No. 031-09-12840RESOLUTION NO. 31 -09 -12840 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA RELATING TO THE ISSUANCE OF A CERTIFICATE OF APPROPRIATENESS PURSUANT TO SECTION 20- 5.19(E)(3) OF THE LAND DEVELOPMENT CODE FOR THE EXPANSION OF REAR BEDROOMS, INSTALLATION OF SWIMMING POOL, AND RELOCATION / RECONSTRUCTION OF WOOD DECK ON A RESIDENCE LOCATED AT 6282 MILLER DRIVE WITHIN THE CAMBRIGDE LAWNS HISTORIC DISTRICT, PROVIDING AN EFFECTIVE DATE. WHEREAS The applicant, Carolyn Parada, has submitted Historic Preservation Board Application No. BPB -08 -022 requesting approval for exterior renovation and remodeling which will include the addition of square foot floor area and a pool to a designated single story historic building located at 6282 Miller Drive within the Cambridge Lawns Historic District; and WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting, signage, demolition or landscaping) of properties designated historic; and WHEREAS, Section 20- 5.19(E)(3) of the South Miami Land Development Code requires the City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny, approve in modified form, or defer a subject application; and WHEREAS, the Historic Preservation Board at its August 25, 2008 meeting adopted a motion by a vote of 6 ayes 0 nays recommending approval of the requested Certificate of Appropriateness; and WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the recommendation of the Historic Preservation Board. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. All of the renovation work will be on the west side and in the rear yard of the home. The recommendation of the Historic Preservation Board will be transmitted to the City Commission for final approval. PROPOSED RENOVATION The applicant is proposing the following renovation/remodeling work: (A) Expansion of the two existing rear spaces and master bath of the house, adding 325.33 square feet of living area; (B) The reconstruction of an existing wood deck, to be located behind the new addition to the home; the new deck will be smaller than the current deck (281 sq.ft. to 186 sq.ft.); (C) The expansion of new living area (325.33 sq. ft.) and the new covered terrace (18631 sq.ft.) will total 511.64 sq. ft. of new addition to the home; (D) Construction of a 288 sq. ft. swimming pool in the rear yard; (E) Relocation of a small condensing writ from the rear of the home forward to the east side of the building. SITE PLAN ANALYSIS The staff has checked the renovation work and additions to assure compliance with all the standards and requirements for the RS -3 zoning district. The additional living space which will bring the total building coverage to 1,685.39 sq, ft. which is below the maximum allowed 1,800 sq. ft. The addition of the pool and expanded living space will result in 2,261 sq. ft. of impervious coverage which is below the maximum allowed 2400 sq. ft. HISTORIC BOARD ACTION At its August 25, 2008 meeting the Board adopted a motion by a vote of 6 ayes 0 nays recommending approval of the requested Certificate of Appropriateness with a number of conditions requiring the applicant to make technical revisions to the submitted plans before being sent to the City Commission for final decision. These revisions can be seen in the attached minutes of the Historic Preservation Board (August 25, 2008) and in follow -up letters from staff to the applicant. The applicant submitted revised plans in December 2008, however, a number of revisions were needed. The applicant has now re- submitted revised plans (dated 1 -7 -09) which contain all of the requirements ordered by the Historic Preservation Board. RECOMMENDATION It is recommended that the City Commission approve the "Certificate of Appropriateness" to allow for the proposed renovation and addition work at the designated historic site at 6282 Miller Drive, as shown on the applicant's plans marked `Exhibit "A" attached to this resolution. The additional living space which will bring the total building coverage to 1629 sq, ft. which is below the maximum allowed 1800 sq. ft. The addition of the pool, a paver area and expanded living space will result in 2009 sq. ft. of impervious coverage which is below the maximum allowed 2400 sq. ft. The staff has also determined that the existing site plan must be modified as follows: (1) the wood deck must be 5 feet from the property line; site plan must be modified to clearly indicate the required side setback; 6282 SW 56 Street COA/Variances Page 2 of 2 (2) the proposed pool must have side setbacks of 10 feet; site plan must be modified to clearly indicate the required side setbacks; (3) the condensing unit and concrete slab in its new location must have a minimum side setback of 5 feet; this unit is located on the east side of building and should be placed on the west side. The site plan adjustments indicated above will avoid a request for variances. DESIGNATION REPORT (Cambridge Lawns) Design Review Guidelines- (p. 131 (2) A. Guidelines for Mediterranean Revival style. Preserve the following characteristics: • Irregular Plan Shape • Broad areas of uninterrupted surfaces covered with textured or smooth stucco O Cast stone or concrete ornament concentrated around windows and doorimays • Clay barrel the roof coverings • Combination of roof types includingflat, hip, or gable General The Secretary of the Interior's Standards for Historic Preservation Projects With Guidelines for Applying the Standards 11979) as may be amended. RECOMMENDATION The above guidelines are applicable to all fagades of an historic building. The applicant's submitted plans show a very general appearance of the rear structural addition. The applicant has been advised to bring additional graphics /photographs to the meeting indicating existing conditions and illustrating the proposed new rear fagade. It is recommended that the Board approve the proposed renovation subject to: the submission of a revised site plan with the corrections indicated above in Site Plan Analysis (1) thru (3); and the presentation of renderings /photographs providing satisfactory demonstration of the compatibility of the new rear fagade. The only thing that will change will be the size otherwise the deck will remain the same, the same materials will be used. Mr. Hochstim advised that the site plan shows this property is already at the 8 feet setback requirements therefore it will meet the five foot requirement. He also advised that the deck step requires four steps and a railing due to the number of steps that will be required. He questioned the shape of the roof in that the elevation illustrates it will be a flat roof but the photographs show it as a hipped roof. The applicant replied that the elevations sheet will be corrected at the time of submitting for permit. Mr. Youkilis advised that the site plan should be adjusted to show the railings and the five foot setback requirement. He also advised that the condenser unit illustrated on the east side of the building must be relocated to the west side of behind the wood deck. The applicant agreed to relocate the condenser unit to the west side of the property.
