A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA, SENDING A MESSAGE A G TO
URGING THE PUBLIC SERVICE COMMISSION THAT SOUTH MIAMI
SUPPORTS A "FEED -IN TARIFF" TO MAKE ROOFTOP SOLAR
PANEL INSTALLATION AFFORDABLE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of South Miami wishes to pursue roof-top solar installation
through a local program that would diffuse financial risk. One model is the Berkeley, California
"FIRST" program, which allows homeowners to finance solar installations through the city; and
WHEREAS, rooftop solar installations for a typical residence costs about $12,000 with
currently available rebates. A Feed -in- Tariff system would shorten the pay -back time and bring
solar power within reach for many of our citizens. Roof top solar is safe, clean, and requires no
additional power lines because the power is generated where it is used; and
WHEREAS, many South Miami citizens would gladly install roof -top solar if it were
made affordable. A local model is already in place: The City of Gainesville has instituted a
Feed -in- Tariff through a city -owned energy utility company, Gainesville Regional Utilities,
boosting solar installations significantly; and
WHEREAS, the Public Service Commission recently rejected FPL's current
conservation program as too limited and is requiring FPL to explicitly expand support for
conservation and clean energy generation. The time is right for South Miami to send a message
to the Public Service Commission in support of a program to make roof -top solar affordable for
businesses and home - owners.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:
Section 1. The Mayor and City Commission hereby sends a message to urges the
Public Service Commission in support of a "Feed -in Tariff' to make rooftop solar panel
installation affordable for the South Miami businesses, residents and homeowners.
Section 2. This resolution will take effect immediately.

BACKGROUND AND ANALYSIS
The attached resolution sponsored by Mayor Feliu, once again supports the South Miami
Green Task Force and Jason Chandler, Gray Read, Kristin Hebert, Marice Chael, Charles
Ruiz de Castilla and Alex Remos, in their new recommendation that South Miami
supports a "Feed -in Tariff' to make rooftop solar panels installation affordable to all the
residents of South Miami.
