professional services for the preparation of Phase 2 of Master Plan for South Miami Park; and
WHEREAS, MCH will complete the services not covered by services approved by Resolution
Number 211 -07- 12596; and

REQUEST: Authorizing the City Manager to approve professional service work order for Master
Planning Services of the proposed recreational building for the City's South Miami
Park.
REASON / NEED: Since the purchase of South Miami Park, The City of South Miami has noticed that
the current programs and activities have outgrown the support facilities available to
park patrons. In our continued effort to properly plan South Miami Park; we have
secured a proposal from MC Harry & Associates (MCH) to continue with the
second phase of the project. Phase two of the project focuses primarily on the
building that will provide adequate toilet facilities, concession areas, and necessary
office space. It is our intent to "piggyback" on the attached Professional Service
Agreement between Town of Miami Lakes and MCH.

Following a brief introduction by Cesar Garcia, Tom Carlson reviewed the master plan (Option D3)
approved by the city commissioners earlier this year. Following are a variety of comments and
suggestions arising out of a roundtable discussion regarding the programming of the proposed buildings
on the site:
1. Kimley- Horn's Due Diligence Study draft copy was discussed and only 1 major issue was
encountered: The unknown factor of whether a lift station is necessary or not. It was established
that one might be necessary for this project if the volume of waste per day exceeds 5000 gallons,
which is likely. If installed, it may want to be sized to accommodate the increase in waste volume
attributed to future adjacent development originating from both the PI Zone park property and
David Fairchild Elementary school. As a clarification, the report only dealt with the PR Zone
portion of the park property and not with the PI (YMCA development area) Zone.
2. PROGRAM. Based on input from all, the possible program would be as follows:
a. Entrance feature that would create a friendly meeting point as well as make an entry
statement with `curb appeal'. It would also be a waiting area with protection from the
elements and would provide the following:
i. Restrooms
ii. Manned information center
iii. Picnic shelters to fit 4 picnic tables each
iv. Children's play structure
b. Without drastically reducing the approved parking count, a drop -off area could be created
at the entrance and if possible should provide covered access to the parks main
entrance.
c. Landscape buffering between buildings, play areas, fencing and the street is also
recommended.
d. Middle buildings would have the following program:
i. Maintenance storage room for storage of: 1 small tractor, 1 riding mower and
1 cushman cart.
ii. Recreation Storage for storing equipment, uniforms etc. This room should be
provided with shelving against the walls equipped with hanging area. Dutch
doors should be provided with access from east field and west fields for
distribution of equipment and uniforms. It should be away from the access to
the concessions so as to avoid heavy traffic build up.
iii. YMCA representatives suggested that a secure location for the storage of
soccer goals be made part of the program. This does not need to be an
indoor space.
iv. 3 to 4 individual office spaces on the 2 "d floor
V. Open `viewing area' on the 2nd floor that allows visibility of the west and the
east fields.
vi. Concessions area facing the ground floor breezeway.
vii. 2 Janitors closet, one on each floor.
viii. Indoor tot -lot (look at one at Key Biscayne Rec Center)
ix. Restrooms. There shall be no showers.
X. An elevator
3. Also discussed was:
L Changing out pedestrian swing gates along north and south fences and
placing baffles instead.
ii. Adding double swing gates with mountable curb at west end fence to
accommodate Cushman as well as emergency vehicle access (EVA) to site.
Entrance drop -off (refer to item 2.b) would act as EVA access to east fields.
4. There shall be no provisions of barbeque grills, as this was considered in conflict with the field
house concessions development.
5. Attendees representing the YMCA raised some concerns with the approved master plan. Key
among these issues was the lack of adequate parking within the PI Zone to service their
proposed development. Tom Carlson suggested that the YMCA and the city would likely need to
develop a `shared parking program' sometime in the future. Ajibola Balagun pointed out that
these issues must be addressed with the City Commission, and were therefore not able to
discussed in this meeting.
In conclusion, MCHarry will create a preliminary space allocation concept plan based on the above
information and present to the City staff for further discussion. We will also provide Cesar Garcia with 2
options of concessions plans so that he may choose 1 or the other or a hybrid of the 2.

buildings:
1. It was suggested and agreed to by all that the Field House building, located between the east and
west athletic fields, would likely be 2 stories in height in order to accommodate the programming
interests expressed during the master plan phase of this South Miami Park project.
PROGRAM.
Based on input from all, the following program elements were identified for consideration:
a. Middle buildings would have the following program (please refer also to Meeting Minutes
#1 dated 10- 20 -08):
i. Maintenance storage.
ii. Recreation Storage for storing equipment, uniforms etc.
iii. 1 office space on the 2"d floor that would have view of both east and west
fields. There should be no need for more than 1 large office space.
iv. Open viewing area on the 2"d floor that allows visibility of the west and the
east fields.
V. Concessions with 3 point access: breezeway, east and west. There is
steadfast agreement that concessions would not have cooking capabilities,
therefore precluding need of grease trap, hood, etc. It is suggested that a
dedicated cooking patio be provided outside of the building and building
overhang that would accommodate grill and /or deep fryer, and should be
directly accessible to the concessions entrance door. Concessions also
needs generous storage space not just for supplies but also for afore
mentioned grill and deep fryer as well as counter space to house hot dog
rotisserie equipment and cotton candy machine.
vi. Large Multi- purpose Room that can be divided into 2 so that 2 programs
can be housed simultaneously. (yoga, pilates, aerobics, etc.)
vii. 2 Team Meeting Rooms or Locker Rooms
viii. Activity Room
ix. Restrooms: (Boys, Girls — housed in entrance buildings) Male, Female
X. Possibility of a gymnasium
A. Buildings and site should have Wifi capabilities.
3. YMCA currently hosts an after - school program for students at David Fairchild Elementary School,
at the school itself. If an after school care program is offered at the new SM Park, it should not
compete with the YMCA program but rather enhance it through an integrated
educational /recreational program and helping them to enroll more students.
4. The Murray Park Community Center is currently overused. This new SM Park facility creates an
opportunity to ease the demands placed on Murray Park and to expand program availability.
5. The demand for Soccer programs and Flag Football programs exceeds current capacity within
the city. This SM Park project needs to intensify the scheduled use of the playing fields.
6. It may behoove the City to make the Field House larger to accommodate more activities if the
YMCA is not going to build their proposed 35,000sf, $10M, building complex. Cesar Garcia
stated that the YMCA is moving forward with their plans, and is scheduled to build and be
operational by December 2010 according to the terms of their contract. The City is responsible
for assisting the YMCA achieve this goal. The YMCA has not, as yet, requested specific
assistance, however the planning and design team, the City and the residents must assume that
the YMCA will meet their obligation and plan for that eventuality.
7. In terms of field programs and field utilization, Cesar Garcia informed the group that, per contract,
the YMCA is entitled to 10% usage of the playing field environment. However, over the past 2
seasons they have utilized more than this. It may not be prudent to now or in the future cut the
YMCA's field utilization back to the contracted 10 %, since this will most likely have a negative
affect on the children and the parents of the community.
In conclusion, MCHarry will create a preliminary space allocation concept plan for the building component
of the master plan based on the above information and present to the City staff for further discussion.

Commission approval of the South Miami Park Master Plan Park master plan last year; touching on the
key elements of the master plan as follows:
1. The park property is approximately 10 acres in size and split into two parcels; one approximately
2 acres in size, zoned PI — Public Institutional, and current home to the YMCA swimming pool.
The other parcel is approximately 8 acres in size, zoned PR — Parks and Recreation, and is the
focus of the current programming and conceptual design study.
2. Last years master planning initiative was organized around three critical factors, the need for
toilet facilities, access to additional onsite parking, and maximizing organized open field sport
activities for both adults and children.
3. The master plan delineates a loop road with 250 additional parking spaces in the PR zoned
portion of the park, including a half -mile vita course /walking path around the perimeter; an entry
feature; and a field house to house concessions, additional toilet room facilities, and support
space.
The current programming and conceptual design studies have been developed in collaboration with city
staff, and the parks and recreation board with community input. The programmed activities and space
requirements arrived at through this effort include:
A. Entry Feature
1. two options for accommodating vehicular drop -off and pick -up maneuvers
2. an information /ticket booth flanked by entry /exit swing gates
3. a north side and south side picnic shelter, each with men or women toilet rooms
4. a tot lot and bicycle storage racks
B. Field House — Level One
1. level one breezeway access to toilet rooms and concessions space splits the ground floor
layout into a north and south side series of spaces.
2. level one south side includes locker rooms, athletic equipment room, racketball court,
rock climbing wall, and a children's playroom.
3. level one north side includes concessions back -of- house, break room, field equipment
and park maintenance equipment storage, and controlled access elevator to second
floor.
4. there are three separate open stairs to the second floor
C. Field House — Level Two
1. level two breezeway located directly above ground floor breezeway splits the second
floor layout into a north and south side series of spaces.
2. level two south side includes two separate multipurpose activity spaces demised with an
operable partition.
3. level two north side includes a game room, a third multipurpose activity space, park
administrative offices, storage and support spaces.
The floor plans derived from the programmed spaces and their adjacencies in each building (entry feature
and field house) are the basis upon which the architect has developed two distinctly different architectural
expressions, one characterized as 'traditional' with a pitch roof, the other characterized as `contemporary'
with a flat roof. Tom Carlson reviewed each design concept utilizing color images of a 3D computer
model.
The vice mayor was asked to comment on his preference for 1) the entry feature drop -off and pick -up
configuration, and 2) the architectural expression deemed most appropriate for South Miami Park;
responding as follows:
1) preference was expressed for the dedicated drop -off lane
2) preference for the architectural expression was reserved for a later date

1) By unanimous decision, a vote of 5 to 0, in favor of the dedicated drop -off lane
2) By unanimous decision, a vote of 5 to 0, in favor of the 'contemporary' design concept

Park and Recreation Board comments and recommendations:
1. They are pleased with the overall design of the fields
2. They like the cul -de -sac created along 58th Avenue
3. For the vehicular drop -off area at the main entrance they recommend Option 1 (dedicated drop -
off lane)
4. For the architectural expression for the buildings they recommend Option 1 (traditional). (Please
note that this is a deviation from the voting outcome of the Park and Recreation meeting on 03-
05-09, when option 2 (contemporary) was chosen. Refer to meeting minutes.)
Public Remarks:
Patrick Flood — likes that floor plan of the field house but would like to see the building on the east side
so that all the athletic fields are grouped together without interruption. He also envisions a duplication of
usage when and if the YMCA builds their facility.
Ryan Devareaux — based on petitions from the community surrounding SMP, this plan, akin to a sports
complex, is not favorable to the residents. From the current configuration of the park, there has been an
increase of 315% (actual increase is 270 %) in parking and a decrease of 45% in green space. This
proposed master plan will bring more traffic along 58th Avenue which, at current, barely accommodates
the elementary school traffic. Additionally, having 2 different programs, SMP and YMCA, will bring even
more traffic into the park.
Sharon McCain — In her opinion there was not sufficient notification given to the neighborhood and
cautions the board to involve all residents surrounding the park even though they are not within the City of
South Miami.
Commissioner Remarks and Responses to the Public:

Response to community members Ryan and Patrick: usage of park would be regulated through
scheduling of events among SMP, YMCA and David Fairchild Elementary School so as to alleviate
possible overuse of the facilities and to minimize traffic congestion. (This was also stated by
Commissioner Beckman)
Response to community member Sharon: this public meeting was duly advertised to the public.
Architectural expression: expressed a preference for Option 1 (traditional — pitched roof)
Vice Mayor Beasley
Architectural expression: his preference is Option 2 (contemporary — flat roof) but is understanding that
most would prefer Option 1 (traditional — pitched roof) and will acquiesce to majority choice.
Commissioner Beckman
Response to community members Ryan: This master plan gives better usage of this park in the over 50
years since he has been patronizing it. It will not only benefit the community at large but also the
elementary school, and will greatly alleviate the parking of cars on the streets throughout the
community.
Architectural expression: his preference is Option 1 (traditional — pitched roof) but will be in accordance
with whichever one is chosen.
Drop -off at Main Entrance: Option 1 (dedicated drop -off)
Response to Master Plan and Programming: Not only is an elevator costly, it also takes up space; can it
be removed. He is concerned with proper drainage of site once the existing swale is being removed
under the proposed master plan. Also states that the possible glare from a silver metal roof would be
distracting to players on the field; a green roof would be better.

Elevator — this is a code requirement and cannot be removed from the project.
Drainage — an adequate drainage master plan for these improvements will be developed for the project.
Metal Roof — multiple colors including a green roof are available.
