Subject: To purchase and install audio and video equipment for recording and
broadcasting meetings held in the Chamber.
Reason/Need: Approval is sought through the attached resolution to issue a Purchase order
to Digital Video System Inc. for furnishing, installation and training of the IT
department employees regarding new audio and visual equipment. The new
equipment is needed in order to more efficiently record and archive chamber
meetings; as well as to provide faster and easier access of meetings for the
community.
The new audio and visual equipment will provide audio and visual recording
quality of meetings held in the chamber as well as archiving. With new
cameras and audio equipment, many productive changes will occur that will
help to improve customer service for the city's citizens and employees. We
are recommending Digital Video Systems, Inc., because they are the lowest
bidder. Attached are the three bids received.

JERROLL R. TYSON, President
Jerry graduated from the University of Florida with a degree in Electrical
Engineering. He began his career in the electronics industry at Hi-Fi Associates as
Chief Engineer where he managed the service department, designed systems and
custom circuitry. Jerry also did some interesting work as a Field Engineer for
Chrondek. He designed, installed and serviced the timing and sound systems for
several of the major drag racing strips around the country. Jerry returned to HiFi
Associates for about a year and a half before founding NuPhase Electronics
(originally called Audio Workshop) in 1975. NuPhase name change to Digital
Video Systems in 1999.
In 1975, the company was primarily servicing consumer audio equipment (e.g.,
McIntosh, Otari, Denon, Yamaha). The company then began servicing cruise
ships. The cruise lines asked NuPhase to sell them equipment so the company
would take care of the warranty work. The company in sales. It started with sound
and lighting equipment, then video, satellite systems, closed circuit, multimedia,
video conferencing, video servers. Past I history lead to the prominence DVS has
achieved in satellite systems, with the cruise industry.
DINO MAPJKOS, Madne Services Dire I ttair
Dino graduated from New York University Institute of Audio Research. He has a
degree in Audio and Broadcast Engineering. His background includes
management of a radio station in Miami, Florida and operation of his own security
system installation company.
Since joining DVS in 1999, he has helped to establish DVS as a premiere vendor
of satellite systems to the marine industry. His ability to manage a project and
solve the unexpected problems makes him invaluable to DVS and our customers.
RYAN HAYv FaN TedidcL-m
Ryan received his Associate of Science degree in computer and electronics
engineering technology from ITT Technical Institute. He is experienced in
troubleshooting DC, AC digital and complex circuitry down to the component level.
Ryan is skilled in the use of trouble shooting equipment such as DMM,
Oscilloscopes and Logic Probe using this equipment to verify capacity, resistance,
voltage, and frequency. He has an in-depth knowledge of PC maintenance and
installation of hardware. He is a Professional AV Technician and Installer with over
5 years experience. Ryan is a certified Sea-Tel satellite technician.
STEVEN ISMAEIv Fidd Techhkdan
Steve is an expert in Electro Mechanics with knowledge of and training in fiber
optic wiring. He has also received training in building and assembling satellites
dishes and domes. He fabricated and designed an 18' plasma frame for Miami-
Dade College ETCOTA Project. He has experience in field termination and is a
cable pull specialist. Steve has supervised numerous satellite installations on
cruise ships and US Naval vessels for DVS.
KEVIN ALONSO, Installer
Kevin started with DVS as a part time employee. Because of his capabilities he
became a full-time employee in 2006. His knowledge of satellite installations has
rapidly advanced. Kevin can trouble shoot the system and handle any problems
that may occur on an installation anywhere in the world. He is extremely valuable
to DVS and is a SeaTel Certified Technician.
TONY GONGORA, VP of Engineering
Tony graduated from Florida |OheOl3UOO@| University with 8 degree in BeCthC8|
Engineering. He has been a valuable member 0fthe DVS management team since

experience in sales and marketing. In 1982, he joined Brand§mart USA as the
Export Manager. Later, Jorge became Manager of Brandsmari's new Industrial
Video department, which became their most profitable division. In 1 1988, he helped
start Centennial Video Systems, the professional video division,of a local satellite
distributor. Within five years, sales increased in excess of $6 million. In the fall of
1894, Jorge joined the owners of NUPhase Electronics to create Digital Video

Greg has been a Florida Certified Public Accountant since 1972 and has over 20

18 ye8FS' Greg has worked with DVS as an independent certified public

NIGEL STABLES, VP of Operations
Nigel joined D\/G in 2007 and is responsible for managing all aspects of our

having worked as the Director of Broadcast and Audio Visual services for Carnival
Cruise Lines for the past 18years.

Rafael earned his degree in Electronics Engineering from GiD10D Bolivar «
After graduating, he began his career as the Service Department Manager for University. e

and post-production maDteFS, and performed a few concert ho|| installations. From
there, Rafael was the Engineering Manager for the Panasonic Broadcast
representative specializing in the design of component T.V. stations. He then went
on to be 3 Field Engineer for Centennial Video Systems and expanded his scope
to include 'Apple Macintosh and Silicon Graphics computers. In 1993' he was
responsible for the design and installation of one Ofthe first component digital post-
production companies in Central America. Rafael joined the DVS teem as 8 Field

students of South Florida with unprecedented classroom multimedia technology.
Besides design and systems integrations in South Campus, Medical Campus and
North Campus, DVS designed and performed AV integration of the Down Town
Campus ECOTA building. This project included multimedia systems in over 18
classrooms, one auditorium and main lobby area. The integration included
Crestron systems throughout. Econtrol. Sony EVID series camera were integrated
into each classroom for recording of lectures. DVS designed and successfully won
the bidding on this project. Bidders, included all major AIV Systems Integrators in
Florida.

OM School of Psychology
Holland America Lines chose Digital Video Systems, Inc to design and integrate a
new broadcast studio and satellite system for their entire fleet of S & R and Vista
class ships.
This multi-million dollar project was placed in the capable hands of Mr. Rafael
Pineda, DVS' Senior Systems Engineer to design and manage the installation of
the broadcast studios and Mr. Jerry Tyson, DVS' President and lead engineer for
the tracking satellite system. Together with other engineers and technicians from
our engineering department and other company resources, they have managed to
pull off a very large and complex project without problems and on time.
The design for the broadcast studio called for new and innovative ideas never
before used on a cruise ship studio. With the support of some of the industry's best
manufacturers and our engineering expertise, DVS came up with a system that is
now the envy of the cruise industry.

summer. We are elated with the results and our students and faculty are indeed

summer. 1, as well as my superiors, have complete confidence in Digital Video
Systems and have relied on them to complete large tasks in small timeframes.
Renovating classrooms is very difficult at a busy university because classes are in
use nearly year round. Digital Video System works around normal hours to
complete the projects in a timely manner. No other company that I have worked
