The Land Development Code requires that a "Certificate of Appropriateness" (COA) be approved for any building permits affecting the exterior (renovation, repair, painting, signage, demolition or landscaping) of a designated structure). The approval process requires review by the Historic Preservation Board and a public hearing by the City Commission. The Commission may approve, deny, approve in modified form, or defer a COA application. The applicant plans to install a semi - circular driveway in front of the residence. (See Attachment "A "). The driveway design and location is shown on the survey /plan (See Attachment `B "). The driveway will consist of decorative brick pavers and which will cover 625 sq.ft. The style of brick pavers is similar to several others in the district (See Attachment "C ") The driveway will cover 625 sq.ft. The addition of the pavers will not exceed the permitted impervious surface, which is 2400 sq. ft. for this property. (40% of 6000 sq. ft.) The placement of the driveway may eliminate a number of trees in the front yard and will require a tree removal permit and possible mitigation. HISTORIC BOARD ACTION The Historic Preservation Board reviewed the applicant's proposed plans at its October 29, 2007 meeting. The Board then adopted a motion by a vote of 6 ayes 0 nays recommending approval of the requested Certificate of Appropriateness with four conditions. RECOMMENDATION It is recommended that the Commission approve the "Certificate of Appropriateness" for the (2) installation of a brick paver driveway at the front of the residence located at 6267 SW 57 Street as shown on the applicant's plans and marked "Exhibit "B" with the following conditions set forth by the Historic Preservation Board: 1. The applicant shall be responsible for repair of any damages to the public sidewalk in front the subject property and restoration of the swale. 2. Mr. Perez advised that staff was concerned with the placement of the driveway because it may eliminate some trees. The applicant will require a tree removal permit. Staff recommended approval of the Certificate of Appropriateness with the condition that the applicant shall abide by HPB Minutes Excerpt October 29, 2007 Page 2 of 2 all the conditions set forth in the staff report. Ms. Clyatt indicated she visited the location and noticed the applicant has done nice work with the property and found the work to be an asset to Cambridge Lawn District. Mr. Perez stated that staff too feels that it will be a great asset, however, staff was concerned with the landscape as well as correcting any possible impacts which may occur to the swale area. Mr. Perez translated for Mr. Humberto Olivera, the contractor, who was in attendance representing the applicant. Mr. Hochstim commented on the setback requirements. He also questioned whether or not the City required the applicant to provide a landscaping mitigation on the plans. Mr. Olivera advised that the side setback originally was written on the proposed plans however it was brought to his attention by staff that the setback was incorrect. He corrected the mistake by handwriting in the five foot setback between the driveway and the neighbor's property line. In response to Mr. Hochstim concern regarding landscaping, Mr. Youkilis advised that it comes later when the tree removal permit is applied for. Mr. Hochstim suggested that in the future the Board should require a landscape survey indicating the current trees. Mr. Youkilis advised that it could be done. Mr. Hochstim also recommended that the walkway should be removed and replaced with additional landscape. The applicant responded that the owner will consider the Board's requests. Motion: Mr. Hochstim moved to add a condition to the Certificate of Appropriateness approval; that the walkway be removed and replaced with trees. Mr. Ruiz de Castilla seconded.
