WHEREAS, the City of South Miami has received a grant from the Miami -Dade County Office of Grant Coordination for the purpose of providing additional weekend meals to South Miami senior residents; and WHEREAS, Construction Catering, Inc., is a Miami -Dade County approved vendor which currently provides food service for several senior centers across the County, including the South Miami Senior Center; and WHEREAS, Construction Catering, Inc., will provide the weekend meal delivery service for an amount not to exceed $18,400.00. NOW, THEREFORE, BE IT RESOLVED /ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. That the City Manager is authorized to execute a service agreement with Construction Catering, Inc., for the provision of weekend meal delivery service for South Miami senior residents. Section 2. Reason /Need: The City of South Miami has been awarded a grant from the Miami Dade County Department of Human Services to provide weekend meals to South Miami senior residents. In order to continue providing this service as efficiently and effectively as possible, it would be in the City's best interest to contract with an experienced food catering service to continue preparing and delivering the meals. Cost: The attached resolution would allow the City Manager to execute a service agreement with Construction Catering, Inc., a qualified Miami -Dade County vendor. Construction Catering has provided this service to our seniors for the past three (3) years as part of this program. The service agreement allows for Construction Catering, Inc., to provide two meals per weekend to approximately 60 seniors per week at a cost of $3.40 per meal. Not to exceed $18,400.00 Funding Source: Funding for this purchase is included in the current Fiscal Year budget in the Miami - Dade County Office of Grant Coordination — Senior Meals Program account number 114- 2041 -572 -3450. If the service agreement is on this same agenda is passed, this account will have a current reimbursable balance of $18,400.00. Service Agreement Meals are based on the four – cycle four -week menus attached which are designed for the nutrition of adults by a licensed nutritionist, meeting the usual, one -third RDA required. Construction Catering will be closed on the following dates: Labor Day, Christmas Day, and New Years Day. Any other holidays not mentioned in this contract, may also be observed. We will cooperate on providing meals for these holidays and special arrangements including additional cost to be determined. Special meals will be provided as needed with sufficient notification from Monday through Friday only. Special meals may be Box Lunches. The food will be transported in thermos containers in order to maintain the proper temperature required by law. As a reminder, we are a current food vendor or supplier for The Miami Dade County. The cost per meal will be $ 3.40 per person for 60 clients receiving 2 weekend meals every week. Food quality is to be nutritional and of a good quality. Portion sizes are standard adult portions and labeled as often as practicable on the menus. All meals will be prepared and guaranteed in accordance with Miami Dade County Bid # 2365- 4/09. This Agreement will expire on January 15, 2010 or when a Fiscal Year (FY) 2009 -2010 contract is executed, whichever comes first. This Agreement is being executed in an effort to maintain continuity in the provision of services by your organization and to facilitate the disbursement of County funds to your organization for said services. The FY 2009 -2010 contract will be for the service period October 1, 2009 to September 30, 2010. Please submit all documents requested in your award letter by the deadlines established in the award letter in order to facilitate the execution of a FY 2009 -10 contract by no later than January 15, 2010. By acceptance of this Agreement, your organization understands and agrees that if a contract is not executed by January 15, 2010 then the business relationship shall be terminated and no further payments shall be made to the organization for services rendered after January 15, 2010. 1 hope that nothing of this sort will happen, but I am insistent that both staff and providers know how critical it is to get annual contracts executed to ensure that services will be rendered beyond January 15, 2010. During the period of time covered by this Agreement, City of South Miami must comply with the attached draft 2009 -10 Scope(s) of Services and Budget(s), which are both subject to change at the County's sole and absolute discretion. In addition, all other requirements in the organization's FY 2008 -09 Service Agreement with Miami -Dade County and all of the relevant attachments to said agreement shall remain in full force and effect. The organization must also provide program activities in accordance with the attached draft Scope(s) of Service, complete all progress reports, and submit all reports and data according to the FY 2008 -09 Service Agreement requirements. Additionally, once this Service Authorization Agreement is fully executed, your organization is authorized to request up to a maximum twenty -five (25 %) percent advance per funded program in order to incur allowable expenses in accordance with the line item budget, narrative justifications, and calculations that are reflected in the attached preliminary budget(s).
