WHEREAS, traffic improvements to attain pedestrian friendly environment are vital to the lives of all residents of The City of South Miami; and WHEREAS, in accordance with Resolution Number 131 -07 -12516 passed on July 21St, 2007, the City secured the services of Kimley -Horn & Associates, Inc. to prepare a Traffic Improvement Plan for the City of South Miami Mango Terrace Neighborhood area bounded by S.W. 69th Avenue on the West, S.W. 67th Avenue (Ludlam Road) on the East, S.W. 80th Street (Davis Road) on the South, and S.W. 72nd Street (Sunset Drive) on the North; and WHEREAS, the City Commission adopts the Traffic Improvement Plan for the City of South Miami Mango Terrace Neighborhood area bounded by S.W. 69th Avenue on the West, S.W. 67th Avenue (Ludlam Road) on the East, S.W. 80th Street (Davis Road) on the South, and S.W. 72nd Street (Sunset Drive) on the North. SOUTH NOW, THEREFORE, BE IT RESOLVED/ORDAINED BY THE MAYOR AND CITY OF ! !; Section 1. The Mayor and City Commission of the City of South Miami adopt the Traffic Improvement Plan for the City of South Miami Mango Terrace Neighborhood area. Section 2. B-1-CKGROUND & ANALYSIS: In response to concerns raised by residents on cut-thru traffic, and speeding on local residential streets, in the City of South Miami Mango Terrace Neighborhood area, the City of South Miami retained the services of Kimley Horn & Associates, Inc. (KHA) to perform a traffic study to develop a Traffic Improvement Plan (TIP). The traffic study was done to assess existing traffic conditions, determine if improvements are necessary to reduce cut-thru traffic, maintain vehicle speeds at a suitable level and recommend options for traffic improvements. Based on the traffic study results, the TIP was developed to address traffic concerns from neighborhood residents. In the process of developing the TIP, KHA conducted field observations, traffic counts, vehicle speed measurements and analysis. In addition to this, a total of (4) four public workshop meetings were held with residents from the Mango Terrace Neighborhood area, where the first two public workshop meetings served to obtain input from concerned neighborhood residents, and subsequently, the last two served to present the preliminary and draft final recommended options for traffic improvements, which ranged from traffic calming measures to speed limit reductions. The TIP also identifies and discusses concerns from residents related to traffic violations and illegal parking caused bey the existing school bus/parent drop-off from Ludlam Elementary School on SW 67 Avenue. Therefore, as part of the last public workshop meeting held, the City had representatives from the Miami Dade County School Board participate in the workshop meeting and present an update on the latest plans for relocating the school bus/parent drop-off area from SW 67b Ave. Just prior to the last public traffic workshop meeting, KHA also presented the TIP to Miami-Dade County Traffic Engineering Division for concurrence as the agency having jurisdiction over traffic. As a result of the meeting with Miami Dade County Traffic Engineering Division, KHA informed City staff and residents that the County had no objections to the majority of the recommended traffic improvements of the TIP, but recommended the use of an alternative traffic calming measure instead of raised intersections, which was addressed by KHA in the final draft TIP and presented to City staff and residents. REASON/NEED: Adoption of the proposed Traffic Improvement Plan for the City of South Miami Mango Terrace Neighborhood Area will allow for initial planning and implementation of the plan, which will significantly address traffic concerns raised by the residents. Moreover, the majority of the neighborhood residents who have participated in the public workshop meetings have expressed their full support for the TIP along with the updated relocation plan for the bus/parent drop-off area from SW 67th Ave. as presented by MDCPS representatives for Ludlam Elementary School. As per the attached supporting documentation, City staff recommends adopting the TIP for the City of South Miami Mango Terrace Neighborhood area. FOR NEIGHBORHOOD TRAFFIC MANAGEMENT PLAN IN AN AMOUNT OF $23,100.00 TO BE CHARGED TO ACCOUNT NUMBERS 001-1790-519-3100 AND 001-1790-519-3450; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the Mayor and City Commission wishes to provide transportation planning and traffic engineering services within the study area, which is bound by the CSX Railroad Corridor on the West, Ludlum Road (SW 67th Avenue) on the East, Davis Drive (SW 80th Street on the South and Sunset Drive (SW 72nd Street) on the North; and .
