BACKGROUND TIle request for this variance is the result of considerable discussion, research , and meetings with the residents along Manor Lane in the icinity of South Miami Hospital's new clinical expansion, meetings with the City and various Commissioners. it was detennined by South Miami Hospital oundation (South Miami Hospital) that to address the noise issues expressed by the residents in the area a higher barrier than the existing five foot wall would need to be constructed as an acoustical buffer between South Miami Hosp ital and the residential homes along SW 63 rd Avenue. The intent of this new 12-foot wall is to reduc e the sound level coming from the hospital, and in particular, the noise caused by the backup alarms used by ambulances and emergency vehicles, which are concerns raised by the residents (Figure 1). 2001 SMH Variance -Wall Height Sept. 03. 20/3 Page 2 The Land Development Code (LDC) regulations on "physical barriers" (fences/walls) restricts the height in a non-residential zoning district to eight (8) feet in height above grade. The actual section of the Code (Sec. 20-3.6 (H)(2)(d) reads as follows: "(H) Physical Barriers. (2) Height limit. N on-Residential: (d) Fences, walls, trellises or hedges on property zoned for non-residential uses shall not exceed eight (8) feet il1 height above grade. " The above regulation does not allow a wall to be constructed in a nonresidential zone higher than eight feet, which means that the request for a variance of four feet to construct a 12-foot high sound attenuating wall in a PUD-H, Hospital zone. APPLICABLE REGULATIONS • Land Development Code, Section 20-3.6(H)(2)( d) Physical barriers, Height, Non- Residential. • Land Development Code, Section 20-5.9(G)(5) Permitted Variance Requests. Walls, is one out often items applicable for a variance request. • Land Development Code, Section 20-5.9(H) All variance decisions shall be based on an affirmative finding as to each of the following criterion. This variance request application addresses the specific criteria below under staffs observations, letter (t). This information is also included in the Letter of Intent prepared by Ines Marrero-Priegues with Holland & Knight, dated June 7th , 2013. This item was presented to the Planning Board on two separate occasions; July 9, 2013 and August 13 , 2013. On both occasions an insufficient number of board members were available to hear this request due to the recusal of one member on this item. Pursuant to Section 20-6.1 (B)(4)(a)(iii) of the Land Development Code, which states : Recommendations on all items before the board shall be transmitted to the city commission within forty-five (45) calendar days of the time that the item first appears on a regularly scheduled board agenda. If the board has not reached a decision on the item before it during said period, then the item shall be transmitted forthwith to the city commission with a "No Comment" recommendation. This item is now being presented to the City Commission for review and approval with a "No Comment" recommendation from the Planning Board. SMH Variance -Wall Height Sept. 03, 2013 Page 3 STAFF OBSERV ATIONS (a) The applicant is proposing to construct a 12-foot high sound attenuating wall in a PUD-H, Hospital zoning district; 7401-7500 SW 63 Avenue. This is an increase of four (4) feet in height from the maximum height permitted of 8 feet in a non-residential zoning districts as per the Land Development Code (b) South Miami Hospital in an attempt to address the concerns of the Manor Lane residents of the use of "backup-alarm" by ambulances at the South Miami Emergency Clinical Expansion, engaged the services of Edward Dugger + Associates, P.A., Architectural Acoustics consultant, who prepared attached project memorandum and site noise measurement reports. The reports indicate studies of barrier walls of varying heights (10 ft. to 15 ft.) each height reducing decibel levels at different rates. ( c) The Hospital received approval from the Environmental Review and Preservation Board (ERPB), on December 12, 2011 for the Linear Park, (Manor Lane) landscaping improvement project, located adjacent to this newly proposed 12-foot wall. For practical reasons, this landscape project will commence upon the completion of the proposed wall, but will likely have to be revised to account for the additional wall height. (d) The proposed 12-foot high solid sound attenuating wall along portions of SW 63 rd Avenue meets the other requirements of the Land Development Code and will require an appearance before the Environmental Review and Preservation Board (ERPB), following review and approval by the City Commission. (e) The subject site is surrounded by the following zoning districts: RO Residential- Office to the north; RS-3 Residential to the west and south, and PUD-H Planned Unit Development -Hospital to the east. (f) In June 2008 the City Commission amended the Land Development Code to add specific criteria for judging variance requests. LDC Section 20-5.9 (H) now requires that all variance decisions shall be based on an affirmative finding as to each of the following criterion: 1. The variance is necessary to relieve particular extramdinary conditions relating to a specific property; The need to ameliorate the noise inconvenience to the Manor Lane residents constitutes an extraordinary condition. South Miami Hospital and Manor Lane residents have expended many hours working together to agree on a mutually acceptable acoustical buffer to address this ambient circumstance. 2. Denial of the variance would result in hardship to the owner. Requirements outside the control and/or jurisdiction require that ambulance provide a "backup alarm." South Miami Hospital cannot restrict the use of a backup alarm. Similarly, the neighbors have a right to the quite enjoyment of their property. 3. The extraordinary conditions and circumstances do not result from the actions of SMH Variance -. Wall Height Sept.03,2013 Page 4 the applicant; As stated above, the use of backup alarms by ambulances is outside the control of South Miami Hospital. 4. The requested variance is the minimum variance necessary to make possible the reasonable use of the land, building or structure: The existing conditions between South Miami Hospital and the Manor Lane residents are unique and extraordinary. The consultant's report corroborates that the 12 foot high wall is the minimum wall height that will provide Manor Lane residents with quite enjoyment and an adequate acoustical buffer they seek. 5. That the approval of the variance will be consistent with the general intent and purpose of the Land Development Code, and will not be injurious to the neighborhood or otherwise detrimental to the public welfare. Approval of the variance will promote the public welfare by allowing an aesthetically pleasing acoustical buffer between the ambulance back up sirens and the residential properties. In the absence of a recommendation from the Planning Board, staff recommends approval of the request for a four (4) foot height variance, to construct a 12-foot high sound attenuating wall in a PUD-H, Hospital zoning district; 7401-7500 SW 63 Avenue. Dear Mr. Brimo,: This letter of intent accompanies the application by South Miami Hospital Foundation, Inc., the owner entity of South Miami Hospital, for a variance from section 20-3.6 (H) (d) of the Land Development Code to permit a 12 foot high wall in non-residentially zoned property, along portions of the subject property on SW 63 rd A venue. The maximum height permitted by the Land Development Code is 8 ft. The purpose of this request is to obtain a variance of the maximum permitted height for a non-residential wall to allow a 12 foot high wall between South Miami Hospital and the neighbors on the west side of SW 63 rd Avenue. This request arises from many months of outreach, meetings, research and plamling by South Miami Hospital to adequately address the concerns of the Manor Lane residents relative to noise associated with ambulances arriving at South Miami Hospital. Cunently, there is an existing 5 foot high perimeter wall on the west of the Hospital. The wall was originally erected to provide a visual and acoustical buffer between the hospital and the residential homes along SW 63 r<l Street and Manor Lane. Unfortunately, the ambient Mr. Christopher Brimo Planning Director June 7, 2013 Page 2 noise levels resulting from ambulance backup alarms were not appropriately reduced by the 5 foot wall. In response to the community, South Miami Hospital engaged the services of Edward Dugger + Associates, an Architectural Acoustics consultant, to study the situation and to make acoustical reducing recommendations. The consultant's report recommended barrier walls of varying heights (1 0 ft. to 15 ft.) each height reducing decibel levels at different rates. These recommendations were presented to the neighbors and their input and preferences were considered in connection with the request to permit a 12 foot wall. The proposed 12 foot high will provide the desired reduction in decibel levels of noise from the ambulance backup alarm. A copy of the consultant report dated 12.15.2011 and Final Recommendation dated 07.13.2013 are enclosed for your consideration and review. The backup alarms measured during our 02/21/13 site visit were quieter than the anticipated 107 dBA alarms from our original report, measuring approximately 90 dBA in the ambulance bay, The installed absorptive materials on the back of the slgnage wall and on the underside of the canopy are performing as expected. 2. On the Manor Lane side of the perimeter wall, closer to Manor Lane, the ambient conditions are roughly the same as at the ambulance bay, approximately 50 dBA and the backup alarms measure approximately 60 dBA. Over the course of an hour the equivalent A-weighted sound level (LAeq) at Manor Lane measured 54.1 dBA and the backup alarms do not seem to affect this level, the noise levels of the alarms are no louder than any other noise on Manor Lane (car traffic, distant trains etc,) 3. Since the measured values were lower than predicted, the perimeter wall at Manor Lane does not n~ed to be as high as originally anticipated. See the attached diagram for noise reduction values at various wall heights. 4 . If acoustic treatment is not to bs"placed on the hospital side of the perimeter wall, then the wall should be made higher to limit the effect of raised levels due to the reflections off the wall. Reflections from the wall will increase noise levels by 3 dB, effectively reducing the insertion loss values of the wall by 3 dB . Consultants in Architectural Acoustics Mechanical/Vibration Noise Control and Audio/VideollT Systems EXECUTIVE SUMMARY OF FINDINGS On December 15, 2011, Edward Dugger + Associates (ED+A) conducted a site visit to the Baptist Health South Florida -South Miami Hospital Clinical Expansion in Miami, FL to measure the exterior ambient noise levels on and around the site, determine to what degree the presence of ambulance backup alarms on the hospital site would be heard at the Manor Lane community to the west, and to determine what measures could be taken to mitigate the impact of the alarm noise on the community. The following summary details our observations findings from those measurements: 1. The ambient noise levels within the Baptist Health South Florida -South Miami Hospital Clinical Expansion site are generally around 65 dBA during the day and 55 dBA in the evening. The ambient noise levels in the residential neighborhood Manor Lane to the west are generally around 55 dBA during the day and 50 dBA in the evening. Both sites experience peaks above that level in the presence of environmental factors (cars, construction equipment, ambulances, airplanes, etc.). 2. Based on federal specifications 1 and discussions with the BHSF team, we used a 107dBA pulsed alarm at 2.3 kHz, placed 2 ft above the ground at the east end of the parking bay as the source for our calculations. In free-field conditions, a theoretical environment with no interfering surfaces, the sound would propagate true to the inverse square law, and by the time it reached the receiving location at the property line of the Manor Lane community (approximately 300 ft away) the sound would have dropped from 107 dBA to 72 dBA, and would be clearly audible over the ambient site noise. 3. The effect of the existing 5 ft perimeter wall on the west end of the site with no other acoustic treatment on the Baptist Health site would reduce the noise of the source alarm by 5 dBA to 67 dBA at the receiving site of Manor Lane, still audible over the ambient site noise. (see Image 1, pg 11) 4. In all instances we suggest treating the walls and ceiling surfaces immediately around the building entrance adjacent to the ambulance parking with acoustically absorptive material. The area under the aluminum canopy extending over the ambulance parking area should also be treated with acoustically absorptive material, such as perforated metal panels. (see Image 2, pg 12) 5. Th-e alarm sounds can be significantly reduced by introducing additional barrier walls in the parking lot of the site. We also suggest increasing the height of the west perimeter wall to 15 ft in the areas where there is a direct line of sight between the sound source and the wall. These walls together would reduce the sound of the ambulance backup alarm to approximately 53 dBA. (see Images 2-8, pg 12-18) 6. In Barrier Arrangement 2 we suggest that if a 15 ft high perimeter wall cannot be built, it can be made to be 10ft high. With the existing perimeter wall raised to a height of 10ft, and the walls around the ambulance bay at 10ft the Insertion Loss would be 19 dBA, with the sound at the receiver being perceived as 53 dBA. (see Images 9-10, pgs 19-20) If a 10ft high perimeter wall cannot be built, 8 ft high is also acceptable. With the existing perimeter wall and the walls around the ambulance bay at only 8 ft the Insertion Loss would be 17 dBA, with the sound at the receiver being perceived as 55 dBA. (see Images 11-12, pgs 21-22) 7. In Barrier Arrangement 3 we suggest constructing an additional barrier on the parking island on the site. This wall at 10ft high, with the existing perimeter wall at 5 ft, and the walls around the ambulance bay at 10ft would result in an Insertion Loss of 20 dBA, with the sound at the receiver being perceived as 52 dBA. (see Images 13-14, pgs 23-24) ACOUSTICS BACKGROUND In reading this report, there are several acoustical principles which bear mentioning that will help to understand how sound reacts. The first principle is the inverse square law. The inverse square law states that in a free field (space where there are no reflections), the sound level of a source will attenuate or fall off by 6 dB for every doubling of distance. For example, a sound source measures 66dB at 4ft away from the source. The sound level at 8ft from the source will be 6 dB less (i.e. 60 dB). The other acoustical principle relating to attenuation of sound is the barrier effect, which states that a barrier in a free field will attenuate noise from a source by at least 15 dB. Sound level measurements are typically flat responses of how sound truly reacts in an environment. The human ear has an unequal sensitivity in the low and high ranges of sound (frequency). Since the human ear is the ultimate judge of what we hear, frequency weighting networks were developed to simulate the response of human ears. The A- weighting network in typically used for environmental noise measurements because of its good correlation with the response of human ears. Leq, an abbreviation for equivalent continuous sound level, is that sound energy which, if constant over a given period, will contain the same sound energy as the actual sound that is fluctuating with time. In simple terms, it is the average sound level for a given period of time . An A-weighting is applied in order to give an idea of how close it relates to the human ear's perception and is designated by LAeq . The table below lists some typical A-weighted sound pressure levels of sound sources. A barrier is a solid structure that intercepts the direct sound path from a source to a receiver. It provides a reduction in sound pressure level within its "shadow zone". The sound recordings of the specified areas measured will also give an idea of the fluctuating sound characteristics, specifically ambulance sirens and alarms, car and truck traffic. Measurement positions were located along SW 74th Street at the north end of the BHSF site, along SW 63 rd Ave. bordering the Manor Lane community, and at the south end of the existing parking lot on the site. Measurements were taken at the four locations indicated, six times over the course of 8 hours, in 15 minute durations. The recordings were then post processed using a Bruel & Kjaer model 2250 sound level meter/analyzer (Type 1) to derive LAe q • A backup alarm (ECCO Back Up Alarm 12/24v 107dB -575) was procured and measured by ED+A. Other backup alarms were also observed in the local environment to confirm compliance with federal specifications and to establish assumptions that were used in the calculations. Acoustic Barrier Calculations: Predictions were made to estimate the efficacy of barrier walls placed on the site to reduce the intrusion of sound into the neighboring Manor Lane community. To perform these predictions several assumptions were made. It was assumed that the ambulances would travel a specific path through the site while backing into their parking space. To simulate this movement, three source positions were selected and used for barrier predictions. Source Position 2 has been selected for the results presented in this report. The alarm mounting height (source height) was assumed to be 2 ft. As mentioned earlier we assume the alarm to be 107 dBA at 2.3 kHz. We assume the receiver height to be 6 ft and placed at the edge of the residential property line. Graphs at the end of this report show peaks above those levels due to the presence of environmental noise, such as cars, construction equipment, ambulances, airplanes, etc (see Appendix /I). Overall the ambient level of the existing site is within the normal range of daytime and night time ambient sound levels. Ambulance Backup Alarm Noise: From the federal specification for the star-of-life ambulance, KKK-A-1822E: "This specification identifies the minimum requirements for new automotive Emergency Medical Services (EMS) ambulances (except military field ambulances) built on Original Equipment Manufacturer's Chassis (OEM) that are prepared by the OEM for use as an ambulance". Each ambulance shall be equipped with a "backup alert alarm, (audible warning device) activated when the vehicle is shifted into reverse. Device must meet OSHA and SAE J994 requirements, and shall be rated (SAE) for Type C or B (97 or 107 dBA at 122 cm (4 feet)) or purchaser may specify (see 6.2-ss) alarms that automatically adjust to ambient noise levels." Based on these requirements and discussions with the BHSF team, we selected a 107 dBA at 2.3 kHz as the source alarm for our calculations. Taking into account the effect of the inverse square law, the ambulance back up alarm would be perceived at the receiving location as 67 dBA (see Image 1, pg 11). Suggested Treatments: Absorptive Treatment: In all instances we suggest that the exterior surfaces at the building entrance adjacent to the ambulance parking bay be treated with an acoustically absorptive material. The soffit at the building entrance should also be treated (approximately 1300 sq. ft. in total). The absorption coefficient of the chosen material should be about 0.6 or better, which translates to about 60% of the sound being absorbed. We also suggest that the underside of the aluminum canopy extending over the ambulance parking be treated with absorptive material. We suggest perforated metal panels over 2" of mineral fiber, 3 Ib density or higher (see attached product information). These treatments would bring the noise of the alarm down by about 6 dB in the area of the ambulance bay. Barrier Arrangement 1: Walls C: We suggest that a set of two 10ft high absorptive barriers be constructed on the north side and the southwest corner of the ambulance parking bay (see Image 2, pg 12). These walls in conjunction with the existing 5 ft west perimeter wall would result in a total Insertion Loss of 20 dBA, with the sound of a 107 dBA backup alarm being perceived at the receivi ng location as 53 dBA (see Image 3, pg 13). We suggest this wall be constructed of sound absorptive material with at least one side being the absorptive, perforated metal facing. It should be noted that the Insertion Loss values are only valid within the "Shadow Zone" of the barrier wall (see Image 4-5, pg 14-15) and outside of these zones the barriers are ineffective at reducing sound to the adjacent neighborhood. This is the case for a section of the,wall that falls outside of the "shadow zone" for Walls C (see Image 4-5, pg 14- 15) The Insertion Loss of Wall A at 15 ft in conjunction with Walls C at 10ft is approximately 19 dBA with the sound of a 107 dBA backup alarm being perceived at the receiving location as 53 dBA (see Image 6, pg 16) We also suggest that Wall A be articulated in plan to prevent sound from reflecting off the barrier and back towards the building (see Images 7-8, pgs 17- 18). • Barrier Arrangement 2: If a 15 ft high perimeter wall (Wall A) cannot be built, it can be made to be 10ft high. With Wall A raised to 10 ft, and the Walls C at 10 ft the Insertion Loss would be 19 dBA, with the sound at the receiver being perceived as 53 dBA (see Images 9-10, pgs 19-20), If a 10 ft is also too high, an 8 ft high is also approach ambient levels. With Wall A and Walls C at only 8 ft the Insertion Loss would be 17 dBA, with the sound at the receiver being perceived as 55 dBA. (see Images 11-12, pgs 21-22) Barrier Arrangement 3: An alternative configuration of barriers on the site that would result in equal reduction of sound involves construction an additional barrier on the parking island on the site. This wall at 10ft high, with the existing perimeter wall at 5 ft, and the walls around the ambulance bay at 10ft would result in an Insertion Loss of 20 dBA, with the sound at the receiver being perceived as 52 dBA. (see Images 13-14, pgs 23-24) Note: See Appendices II, III, and IV for full list of treatments evaluated. CONCLUSIONS The relocation of the ambulance parking for the Baptist Health South Florida -South Miami Hospital Clinical Expansion will increase noise intrusion to the nearby community, but by implementing the measures suggested above, the noise levels at the community can be brought down to match the existing ambient noise levels in the community. The ambient noise adjacent to the Baptist Health South Florida -South Miami Hospital Clinical Expansion site in the residential neighborhood to the west are generally around 55 dBA during the day and 50 dBA in the evening, with peaks above that level in the presence of environmental factors (cars, trucks, ambulances, airplanes, etc.). 4490 SW Long Bay Drive, Palm City, Florida 34990 t: (772) 286-8351 www.edplusa.com f: (772) 221-1960 AA26000667 Baptist Health South Florida -South Miami Hospital Clinical Expansion, Miami, Florida January 20, 2012 10 .. .. .. .. Consultants in Architectural Acoustics Mechanical/Vibration Noise Control and AudiolVideollT Systems The introduction of an ambulance backup alarm of 107 dBA at 2.3 kHz, impeded only by the existing 5 ft wall on the western edge of the site, would be perceived as 67 dBA, clearly audible above the ambient noise environment in the neighborhood. It is most beneficial to attenuate the sound closest to the source and we suggest treating the surfaces of the building closest to the ambulance bay interior surfaces of the two barrier walls themselves with approximately 1,500 sqft. of acoustically absorptive material. The underside of the aluminum canopy should also be treated with approximately 500 sqft of perforated metal panels over 2" of mineral fiber 3 Ib density or higher. In Barrier Arrangement 1, we suggest constructing two 10 ft. barriers around the ambulance bay (Walls C) and replacing the existing western perimeter wall (Wall A) with an articulated wall 15 ft high (see Image 2, pg 12). The Insertion Loss of Wall A at 15 ft in conjunction with Wall e at 10ft is approximately 20 dBA with the sound of a 107 dBA backup alarm being perceived at the receiving location as 53 dBA (see Image 6, pg 16). The surface treatment near the building would result in approximately 6 dB of additional reduction. A reduction of 6 dB is equivalent to a 100% reduction in sound, a very noticeable change. The final perceived sound level at the receiving location would be approximately 47 dBA, barely perceptible over the ambient noise environment. The west perimeter barrier (Wall A) should be made 15 ft high outside of the shadow zone of Wall e and can begin to step down in height approximately 30 ft beyond the "shadow zone " boundary. Additionally the wall should be articulated in plan to diffuse sound away from the building (see Image 7, pg 17). Alternatively, if the wall is to remain straight in plan, acoustically absorptive material should be placed in the areas outside the "shadow zone" of Walle. In Barrier Arrangement 2, introducing Walls e at 10ft and raising the existing perimeter wall (Wall A) to 10ft would result in an Insertion Loss of 19 dBA, with the sound at the receiver being perceived as 53 dBA. Lowering both Wall A and Wall e to 8 ft would result in an Insertion Loss of 17 dBA, with the sound at the receiver being perceived as 55 dBA, close to ambient conditions during the day. In Barrier Arrangement 3, inserting a 10ft wall in the middle of the site (Wall B) along with the existing 5 ft Wall A and 10ft Walls e would result in an Insertion Loss of 20 dBA, with the sound at the receiver being perceived as 52 dBA. In addition to the barrier walls, we would typically recommend areas at the perimeter landscaped with heavy foliage coupled with several rows of trees as another means to reduce noise. Trees alone do not absorb much sound. However, tree branches and leaves diffuse sound so that some sound falls on the ground foliage where it is absorbed. These design recommendations have been based on a worse-case scenario, using the loudest alarms available, and actual site conditions may improve these numbers.
