No. 065-08-12662RESOLUTIONNO. 65-08-12662 WHEREAS, applicant Maria Barcena (Maria-Maria Skin/Body) Dubey has submitted Historic Preservation Board Application No. HPB-08-014 requesting a Certificate of Appropriateness approving the installation of a hanging sign in the first floor arcade on a designated historic site at 5851 Sunset Drive (Shelley Building 5837 Sunset Dr.).; and WHEREAS, pursuant to Section 20-5-19(E) (3) of the Land Development Code, a "Certificate of Appropriateness" is required for applications affecting the exterior (renovation, repair, painting, demolition or landscaping); and WHEREAS, Section 20-5.19(E)(3) of the South Miami Land Development Code requires the City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny, approve in modified form, or defer a subject application; and WHEREAS, the Historic Preservation Board at its March 31, 2008 meeting adopted a motion by a vote of 7 ayes 0 nays recommending approval of the requested Certificate of Appropriateness; with a condition as follows: removal of telephone number and the bottom two lines; and WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the recommendation of the Historic Preservation Board. Attached is a drawing of the hanging sign and two location photographs. The sign area is 30" x 14" which is below the maximum permitted size (3 sq.ft.)of a banging sign. HIS'T'ORIC BOARD ACTION The Historic Preservation Board reviewed the applicant's proposed sign at its March 31, 2008 meeting. It is the policy of the Planning Department and the Historic Preservation Board that should only be used to "identify" a business and its location and that phone numbers and advertisement slogans should not be permitted. At the Board's request, the applicant agreed to remove the phone number and advertisement slogarr from the lower part of the sign. The Boar& then adopted a motion by a vote of 7 ayes 0 nays recommending approval of the requested Certificate of Appropriateness. RECOMMENDATION It is recommended that the City Commission approve the "Certificate of Appropriateness" with a modification as follows: removal of telephone number and the bottom two lines, as recommended by the Historic Preservation Board. Signs shall be uniform in size and design within a single property, but may vary in lettering style and color, provided that they are compatible and coordinated with other signs for individual establishments in the same development. Indirect illumination is permitted. Mr. Kurtzman questioned the exact location of the proposed sip and its relation to the existing "Lucky Paw" sip. The applicant replied that that the sign "Maria-Maria" will replace the "Lucky Paw" sip. Ms. Shelley requested to see a copy of proposed sip colors and the applicant provided the Board with a business card illustrating the desired colors.
