Commissioner Beckman and Assistant City Manager Balogun delivered a brief overview of the City's
Master Plan expectations for South Miami Park which are focused on holistic resolution of the somewhat
divergent goals and objectives for the park as expressed by various stakeholders including the City,
YMCA, sports program vendors, and the surrounding neighborhood interest groups. A range of
alternatives will be considered leading to a consolidated master plan for future park development. Tom
Carlson summarized the preliminary project schedule developed by MC Harry (see attachment).
Issues and Interests
`l. peak demand for parking far exceeds current capacity (101 spaces on site not including handicap
parking spaces) and must be remedied.
2. toilet facilities serving the playing field environment are extremely inadequate,
3. perimeter security is critical to developing a safe play environment.
4. noise control is an interest of the surrounding neighborhood.
5. evening sports events would require field lighting that may be of concern to the surrounding
neighbors if 'light spill' is not controlled.
6. pedestrian and bicycle access must be well integrated into the master plan
7. pedestrian paths to be secure due to children safety
8. fields to have capacity to have multiple games occurring at same time (possibly 5 at a time)
'YMCA
1. the indoor activities center proposed by YMCA for this parks part of a larger program to develop
family oriented facilities throughout the county, and cited the 52,000 sf Westin Regional Park
project as a good example of what they hope to achieve.
2. YMCA representatives distributed copies of their `Initial Schematic Design' document, dated
December 2007, and describing their proposed architectural program for a +/- 35,000 sf
(minimum build out) facility; related plans and elevations, and a tentative schedule identifying a
start of construction in December 2009.
3, the proposed architectural program includes lobby/entry and support space,
maintenance/mechanical areas; youth/community areas; wellness venues; aquatic center; and
locker rooms.

that MC Harry is the city's parks master planning consultant. Following a brief review of discussions from
the Wednesday, January 23d meeting with stakeholders, Tom Carlson solicited comments from the city
planning representatives.
Note: immediately following the meeting, Tom Carlson picked up from the planning office a collection of
excerpts from the South Miami Land Development Code prepared by the planning director. This
information included a zoning map of the South Miami Park property and surrounding areas; page 94
parking requirements; and pages 30 thru 36 defining the 'permitted use' in each zoning district.
