A Resolution waiving $1,767 for a portion of parking meters, street closure
fee and the required Public Works staff person for this event; not including
other fees and services which will be rendered and paid by VolksBlast, Inc.,
a non-profit organization, which will hold its event on February 9, 2014, in
the downtown South Miami area on Sunset Drive showcasing classic cars.
Background: VolksBlast, Inc., a non-profit organization, has submitted a Special Event Application to
hold its classic car show on February 9, 2014. For the past several years, VolksBlast,
Inc. has held their event in the City of South Miami, showcasing 200 classic cars.
VolksBlast, Inc. will provide a list of entertainers/bands and any other activities
occurring during this event. An insurance accord naming the City as an additional
insured will be provided to the City in January of 2014. There will be a logistic meeting
with Police and Public Works Department through the Special Events Coordinator, in
the beginning of January, 2014.
VolksBlast, Inc. has paid $500 deposit, $100 administrative fee, and $60 application fee;
totaling $660.
The applicant has requested for the following fees to be waived:
• Public Works (I employee plus FICA)
• City Meters ($25 X 37 meters in Lot B behind Chase Bank)
• Street Closure (1,300 linear feet X .25)

The estimated cost for Police personnel is $1,560 (3 officers @ 13 hours x $40 per
hour), and the cost for City meters (Sunset Drive from US I to Red Road, 59 spaces at
$25 each) will be $1,475; with a combined total of $3,035.
For last year's event, on December 18, 2012, under Resolution # 258-12-13815, Volks
Blast, Inc. was given approval to hold the event and the City Commission waived
services and fees for Public Works, street closure fee, and 37 metered parking spaces
(Lot B), providing for a total waived amount of $1,767.
Furthermore, in sections 2 and 3 of Resolution #258-12-13815, the cleaning of the
streets will be the sole responsibility of VolksBlast, Inc. The Public Works Department
or a City's representative will check to see if the area was cleaned to the City's
standards. If standards are not met, then the deposit of $500 will be used to cover the
cost of personnel to clean up. The approximate cost is $517 (I employee including
FICA).

In summary, if the above mentioned fees are waived $1,767 (37 parking meters behind
Chase Bank -Lot B, street closure fee and I staff person from Public Works), then
VolksBlast, Inc. will pay $3,035. This amount would cover the remaining services for
Police personnel-3 officers and 59 City meters -Sunset Drive from US I to Red Road.

WHEREAS, VolksBlast, Inc. will pay $3,035 before the actual event of February 9,
2014, covering the cost of the remaining services mentioned (Police personnel -3 officers; 59
City meters -Sunset Drive from US I to Red Road). (The amount of $3,035 includes the
waived fees of $1,767, for the above mentioned fees and services). (Total cost for all fees and
services would be $4,802 minus $1,767 waived amount).
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section I. The City Manager is authorized to approve VolksBlast, Inc's event to be held
on February 9, 2014, in downtown South Miami area on Sunset Drive, subject to VolksBlast, Inc.
delivering to the City, prior to the event, the City's required indemnification agreement and
proof of city required insurance.
Section 2. Waiver in the amount of $1,767 is approved by the City Commission, and
payment of $3,035 for the remaining services provided by South Miami Police, and payment for
City meters (located on Sunset Drive), will be paid prior to the event.
Section 3. The cleaning of the streets will be the sole responsibility of VolksBlast, Inc.
The Public Works Department or a City representative will check to see if the area was cleaned
to the standards of the City. If not, then the deposit of $500 will be used to cover the cost of
personnel to clean up. The approximate amount for a Public Works employee is $517 (I
employee including FICA).
Section 4. If any section clause, sentence, or phrase of this resolution is for any reason
held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect
the validity of the remaining portions of this resolution.
Section 5. This resolution shall become effective immediately upon adoption by vote of
the City Commission.

Volksblast funds a: membership helps build Habitat house in South Miami.

Total contribution to Habitat and various charities increased to $70,000.
Hot VW Magazine features the show in monthly issue.

A police officer for employment that is indigenous to their law enforcement authority commonly referred to as "Extra-Duty"
employment. The following policies and· procedures must conform in order to schedule a police officer for employment on a
temporary or infrequent basis:
>-The·South Miami Police Department shall be the final authority in·determining the minimum number of officers required to police a
particular event. If more than three officers are hired, a supervisor must also be hired, The City Manager Office and South·Miami
Police Department will determine the supervisor to officer ratio for larger'events.

. duration. Currently the rate for Extra-Duty Police Officer is $40 per hour & $50 per hour for Supervising Officer, plus a $3.00 charge for

RESOLUTION NO. 258-12-13815
A Resolution authorizing the Acting City Manager to permit Yolks Blast Inc.,
a 5()1 ( c ) 3 non-for-profit organization to hold its event on January 20, 2013,
in the downtown South Miami area on Sunset Drive, showcasing classic cars.
WHEREAS, Yolks Blast Inc, a 501 (c) 3 non-for-profit organization, has submitted
a Special Event Application; and,
WHEREAS, for several years the Yolks Blast Inc has held their classic car show event
in the City of South Miami; and,
WHEREAS, the applicant has requested permission to hold its event on January 20,
2013; and,
WHEREAS, the applicant has paid for the deposit fee of $600, and an application fee
of $60.00; totaling $660.00; and,
WHEREAS, the applicant will pay for all service rendered by the Police Department
in a total amount of $ 1,400.00, and City meters at $1,475.00 ($25.00 per meter per day X 59
meters), totaling $2,875.00 for all services; and,
WHEREAS, the applicant is seeking a waiver of the street closure fee in the amount of
$325.00 (1,300 linear feet X.25-closure of Sunset Drive from US1 to Red Road); and,
WHEREAS, on December 13,2010, a resolution (#276-10-13310) approved a waiver for
the street closure fee in the amount of $1 0,000; and,
WHEREAS, during the past year, this flat fee was modified through the Fee Schedule
under Ordinance Item -Temporary Full Road and Sidewalk Closure charging .25 per linear foot
(as mentioned above); and,
WHEREAS, in a meeting with the former City Manager Hector Mirabile, Commissioner
Harris and Mr. Stickley, ofVolks Blast Inc, it was concluded that the Public Works Department
will not be involved in this event. The cleaning of the streets will be the sole responsibility of
Yolks Blast Inc. Public Works Department will have a representative check to see if the area
was cleaned to the standards of the City. If not, then the deposit of $600.00 will be used to cover
the cost of personnel to clean up. The total amount is approximately $516.72 (1 employee
including FICA); and,
WHEREAS, the applicant is seeking a waiver of payment for the use of 37 metered
parking spaces in the municipal lot (Lot B), located behind Chase Bank, in the amount of
$925.00; and,
WHEREAS, the applicant will provide a list of entertainers/bands and any other activities
occurring during this event, and logistic meetings will be scheduled with the Police and other
departments in early January of2013; and,

WHEREAS, the applicant will pay the City for its services prior to the event in the
amount of $4,125.00, if the City does not wave the street closure fee or the additional 37 meters,
or $2,875.00 if the. City does wave the street closure fee and the cost for the additional 37

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The Acting City Manager is authorized to approve the Volks Blast Inc
event to be held on January 20,2013, in downtown South Miami on Sunset Drive.
Section 2. Payment for services by Police, including City meters and street closure fee (if
not waived), and the additional 37 meters in the municipal parking lot (Lot B) (if not waved) will
be paid prior to the_event, on Wednesday after the event, totaling in the amount of$4,125.00. If the
street cl r~nd. additional 37 metered parkirig spaces are waived, then the total amount paid
would e $2~75.00. ) .
