Tentative Millage Rate for FY 2013-2014
A Resolution relating to the City's 2013/2014 fiscal year
budget; amending Resolution No. 149-13-13967 by
amending the date of the first budget hearing; advising
the Miami-Dade County Property Appraiser of its
proposed millage rate of 4.3639 mills; its rolled-back rate
of 4.1948 mills and announcing the dates of public
hearing to consider the proposed millage rate and
tentative budget.
BACKGROUND
As per Florida Statute 200.06(2) Method of fixing millage, the hearing dates scheduled by
the county commission and school board shall not be utilized by any other taxing
authority within the county for its public hearings.
Unfortunately, on the date in which the City of South Miami adopted the advertised
TRIM millage and set the scheduled Budget Hearings for FY 2014's budget was the same
date in which Miami-Dade County scheduled their budget hearings. The attached
resolution is to amend Resolution 149-13-13967 and reschedule the City's first budget
hearing on Tuesday, September 10,2013 at 7:30 PM to Thursday, September 12,2013,
7:30 PM.

7 public hearing to consider the proposed millage rate and
8 tentative budget.
9 WHEREAS, Florida Statute 200.065 requires that within 35 days of Certificate
10 of Value each taxing authority shall advise the property appraiser of its proposed
11 millage rate, its rolled-back rate computed pursuant to sub-section (I) and of the date,
12 time and place when a public hearing will be held to consider the proposed millage
13 rate and tentative budget; and
14 WHEREAS, the Certification of Value was made on July I, 2013; and
15 WHEREAS, the City'S Administration computed the proposed millage rate
16 and the rolled-back rate; and
17 WHEREAS, the Mayor and City Commission wish to comply with the
18 aforesaid Statute; and
19 WHEREAS, the Miami-Dade County has scheduled its first budget hearing for
20 September 10, 2013, and
21 WHEREAS, the Mayor and City Commission wish to amend the date of the
22 First Budget Hearing in compliance with 200.065 Florida Statutes.
23 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND
24 CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
25 Section I. The City Administration shall advise the property appraiser that
26 the proposed millage rate of the City of South Miami, Florida for the 2013/1015 fiscal
27 year budget is 4.3639 mills and that the rolled-back rate computed pursuant to sub-
28 section (I) of Florida Statute 200.065 is 4.1948 mills.
29 Section 2. The City Administration is hereby directed to amend Resolution
30 No. 149-13-13967 by changing the date of its first budget hearing from September 10
31 to September 12, 2013 in compliance with 200.065 Florida Statutes.
32 Section 3. The date, time, and place of the first and second public budget
33 hearings shall be held to consider the proposed millage and the tentative budget as

Section 4. Severability. If any section clause, sentence, or phrase of this
resolution is for any reason held invalid or unconstitutional by a court of competent
jurisdiction, the holding shall not affect the validity of the remaining portions of this
resolution.
Section 5. Effective Date. This resolution shall become effective immediately
upon adoption by vote of the City Commission.
