WHEREAS the applicant, Fernando Barberena acting on behalf of property owner Ivan Melnikov, is requesting a Certificate of Appropriateness for the installation of hurricane shutters/ storm panels on windows; and the replacement of the front door for a residence located at 6242 SW 56 Street, which is a contributing building within the Cambridge Lawns Historic District; and WHEREAS, pursuant to Section 20- 5.19(E) of the Land Development Code, a "Certificate of Appropriateness ", is required for applications affecting the exterior (renovation, repair, painting, signage, demolition or landscaping) of properties designated historic; and WHEREAS, Section 20- 5.19(E)(3) of the South Miami Land Development Code requires the City Commission to conduct a public hearing on certificates of appropriateness and to approve, deny, approve in modified form, or defer a subject application; and WHEREAS, the Historic Preservation Board at its November 24, 2008 meeting adopted a motion by a vote of 6 ayes 0 nays recommending approval of the subject application for the installation of hurricane shutters/ storm panels on windows; and the replacement of the front door for a residence located at 6242 SW 56 Street, which is a contributing building within the Cambridge Lawns Historic District; and WHEREAS, the Mayor and City Commission of the City of South Miami desire to accept the recommendation of the Historic Preservation Board. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. Historic Preservation Board Application No. HPB -07 -024 requesting a Certificate of Appropriateness to allow the installation of hurricane shutters/ storm panels on windows; and the replacement of the front door for a residence located at 6242 SW 56 Street, as shown on the applicant's graphic photographs marked "Exhibit "A" attached to this resolution. The approval process requires review by the Historic Preservation Board and a public hearing by the City Commission. The Commission may approve, deny, approve in modified form, or defer a COA application. APPLICANT'S PROPOSAL The applicant is proposing to perform the following installations: (1) Front Windows — removable storm panels mounted on permanent tracks; (2) Side / rear windows- permanent accordion shutters with matching color and storm panels; (3)Front Door- replacement of front door with hurricane resistant impact door. The applicant's submitted material includes the COA Application, and photographs of the current facades with the proposed shutters, storm panels, and new front replacement superimposed. (D- N) HISTORIC BOARD ACTION The Historic Preservation Board reviewed the applicant's proposed plans at its November 24, 2008 meeting. The Board adopted a motion by a vote of 6 ayes 0 nays recommending approval of the requested Certificate of Appropriateness. RECOMMENDATION The proposed shutters, storm panels and replacement door are similar to hurricane replacements used on other houses in the historic district. The new additions are sensitive to preserving the current color schemes and should not detract from the historic architectural style of the home. Mrs. Cabrera - Hernandez responded that it is to her understanding that the applicant is not required to be present at the meeting. Ms. Dison commented that the pictures were very well documented, but it looks as if the work has been completed. Mrs. Cabrera - Hernandez commented that the work is super imposed. Mr. LaMonica recommended that in the future applicants need to identify what has been photo shopped. Mrs. Cabrera- Hernandez commented that the front window and the sides will be replaced with the hurricane shutters and storm panels. Mr. Hochstim questioned whether the front door would be made of glass, wood, metal and if the doors would be impact resistant. The applicant replied that the front door is going to be replaced by a hurricane resistant steel door with wood framing He then commented that it is white with six panels and it will loop very similar to the one that is being replaced. 2 Mr. Ruiz de Castilla questioned if a glass door were to be installed, would it impact the historic district. Mr. Hochstim responded no. Mrs. Dison commented that it would present a design challenge. Mr. Hochstim was concerned if the metal guides being used for the shutters on the three windows would stop at each window or carry through. Mrs. Cabrera- Hernandez responded that the front windows will have two horizontal metal guides above the arches. Mr. LaMonica questioned if the shutters are going to be slid in rather than accordion. Mrs. Cabrera - Hernandez replied yes, meaning while the rest of the house is to be accordion shutters not horizontal. The applicant commented that there is a seal that runs cross the three windows. He then commented that the track on the bottom will extend beyond the seal. At the top of the track will be a soffit that is above the arches and will be painted the same color of the house. This applies to the front door and window on the porch and the three windows. Mr. Ruiz de Castilla questioned if any shutters were going to be placed to block the door. The applicant responded no, it is not needed. The applicant then commented that the porch door and window will have removable panels and small tract on the bottom and top and will be painted the color of the house. Mr. LaMonica questioned if the work in "Sheet E" was completed or was it photo shopped. The applicant replied that it was photo shopped. Mr. LaMonica commented that the accordion is far more unsightly than the ones placed on the real home. The applicant responded that the accordion is a real accordion that was used for another project, but it is to just give the Board members some prospective. He then commented that the accordion will be standard aluminum the color and will match as close as possible to the house. Mr. Ruiz de Castilla commented that all the windows that are not being shown from the street will have shutters and the ones shown will have panels and the back doors will also have accordions. The applicant gave the Board members a detailed description on the photographs and which windows will door contain an accordion or panel. Mr. Hochstim complemented the applicant on the presentation. Mrs. Dison questioned if the owner had displayed the historic plaque on his home. The applicant responded, yes. Mr. La Monica thanked the applicant for attending the meeting.
