WHEREAS, the Police Department must maintain it's radio equipment to insure a dependable communication system for the safety of the public and police officers; and WHEREAS, the radios now in use are over ten years old and the requested radios will replace old radios and serve to help update the communication system. WHEREAS Miami -Dade County's Enterprise Technology Services Department, operates and maintains the Miami -Dade Police Department's radio system, which the South Miami Police Department's radios operate on. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. The City Manager is authorized to purchase the radios from Miami -Dade County's Enterprise Technology Services Department, in an amount of $21,771.10 to be charged to account number 1910 -521 -6430 (Operating Equipment) which has a balance of $25,126.00 before this expenditure. Section 2. That this resolution shall take effect immediately upon execution. PASSED AND ADOPTED this 1 6 tlday of June : 2009. Ajibola Balogun, City Manager _-A E5 From: Robert F. Richardson II, Chief of Police Date: June 16, 2009 Agenda Item No: 5 RE: Purchasing Police Radios Resolution: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE ONE MOBILE AND FIVE PORTABLE MACOM POLICE RADIOS FROM MIAMI -DADE COUNTY'S ENTERPRISE TECHNOLOGY SERVICES DEPARTMENT IN AN AMOUNT OF $21,771.10 TO BE CHARGED TO ACCOUNT NUMBER 1910 -521 -6430 (OPERATING EQUIPMENT), PROVIDING FOR AN EFFECTIVE DATE. Request: The Police Department is requesting to purchase one mobile and five portable police radios from Miami -Dade County's Enterprise Technology Services Department (ETSD). ETSD programs and maintains the Miami -Dade Police Department's radio frequency, on which the South Miami Police Department's radios have operated on since 1988 per Resolution No. 129 -88 -7043. South Miami Police is the only municipal agency that has a direct dispatch link with the Miami -Dade Police Department via a computer aided dispatch system and that system works off of that radio frequency. Reason/Need: The Police Department needs these new police radios to replace existing police radios that are beyond economic repair. The police radios currently in use by the police officers are over ten years old and are very expensive to repair. In many instances, replacement parts are obsolete from the vendor. The new radios will comply with an upcoming upgrade planned by the Miami -Dade Police Department. Although these police radios can be purchased through the Cooper General Corporation, their cost exceeds that of ETSD. Furthermore, ETSD is the sole vendor for programming these radios with specific Miami -Dade Police encryptions. Cost: $21,771.10 — The current balance in this account is $25,126.00 ($3,351.00 after this expenditure).
