Application No. HPB-07-007, requesting a Certificate of Appropriateness to allow for the
replacement of a front facade window at a single family residence located at 6210 Miller Road;
and
WHEREAS 6210 Miller Road is located within the Cambridge Lawns Historic
District which is an "HP-OV" Historic Preservation Overlay Zone; and
WHEREAS, pursuant to Section 20-1.19(E) of the Land Development Code, a
"Certificate of Appropriateness", is required for applications affecting the exterior (renovation,
repair, painting, signage, demolition or landscaping) of properties designated historic; and
WHEREAS, Section 20-5.19(E)(31) of the South Miami Land Development Code
requires the City Commission to conduct a public hearing on certificates of appropriateness and
to approve, deny, approve in modified form, or defer a subject application; and
WHEREAS, the Historic Preservation Board at its May 29, 2007 meeting adopted a
motion by a vote of 6 aye 0 nay vote recommending approval of the subject application for
the fagade window replacement at 6210 Miller Road as shown on the attached Exhibit "A"; and
WHEREAS, the Mayor and City Commission of the City of South Miami desire to
accept the recommendation of the Historic Preservation Board.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. Historic Preservation Board Application No. HPB-07-007 requesting a Certificate
of Appropriateness to allow for the replacement of a front facade window at a single family
residence located at 6210 Miller Road is hereby approved as shown on Exhibit "A", attached to
this resolution.
Section 2. This resolution shall be effective immediately after the adoption hereof.

APPLICANT'S REQUEST
The applicant, Mr. Robert Whitman has submitted Application HPB-07-007 requesting approval
for the replacement of a front window with single hung windows at his home located at 6210
Miller Road. The subject property is within the. Cambridge Lawns Historic District. The Land
Development Code requires that a "Certificate of Appropriateness", be approved for any building
permits affecting the exterior (renovation, repair, painting, demolition or landscaping). The
approval process requires review by the Historic Preservation Board and a public hearing by the
City Commission. The Commission may approve, deny, approve in modified form, or defer a
COA application.
HISTORIC BOARD ACTION
The Historic Preservation Board reviewed the applicant's plans at its May 29, 2007 meeting. The
applicant stated that he wished to replace the non-historic awning windows on the facade of his
house with single hung windows having an historic design. The applicant accepted the Board's
suggestion that the upper part of the window contain a six pane configuration. The Board then
recommended approval by a vote of 6 ayes 0 nays. Attached is a graphic illustration submitted by
the applicant.(see Exhibit A, Revised 7-10-07).
RECOMMENDATION
It is recommended that the Commission approve the "Certificate of Appropriateness" for the
window replacement at 6210 Miller Road as shown on the Applicant's Exhibit "A".

Request: Window Replacement
Action: Mi. Whitman advised that the home has no historic look due to the awnings currently
installed. He intends to replace the non-historic awning windows on the fagade with single-hung
windows having a historic design. The windows will be compliant with Miami-Dade's Impact
Window Code. He advised he would like to preserve the historic look and at the same time
provide hurricane protection.
Ms. Dison questioned if his intent was to remove the bahama shutters and replace them with
windows. Mr. Whitman responded that the shutters have been there and are apart of the
character of his home therefore, he wants to leave them. He does not want to change much. He
was mainly concerned with installing impact glass and getting back to the historical look, an
appearance consistent with the 1930's. The awnings will be left however, the glass windows will
be replaced, he stated.
Mr. Kurtzman questioned whether or not the windows were aluminum frame. He stated the
proposed windows seem to be three vertical panes above one single large pane and it gave the

impression of an arts and crafts project. He asked if he has given any thought to replacing them
with six panes as opposed to three over one large pane. Mr. Whitman responded that the
windows would be aluminum and that he proposed the three panes over one large pane due to the
simplicity of creating that look however, if the Board has any preferences regarding aesthetics he
was open to suggestions. Mr. Kurtzman questioned if the applicant would oppose six panes over
one. The applicant responded that he will create the divisions as the Board recommends.
Ms. Shelley agreed that the three vertical panes would look like arts and crafts and stylistically,
six panes would appear more as keeping the character of the house.
Ms. Dison commended the applicant for his efforts and sensitivity in maintaining the character of
the district.
Ms. Clyatt advised Mr. Whitman to install the historic plaque on his property.
Mr. Youkilis advised the applicant that his application will go before the City Commission in
July. He also requested that the applicant redo the graphic and provide staff with a copy.
Motion: Mr. Kurtzman moved to approve the Certificate Of Appropriateness under the
following recommendation. Ms. Shelley seconded.
® The applicant shall install a window with six panes as opposed to one pane configuration.
