No. 001-05-11980RESOLUTION NO 01-05-11980 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO TRANSFER UP TO $15,900 PER YEAR OVER THREE (3) YEARS, FROM THE FEDERAL FORFEITURE - OPERATING ACCOUNT #615 - 1910 -521 -6430 TO THE FEDERAL FORFEITURE- LEASE/PURCHASE POLICE VEHICLES ACCOUNT #615- 1910 -521- 4450; AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE (3) YEAR RENTAL AGREEMENT WITH ROYAL RENT -A -CAR TO PROVIDE RENTAL VEHICLES USED IN SPECIAL OPERATIONS AND INVESTIGATIONS BY THE POLICE DEPARTMENT; PROVIDING AN EFFECTIVE DATE WHEREAS, the Police Department engages in certain special investigations which sometimes necessitate the utilization of rental vehicles that can be replaced frequently; and WHEREAS, the requested expenditure is a lawful use under the Attorney General's Guidelines on Federal Forfeitures. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT; Section 1. The City Manager is authorized to transfer up to $15,900 per year for a three -year period from the Federal Forfeiture- Operating Account #615 -1910 -521 -6430 (with a current balance of $47,656) to Federal Forfeiture -Lease /Purchase Police Vehicles Account #615- 1910- 521 -4450. Section 2. The City Manager is authorized to disburse a sum not to exceed $15,900 per year over a three -year period from the Federal Forfeiture-Lease/Purchase Police Vehicles Account 4615 -1910- 521 -4450 for vehicles for special operations and investigations by the Police Department. Section 3. The City Manager is authorized to enter into a three -year rental agreement with Royal Rent -A -Car to provide rental vehicles for use in special investigations. Section 4. Street level crime interdiction and drug enforcement are both performed by the officers of the SIU. These are ongoing criminal investigations, long and short term. Undercover vehicles can only be used for a short period of time before they are identified. Hence, the Department is continuously tarring in these vehicles for different ones. This allows the unit to continue operations at optimum levels. Royal Rent -A -Car, in the past, has supplied this agency with vehicles which are appropriate for the assignments while maintaining officer safety. We will be piggybacking on the City of Hollywood contract. This will be a three (3) year rental agreement starting at $633.55 per month per vehicle, which includes maintenance (oil changes, tires and tie rotation) with up to a 2% per year CPI adjustment. Some of the area agencies currently using Royal Rent -A -Car are Hollywood Police Department, Pembroke Pines Police Department, FBI, DEA, and Miramar Police Department.
