),mailboxes,trees (providetrunk diameter),medians,curbs,signs andall
other significant above ground features for the entire width and lengthofthe affected
road right of way.
c.The Surveyor will providerim/grate,invert elevations,pipe diameters and pipedirection
atall accessible drainage structures and sanitary sewer manholes.Provide cross-
sectional spot elevations @ 100'intervals and athigh and low points within the affected
roadway,including sidewalk (frontandback),swale (top and bottom),edge of
pavement and centerline/baseline.All existing elevations shallbe based on NGVD
datum.
d.The Surveyor will prepare planviewof survey to contain ALL survey information
gathered in the field and baseline of survey stationing proceeding from South toNorth
and West to East,as applicable for the project.
e.Survey will be prepared by the Surveyor inAutoCAD format using size "D"(24"x36")
sheets and the City's standard sheet titleblock format.
f.The Surveyor will provide two(2)signed and sealed hardcopies and two(2)electronic
copies to the Consultant.Consultant will provide One (1)hardcopy and one (1)
electronic copy to the City.
PHASE 02:DRAINAGE TESTING
a.The Consultant will retain the services ofa geotechnical engineer registered in the State
of Florida to perform FIVE(5)percolation tests within the Manor Lane roadway corridor
based on Test Location Map prepared and provided by the Consultant.

b.Percolation Test Procedures shall be in accordance with the South Florida Water
Management District Usual Open Hole Test (Constant Head)procedures.Tests shall be
fifteen (15)feet deep as measured from existing grade.
c.Actual field location of tests shall be offset if needed to clear existing obstructions or
utilities,ifany.Utility clearance will beobtainedbytheGeotechnicalEngineer prior to
performance of the tests.
d.TheGeotechnicalEngineer will prepareaPercolationTestReporttoinclude field test
resultsand calculated soil hydraulic conductivity (K-Value)for each test.
e.TheTestingLab performing the tests will fill allholes,cuts,orotherexcavationsmade
during the tests to avoid the possibility ofaccidentsordamagetoanypedestrianor
vehicular traffic.
f.Two (2)signedand sealed sets ofthetestreportshallbesubmittedbytheGeotechnical
Engineertothe Consultant.Consultant will submitOne(1)signedand sealed copyof
the test report to the City.
PHASE 03:DESIGN AND PERMITTING
a.Attend initial coordination (Kickoff)meeting with the City.
b.The Consultant will obtain aDesignTicketfrom Sunshine State One CallofFlorida,Inc.
and request as built information from utility companies listed as havingpotential utilities
within theproject area.In addition,theConsultant will request pertinentunderground
records from the City's department ofPublicWorks.
c.Based onreviewof the topographic survey,drainage tests and record drawings of
existing drainage system(s)within theprojectcorridor,the consultant will identify
area(s)within theroadrightofwaythatcouldbeimprovedbytheinstallationofanew
drainage system;including replacementofexisting slab-covered trenches with new
exfiltration trenches per DERM current standards.Prepare design drawings and
drainage calculationsforthe installation of exfiltration trench(Frenchdrain)systems at
the selected locations and asphalt pavement overlay throughout the roadway corridor.
d.Prepare Paving,Grading,Drainage,Traffic Signage &Pavement Markingsand
Landscaping plans forthe construction oftrafficcalming improvements in accordance
with the following recommendations described in the Manor Lane TrafficIntrusionStudy
performed by Civil Works Inc.,dated February,2001:
Alternate #6;
•Realign the intersection of SW 78th Terrace,Manor Lane andSW 65th Place to
reduce the pavement widthand establish a landscape diverter alongManorLane,
including reconstruction ofexisting pavement using stamped concrete orbrick
pavers.
Alternate #10:
•Construct a landscaped traffic island (circle)atthe intersection ofSW 63rt Avenue
andSW 74th Street,including reconstruction of existing pavementatthe intersection
using stamped concrete orbrick pavers.

d.Prepare Outline Technical Specifications for the proposed improvements and
preliminary Opinion ofProbable Construction Costs.
e.Submit two (2)copies ofthe 50%Design package tothe City for review and approval.
f.Prepare presentation material and attend one (1)public meeting with area residents to
present the proposed roadway,drainage and traffic calming improvements.The
meeting will be attended bythe consultant's Project Manager andLandscape Architect.
g.Prepare 100%construction documents incorporating City's 50%review comments,to
include all proposed roadway,drainage and traffic calming improvements.The
proposed design will address utility crossings and pavement restoration within the
affected roadway segments,pertinent detailsfor exfiltration trenches,drainage
structures,pavement restoration,asphalt pavement overlay,landscaping plan and
planting details,supporting drainage calculations and Updated Opinion of Probable
Construction Costs.
h.Edit sampleofMaster Front-End and Bid Forms provided bythe City asneededto
reflect specific conditions ofthe project.Prepare completetechnical specifications for
the proposed improvements following the format established by the Construction
Specifications Institute (CSI).
i.Submit two(2)copiesofthe 100%packagetothe City for review andapproval.
j.Prepare Final construction drawings,specifications and drainage calculations reflecting
100%review comments received fromtheCityto include Final Opinion of Probable
Construction Costs and Final Project Manual.
k.The Consultant will assist theCityinobtainingapprovalsfromthe following agencies:
•Cityof South Miami PublicWorksDepartment.
•Miami Dade DERM -Water Control Section.
•Miami Dade Public Works Department.
I.Identify allprocessingandpermitfees required bytheregulatory agencies andrequest
fees fromthe City.All applicablePermitfeesaretobepaiddirectlybythe City.
m.Prepareandsubmitthe application packagesandprocessingfeesasrequiredfor
review and approval.
n.TheEngineer will retrievethepermitpackage(s),revisetheplansif needed anddeliver
approved drawings to the City.
o.The consultant will submit the Final design package to the City containing the following:
•Two(2)sets ofthe drainage calculationsandOpinionof Construction Costs.
•One(1)electronic copyofthe final drawings,ProjectManualandOpinionof
Probable Construction Costs.
•TwentyFour(24)sets ofthe FINAL drawings and Project Manualfor bidding
purposes.
•Permit drawings approved by the regulatory agencies.

PHASE 04:BIDDING &CONSTRUCTION PHASE
TheConsultant will provide assistance during the bidding andconstruction phases oftheproject
as follows:
a.AttendPre-BidMeetingwiththeCityand prospective bidders.
b.Respondtobidder's RFI's andissueaddendaand clarification ofthe construction
documents,if needed.
c.Tabulate and evaluate bids received,check references of responsible lowest bidder and
make Consultant's recommendation to the City.
d.Attend pre-constructionmeeting with the City and selected contractor.
e.Review shop drawings of the proposed improvements.
f.Performperiodicconstructionobservationsonaweekly basis (based on a 16 week
construction period)limited to32sitevisits@2.0hrspervisit=64hoursmax.)to
observe the general status andprogressofthework.Writeanddistributeconstruction
observationreport after each site visit.
NOTE:Construction Observations by the Consultant are limitedto observing the work
and materials that are to become partofa completed project in conformance withthe
approvedconstructiondocuments.The implementation and monitoring of construction
safetyprogramsisthe responsibility oftheContractorandisnotpartoftheConsultant's
Scope of Services.TheConsultant will notbeheld responsible forContractor's
construction means,methods,techniques,sequences or procedures,or for safety
precautions and safety programs connected withthework.
g.Review Contractor's monthly paymentrequest(s)andmakerecommendationsastothe
requested payment based onConsultant's opinion oftheactual status andprogressof
the work.
h.Review request for Change Orderssubmittedbythe Contractor andsubmittothe City,
the Consultant's opinion and recommendation(s)on said Change Order request(s).
i.Perform a Substantial Completion Construction observation of the proposed
improvements,to ensure thattheworkcompleted meets theminimumrequirementsfor
substantial completion in accordance with the Contract Documents,including
preparation ofa Punch Listofany defects and discrepancies in the work.
j.PerformaFinal Construction Observationto ensure satisfactory completionofallitems
in the Punch List.
k.Recommend execution ofa Certificate ofFinal Acceptance and final payment to the
Contractor upon satisfactory completion ofall items in the Punch List and receipt ofall
necessary close-out documentation from the Contractor.
I.Obtain record drawings (as-built)from the Contractor in hard and electronic formats and
submit to the City.

COMPENSATION
Compensation shall be based on a Fixed Fee Basis.The total fixed fee for this project including
sub-consultantservicesis $68,970.00.A breakdown ofthework effort required to perform the
taskscontainedinthisproposalis included in attached Exhibits B.
The Consultant will submit monthly invoices forservicesrenderedandcosts incurred in
accordance withtheinvoicesubmittalformat contained in current Professional Services
Agreement between the City ofSouth Miami (City)and Milian,Swain &Associates,Inc.

chokers.Please re-evaluate after the implementation of3A.
Staffhasno objection to these proposals.
Staff has no objection to the installation of textured pavement
However,inour opinion mid-block,median treatment wouldbe
more appropriate and effective,rather than the textured pavement <*
Staff has no objection to the concept.However,in our opinion a
mid-block location would be more appropriate to calm the traffic.
The other alternative would be to extend the median through the
curve in order to control speeding and the accident probability.
A 4-Way Stop control existsat SW 64Courtand SW 74 Street
Sunset Drive is under the jurisdiction of the Florida Department of
Transportation(FDOT).Therefore,this request has been forwarded
to the State.

Please note that,volume in relation to the liability standards,is not reflected in the report
Results of speed studies,other than statements that speeding has been observed,are also not
provided as part of the document It is important to address these parameters in order to justify
the closure pf Manor Lane.Therefore,the Department is withholding its detennination at the
time,until the required documentation is satisfactorily submitted.
It suggested that as part of the plan,the traffic calming devices proposed in the report and
approved by the Department be implemented prior to considering a full closure.Once the traffic
pattern is set,traffic conditions along Manor Lane should be re-evaluated to determine if the
closure of Manor Lane or achoker along SW 78 Terrace east of SW 67 Avenue are still required.

♦Alternate 4-Reconstruct (widen)SW 80th Street to provide two eastbound lanes
from west ofSW 67th Avenueto US-1 andonelane west boundwith turn lanesinall
directions atthe intersection of SW 67th Avenue and SW 80th Street.Thiswill
provideadditionalstoragecapacityfortheeastboundtonorthboundleftturnat US-1.
♦Alternate 5-Install two speed humps or provide a pavement texture change on
Manor Lane,one south of SW 64th Court and the other north of SW 64th Court.
These speed humps or pavement changes will help control the speed of vehicles
around thisjogin Manor Lane.Newtype *F"curbandgutteris recommended tobe
installed at this same location to address a pavement drop-off/drainage problem at
this location.In addition,curb andgutteratthis location will help create some side
friction to reduce the speed through this roadway jog.
♦Alternate 6 -Realign the intersection of SW 78th Terrace,Manor Lane,and SW 65th
Place to reduce the pavement width and to establish a landscaped diverter along
ManorLane.Additionally,thepavementshouldbereconstructedwithinthisarea
with stamped concrete or brick to provide a textured surface to help control speeding.
♦Alternate 7-Construct a landscaped median island atthe north endof Manor Lane
whereitturnsandbecomesSW 63"1 Avenue.Thiswillslowtrafficaroundthiscurve
and create additional resistance to traffic intrusion.
♦Alternate 8-Reorientate the stop signs atthe intersection of SW 64th Court and SW
74th Street.This change in stop signs will work in conjunction with Alternate 9 to
reducetheeveningtrafficintrusionvolume.
♦Alternate 9 -Establish No Left Turn restrictions (from 4 to 6 PM)along the
westbound Sunset Drive at the intersections of SW 63rd Avenue,SW 63rd Place,and
SW 64th Court to reduce thePM Peak Period traffic intrusion to Manor Lane.

Alternate 10-Construct a small traffic island at the intersection of SW 63rd Avenue
and SW 74th Street.The traffic circle will replace the existing stop control and turn
restriction atthis intersection.Additionally,the pavement should be reconstructed
within this area with stamped concrete or brick to provide a textured surface to help
control speeding.
Alternate 11 -Stripe the centerline of Manor Lane asa "No Passing Zone"from SW
80th Street/SW 66th Avenue atthe south endto Sunset Drive atthe north end.This
will help reduce the apparent pavement width,thus increasing the "side friction"of
the roadway.In addition,the No Passing Zone will help reduce the speed along the
roadwayby delaying thefesterpace vehicles.(This alternate isnot included asan
exhibit.)
