Background: Chamber South has submitted a Special Event Application to hold its 42 Annual Arts Festival on November 2 & 3, 2013, on Sunset Drive. For the past 41 years Chamber South has held their Art Festival in the City of South Miami. This festival showcases approximately 130 artists from around the nation. This venue generates approximately 50,000 attendees who stimulate South Miami's economy through various purchases during this event from local merchants and restaurants. Chamber South is requesting a waiver for the cost of 59 parking meters located on Sunset Drive and five (5) meters located behind Chase Bank a City parking lot; in the amount of $3,200 ($1,600 X2) ($25 X 64 total parking meters), street closure fee in the amount of $325. In 2012 under Resolution # 202-12-13759, the City approved a requested waiver of fees in the amount of $3,200, for 59 parking meters located on Sunset Drive and five (5) meters located behind Chase Bank and the granting of an extension for payment along with a waiver of a proposed imposition of a 1.5% interest charge for late payment. The applicant has paid for the $500 deposit, $100 administrative fee, $60 application fee, $400 for street and pole banner fee, totaling $1,060.00. The applicant will pay for the following services: Police ($7,730), Public Works ($5,984.1 I), totaling $13,714.1 I. The applicant has requested an extension on the payment of these services to allow time to receive grant funding for this event, which typically takes approximately six - seven ( 6-7 ) months from the date of the event. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. Traffic shall be maintained in accordance with Florida Department of Transportation (FDOT), Miami-Dade County standards and any additional requirements by the City of South Miami Public Works Department and Police Department. 6. Event areas shall be restored to equal or better condition than they were before the event started. 7. If all restoration work is not perfonned within 30 days of work completion, the City of South Miami Public Works Department may restore the event area and charge the applicant for the cost of restoration plus a minimum of 15% for administrative fee and any additional incidental fees. 8. Applicant must pay all fees prior to.the start of their event(s). 9. Applicahts that receive approval for their event more than thirty (30) days in advance shall notify the City of South Miami Special Event/Marketing Coordinator at least forty-eight (48) hours prior to start ofthcir event. 10. (1) Organizations wishing to display a banner over rights-of-way in the 'City of South Miami must submit to the Planning Department a "Banner Request" application at least thirty (30) days in advance, (2) The city commission will review all requests and will determine whether the request conforms to the following guidelines: (3) (4) (a) Only not for profit organizations may display banners; (b) Banners for no more than three (3) special events shall be displayed at any given time; (c) Banners may be displayed ten (10) to fourteen (14) days before the advertised event takes place; banners must be removed within five (5) days after the end of the special event. (d) Banner design, color, size, proposed location and wording must be approved by the city commission, and must be submitted along with request. The organization displaying a banner must provide proof of public liability insurance naming the City of South Miami as additionally insured for the period of time banner is displayed.
