No. 038-05-12017RESOLUTION NO. 38-05-12017 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, CALLING ON THE MIAMI -DADE BOARD OF COUNTY COMMISSIONERS TO OPPOSE ANY EXTENTION TO THE URBAN DEVELOPMENT BOUNDARY AT THE PRESENT TIME, TO ENCOURAGE INFILL DEVELOPMENT AND ADHERENCE TO THE COUNTY DEVELOPMENT MASTER PLAN AS CURRENTLY ADOPTED, INCLUDING THE ADOPTED 2003 EVALUATION AND APPRAISAL REPORT; PROVIDING AN EFFECTIVE DATE. WHEREAS, the Mayor and City Commission of the City of South Miami recognize that The City South Miami is impacted significantly by Miami -Dade County's Planning, Zoning, and County Comprehensive Development Master Plan (CDMP) policy; and, WHEREAS, the City of South Miami wishes to work with its sister municipalities and Miami -Dade County, in a regional manner, for fair, wise, and mutually beneficial policies; and, WHEREAS, the City of South Miami is aware that Miami -Dade County is under increasing pressure to extend the Urban Development Boundary (UDB) further south and west in order to allow greater, and sometimes intense, development activities to occur; and, WHEREAS, the City of South Miami is concerned that the proposed extension of the UDB will result in significant negative impacts for both the city and the entire region, including increased traffic; inadequately funded or unfunded increased costs for the provision of potable water, waste water, storm water, schools, parks and open space; and county and municipal services, including, but not limited to police, fire, and social services; and, WHEREAS, the County's adopted 2003 Evaluation and Appraisal Report (EAR) of the CDMP recommends against extending the UDB, and reports infill housing land to be in adequate supply through at least year 2020, which finding contradicts the need to extend the UDB at this time, and moreover, supports elimination of the current UDB expansion plan; and, WHEREAS, the city, like other municipalities within Miami -Dade County, is currently engaged in its own state - mandated EAR; and Additions shown by underlining and deletions shown by eveFs4iking. No. 38 -05 -12017 WHEREAS, the city and the other municipalities should be provided adequate time to complete their state- mandated EAR processes prior to the County issuing a major expansion of the UDB or a major revision to the county's existing CDMP; and, WHEREAS, the South Miami -Dade Watershed Study and Plan, a comprehensive study underway jointly by the South Florida Regional Planning Council, the South Florida Water Management District, and Miami -Dade County, will not be completed until late 2005, is intended to provide data essential to any consideration of moving the UDB or amending the CDMP, and should not be preempted; and, WHEREAS, Miami -Dade County is legally obligated to participate with state and federal efforts to restore the Greater Everglades Ecosystem, which could be significantly impacted if the UDB is moved, and proper analysis of those impacts has not been completed and should not be preempted; and, WHEREAS, the Mayor and City Commission call upon Miami -Dade County to oppose any extension of the UDB at this time, and alternatively, call upon the County to adopt a policy encouraging inf ll development in accord with the existing adopted CDMP and EAR: NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA; Section 1. The above - referenced whereas clauses are incorporated by reference into this resolution. Section 2. The City of South Miami hereby advises the Board of County Commissioners in and for Miami -Dade County that the city opposes any change to the Urban Development Boundary at this time, and urges Miami -Dade County to do the same, for the reasons outlined above. Section 3. The City of South Miami hereby advises Miami -Dade County and its Board of County Commissioners that it supports county policy that encourages infill development and adherence to the CDMP as currently adopted, including the adopted 2003 EAR, currently being drafted into code. Section 4. The City Clerk shall provide executed copies of this resolution to the Mayor of Miami -Dade County, each member of the Miami -Dade Board of County Commissioners, as well as each municipal City Clerk in Miami - Dade County for the purpose of distributing copies to members of their respective governing councils.
