A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SOUTH
MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO DISBURSE
$6,950.00 TO ADAPTIVE DIGITAL SYSTEMS, INC. FROM THE POLICE
DEPARTMENT'S OPERATING EQUIPMENT ACCOUNT #01 -1910- 521 -6430;
FOR PURCHASING A HAWK 8/8A DIGITAL VIDEO /AUDIO RECORDER;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, one of the most critical aspects of an uncover investigation is the proper documentation
of transactions; and
WHEREAS, the Hawk 8 /8A digital video /audio recorder is currently the state of the art, reliable and
widely used by law enforcement agencies across the United States; and
WHEREAS, Adaptive Digital Systems, Inc. is the sole source and only manufacturer & direct
distributor of the Hawk family of convert recorders; and
WHEREAS, the funding for this purchase .was budgeted and approved FY2006 /07 in the Police
Department's Operating Account 401- 1910 - 521 -6430, with an account balance of $58,330.01 before this
request; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The City Manager is authorized to disburse $6,950.00 from the Police
Department's Operating Account # 01- 1910 -521 -6430 for the purchase
of a Hawk 8/8A digital video /audio recorder.
Section 2. The funding for this purchase was budgeted and approved FY2006/07 in the
Police Department's Operating Account 4 01- 1910 - 521 -6430 with an account
Balance of $58,330.01 before this request.
Section 3. This resolution shall take effect immediately upon execution.

Request: The Police Department is requesting to purchase a Hawk 818A Digital
Video /Audio Recorder, which was approved in the FY2006/07 budget; for
documenting undercover operations for the Special Investigations Unit.
Reason /Need: One of the most critical aspects of an uncover investigation is the
proper documentation of transactions. The Hawk 8 /8A video /audio
recorder is the currently the state of the art, reliable and widely used
unit by law enforcement agencies across the United States.
Adaptive Digital Systems, Inc. (ADS) is the sole source and only
manufacturer & direct distributor of the Hawk family of convert
recorders. The hardware & software is proprietary to only ADS.

Adaptive Digital Systems, Inc. is the sole source and the only manufacturer direct
distributor of the EAGLES, MONOS, FLEX9, HAWK, FALCON family of covert
recorders. In addition, the WRIS, and optional Officer Safety Transmitter (OSRFT),
support microphones, HAWKEYIE and HCAM cameras, complementing Digital
Recorder Support Emits (iiRSU), RF-SW, USHI module, the Portable Digital Recorder
Support Unit (PDRSU), and the SCRIBER system, are also manufactured and
distributed by ADS. The listed products are exclusive designs and are only manufactured,
advertised and distributed by ADS. The hardware and software is proprietary to ADS.
ADS made equipment carries a "Standard Warranty" for the Life of the product.
Commercially available recorders are not applicable for surveillance operations for
a number of reasons. The key ones are:
® There is no protection built in for the digital data, hence in court the
evidence can be questioned as to having been altered
• Commercial units normally do not consider range of operation, with poor
audio ran-C and in video, the resolution of the eamera is lore, fence facial
recognition is hampered
i Commercial units may have removable media such as Compact Flash cards
which causes a problem in the "chairs of custody" rules of evidence handling.

new ones, which is another violation of DOJ rulings.
Some commercial units use rotating media for storage. The noise generated
by such devices makes these unsafe in undercover work
• Commercial units would tend to be larger in size, typically 2X, maldng their
use in undercover operations inherently unsafe
our recorder technology has been around for over 15 years. We have over 20,000 video /
audio units in the field. Federal, State, Local and even courts overseas have examined and
have had no problems with our recorders because of the evidence protection we put into
it and because of the technology and the procedures we use.
